Description:• Bussmann™ series of E-Rated, current-limiting, medium voltage fuses are for feeder circuit, switchgear and transformer protection.Features and benefits• Current-limiting E-Rated medium voltage fuses are defined by their melting time-current characteristic that permit their electrical interchangeability with other fuses of the same E Rating.• E-Rated fuses must have a defined current response time specified by ANSI C37.46.E-Rated fuses of 100 amps and below must melt in 300 seconds at an RMS current within the range of 200% to 240% of the fuse’s nameplate current rating. E-Rated fuses greater than 100 amps must melt within 600 seconds at an RMS current in the range of 220% to 264% of the fuse’s nameplate current rating.• E-Rated fuses are physically dimensioned for easy installation in existing hardware.• Current-limiting fuses provide positive interruption even on low fault currents. B%Cr+3.33%Mo+163%N=40min.5.2All classes offittings shall be heat treated in accordance with Section6.5.3Fittings ordered as Class WP-S shall be of seamless construction and shall meet all requirements of Specification A960.5.4Fittings ordered as Class WP-W shall meet the require-ments of Specification A960and(1)shall have all welds made by thefitting manufacturer and all pipe welds made with the addition offiller metal radiographically examined throughout the entire length in accordance with Paragraph UW-51of Section VIII,Division1,of the ASME Boiler and Pressure Vessel Code;and(2)shall not require radiography of the starting pipe weld if the pipe was welded without the addition offiller metal.In place of radiographic examination,welds made by thefitting manufacturer may be ultrasonically exam-ined in accordance with the code requirements stated in5.6.5.5Fittings ordered as Class WP-WX shall meet the re-quirements of Specification A960and shall have all welds, whether made by thefitting manufacturer or the starting material manufacturer,radiographically examined throughout their entire length in accordance with Paragraph UW-51of Section VIII,Division I of the ASME Boiler and Pressure Vessel Code.The radiography of welds for this class offittings can be done either prior to or after forming at the option of the manufacturer.5.6Fittings ordered as Class WP-WU shall meet the re-quirements of Specification A960and shall have all welds, whether made by thefitting manufacturer or the starting material manufacturer,ultrasonically examined throughout their entire length in accordance with Appendix12of Section VIII,Division1of ASME Boiler and Pressure Vessel Code.5.7The radiography or ultrasonic examination for this class offittings may be done at the option of the manufacturer,either prior to or after forming.5.8Personnel performing NDE examinations shall be quali-fied in accordance with SNT-TC-1A.5.9Fittings covered in Specification A960and ordered as CR shall meet the requirements of Specification A960and do not require nondestructive examination.5.10All classes offittings shall have the welders,welding operators,and welded procedures qualified under the provi-sions of Specification A960except that starting pipe welds made without the addition offiller metal do not require such qualification.5.11All joints welded withfiller metal shall befinished in accordance with the requirements of Paragraph UW-35(a)of Section VIII,Division1,of the ASME Boiler and Pressure Vessel Code.5.12Fittings machined from bar shall be restricted to NPS4 or smaller.5.12.1All caps machined from bar shall be examined by liquid penetrant in accordance with Practice E165.5.13Weld buildup is permitted to dimensionally correct unfilled areas produced during cold forming of stub ends. Radiographic examination of the weld buildup shall not be required provided that all of the following steps are adhered to: 5.13.1The weld procedure and welders or welding opera-tors meet the requirements of5.10,5.13.2Heat-treatment is performed after welding and prior to machining,5.13.3All weld surfaces are liquid penetrant examined in accordance with Appendix8of Section VIII,Division1of the ASME Boiler and Pressure Vessel Code,and5.13.4Repair of areas in the weld is permitted,but5.13.1, 5.13.2,and5.13.3must be repeated.5.14Stub ends may be produced with the entire lap added as weld metal to a straight pipe section provided the welding satisfies the requirements of5.10for qualifications and6.2for post weld heat treatment.5.14.1Class WP-W—Radiographic inspection of the weld is required(see5.4).5.14.2Class WP-WX—Radiographic inspection of all welds is required(see5.5).5.14.3Class WP-WU—Ultrasonic inspection of all welds is required(see5.6).5.14.4Class CR—Nondestructive examination is not re-quired(see5.9).5.15Stub ends may be produced with the entire lap added by the welding of a ring,made from plate or bar of the same alloy grade and composition,to the outside of a straight section of pipe,provided the weld is double welded,is a full penetration joint,satisfies the requirements of5.10for quali-fications and6.2for post weld heat treatment.5.15.1Class WP-W—Radiographic inspection of all welds, made with the addition offiller metal is required(see5.4).5.15.2Class WP-WX—Radiographic inspection of all welds,made with or without the addition offiller metal,is required(see5.5).5.15.3Class WP-WU—Ultrasonic inspection of all welds, made with or without the addition offiller metal,is required (see5.6).5.15.4Class CR—Nondestructive examination is not re-quired(see5.9).6.Heat Treatment6.1Allfittings shall be heat treated in accordance with the requirements specified in Table2.6.2All welding shall be done prior to the heat treatment specified in Table2.6.3Allfittings machined directly from forgings or bars(see 5.12),previously heat treated in accordance with the require-ments specified in Table2,need not be reheat treated.7.Chemical Composition7.1The chemical composition of each cast or heat shall be determined and shall conform to the requirements of the chemical composition for the respective grades of materials