农民工市民化的困境及解决对策

摘要

农民工市民化，狭义是指城市农民工在身份上获得与城市居民相同的合法身

份和社会权利的过程；广义是指农民工在身份、地位、价值观、社会权利以及生产生活方式等各方面全面向城市市民的转化，以实现城市文明的社会变迁过程。农民工市民化有利于增加农民收入，促进农业现代化；有利于提高农民素质，促进农民全面发展；有利于解决三农问题，构建和谐社会；有利于维护社会稳定，确保国家长治久安，必将对整个国家和社会的发展具有深远的影响。目前，农民工在城市里的边缘化现象依然突出，而且由于城市化水平较低和各种观念制约，以及户籍、就业、社会保障、教育等体制藩篱的阻碍，未来农民工市民化进程依然步履维艰。针对农民工市民化遭遇的种种困境，本文深入探讨了农民工市民化的相应对策。对策要求必须深化户籍制度的改革，彻底破除城乡二元户籍壁垒，积极促进农民工的政治参与，实现其政治、社会地位的提升；必须加强就业制度创新，建立城乡一体化和谐平等的就业体制，积极促进农民工就业，同时要加强农民工劳动权益保护，实现农民工收入的增加和经济地位的提高；必须完善农民工社会保障体制，落实农民工的市民待遇，将农民工纳入社会保障的“安全网”之下；必须落实农民工子女的教育问题，深化义务教育制度改革，解决农民工的后顾之忧；必须推进城市化发展，拓展农民工市民化的居留环境，促进社会经济的全面进步；必须统一社会各阶层思想认识，建立正确的市民化观念，优化农民工市民化舆论环境。文章最后以江苏省苏南地区为对象，进行实证研究，力图通过这一典型的实证，来证明前述解决对策在突破农民工市民化困境过程中所起到的重要作用。

Abstract

Peasants engineering citizcns，in a narrow Sell∞，means the process for them to

get the same and equal social rights and identities as urban citizens．In a broad sense，

it means the transformation of identity,status，value，rights and producing and

lifestyles to the urban citizens in an all-round way,which helps to realize the social

transformation of modem urban civilization．Peasant workers engineering urban

citizens will help to benefit the income of peasants，accelerate the modernization of

agriculture，improve the peasants in an all-round way,solve the present

peasants，countryside and agriculture，build a harmonious

society,maintain the social

stability and long-term security,extend the class basis of our Party and strengthen the

leadership of OUr Party as well．All this is necessary to influence the development of

the whole country and society deeply．At present，the marginalization problem for

migrant peaSant workers in cities is still serious and obvious because of the low

urbanization in our country,obstacle of traditional concepts，identity of peasants and

urban citizens，employment，social security,education system and other elements．11le

process for peasant workers engineering urban citizens is still slow and serious．In

order to solve this problem,the aim of this thesis is to diseuss and seek counterlneasures and solutions，by which we must change the identity system of the

difference between peasants and urban citizens．promote peasant workers to take an

active in politics and improve their political and social status．We should make the

innovation of employment system so as to realize the equal employment system and

protect the labor fights of peasant workers to improve their income and economic

statllS．We should establish the social security system for peasant workers and take

measures to ensure them to have the equal and the戤lnle treatment as the urban

citizens．In order to solve the education problem for the children of peasant workers，

we must carry out the compulsory education system．We must improve the development the urbanization and the social economy in an all—round way to provide

and extend good living conditions for peasant workers engineering urban citizens．We

should also improve and help people of all classes to form the right concepts and

ideas to treat migrant peasant workers equally．In the end,in order illustrate and prove

the solutions mentioned in the thesis，the research about South Area in