listed in Table1.Methods and practices relating to chemical analyses required by this specification shall be in accordance with Methods,Practices,and Definitions A751.Product analy-sis tolerances in accordance with Table3are applicable.7.2Except as listed below,infittings of welded construc-tion,the composition of the deposited weld shall conform to the same requirements as the base metal.7.2.1Welds on S32950base metal shall be made with nominal26%Cr,8%Ni,2%Mo weldmetal.7.2.2Welds on S31803base metal shall conform to the same requirements as the base metal or shall be made with nominal22%Cr,8to10%Ni,3%Mo weld metal.8.Tensile Requirements8.1The tensile properties of thefitting material shall con-form to the requirements of Table4.The testing and reporting shall be performed in accordance with Test Methods and Definitions A370.8.2At least one tension test per heat shall be made on material representative of thefitting,including weld metal whenfiller metal is added,and in the same condition of heat treatment as thefinishedfitting it represents.8.3Thefittings manufacturer shall perform a tensile test on material representative of thefinishedfitting.Records of the tensile test made on the starting material may be certification that the material of hot–finishedfittings meets the tensile requirements of this specification provided the heat treatments are the same.9.Hardness Requirements9.1Fittings shall not exceed the maximum hardness shown in Table4.10.Dimensions10.1The sizes,shapes,and dimensions of thefittings covered by ASME B16.9,ASME B16.11,MSS SP-43,or MSS SP-79,shall be as specified in those standards.10.2Fittings of size or shape differing from these standards, but meeting all other requirements of this specification,may be furnished in accordance with Supplementary Requirement S8.11.Workmanship,Finish,and Appearance11.1Fittings supplied under this specification shall be examined visually.Selected typical surface discontinuities shall be explored for depth.Thefittings shall be free from surface discontinuities that penetrate more than5%of the specified nominal wall thickness,except as defined in11.3and 11.4,and shall have a workmanlikefinish.11.2Surface discontinuities deeper than5%of the specified nominal wall thickness,except as defined in11.3and11.4, shall be removed by the manufacturer by machining or grinding to sound metal,and the repaired areas shall be well faired.The wall thickness at all points shall be at least871⁄2% of the specified nominal wall thickness,and the diameters at all points shall be within the specified limits.11.3Surface checks(fish scale)deeper than1⁄64in.[0.4mm] shall be removed.11.4Mechanical marks deeper than1⁄16in.[1.6mm]shall be removed.11.5When the removal of a surface discontinuity reduces the wall thickness below871⁄2%of the specified nominal wall thickness at any point,thefitting shall be subject to rejection or to repair as provided in11.6.11.6Repair by Welding:11.6.1Repair welding,of the base metal by the manufac-turer,is permissible forfittings made to the dimensional standards listed in10.1or for other standardfittings made for stock.Prior approval of the purchaser is required to repair specialfittings made to the purchaser’s requirements.Repair by welding shall neither exceed10%of the outside surface area of thefitting nor331⁄3%of the nominal wall thickness.11.6.2The welding procedure and welders shall be qualified in accordance with Specification A960.11.6.3The alloy content(carbon,chromium,nickel,molyb-denum,columbium,and shall be examined by the liquid penetrant method of Practice E165.No cracks shall be permitted in the prepared cavities.11.6.5The weld repair shall be permanently identified with the welder’s stamp or symbol in accordance with Specification A960.11.6.6Weld repair area(s)shall be blended uniformly to the base metal and shall be examined by liquid penetrant in accordance with Practice E165.No cracks shall be permitted in the weld or surrounding1⁄2in.[13mm]of base metal. 11.6.7After weld repair,material shall be heat treated in accordance with Section6.11.7Thefittings shall be cleaned free of scale.12.Hydrostatic Tests12.1Hydrostatic testing is not required by this specification.12.2Eachfitting of Class WP shall be capable of withstand-ing without failure,leakage,or impairment of serviceability,a test pressure equal to that prescribed for the specified matching pipe or equivalent material.12.3Eachfitting of Class CR,except tees covered in12.3.1, shall be capable of withstanding without failure,leakage,or impairment of serviceability,a test pressure based on the ratings in MSS SP-43.12.3.1Class CR tees fabricated using intersection welds shall be capable of passing a hydrostatic test based on70%of the ratings in MSS SP-43.13.Rejection13.1Unless otherwise specified,any rejection based on tests by the purchaser shall be reported to the manufacturer within 30working days from the receipt of samples or test reports by the purchaser.13.2Eachfitting that develops surface discontinuities deeper than5%of the specified nominal wall thickness in shop working or application operations may be rejected and the manufacturer so notified.14.Rehearing14.1Test samples that representfittings rejected by the purchaser shall be preserved for four weeks from the date corrosion bend test shall be made on onefitting or representative test piece(Note S2.1)per lot(Note S2.2)offittings.If thefittings are of welded construction,the bend specimen shall include the weld and be prepared so that the weld is at the midlength location of the specimen.Speci-mens containing a weld shall be bent so that the location of weld is at the point of maximum bend.The method of testing shall be in accordance with Practices A262or Practices A763, as applicable.S4.Ultrasonic TestS4.1Eachfitting or the raw material from which eachfitting is made shall be ultrasonically tested to determine its sound-ness.The method,where applicable,shall be in accordance with Practice A388.Acceptance limits shall be specified by thepurchaser.。

向各国提出的问题单是根据大会第50/225号决议的规定和专家组要求在各国采取行动的有关建议拟订的。

二. 政府对关于大会关于公共行政和发展的第50/225号决议的执行情况的问题单的答复问题1. 说明贵国政府在公共行政和发展领域面对的当前趋势、现有的A.挑战和出现的问题。

中国1980年代以来,中国政府展开了三次体制改革:1982年、1988年和1993年。

第四次体制改革于1998年开展,基本上已经在中央(即国务院)完成,目前在地方政府一级执行中。

在适当时候进行体制性改革是中国政府在改革时期采取的重大战略措施。

中国的改革过程在向外开放和推动现代化中发挥极其重要的作用。

捷克共和国捷克共和国进行中的公共行政改革包括三个基本组成部分:(a)领土行政划分的改革。

1990年初,国内行政权力的分配显然需要加以彻底的改革。

第一步是权力下放(即重新设立地方政府)和撤销所谓的国家委员会(地方、市、县、区)城镇成为了地方政府的基本单位,公共法律实体,有本身的财产和经费。

第二步是设立区系统,作为公共行政的“中层”。

经过议会广泛的辩论后,立法议员采纳了所谓的“综合模式”(即一个领土单位兼履行国家行政和地方政府职能)。

最近要解决的一个问题是区当局的经费来源。

其他方面,3A/56/127/Add.1E/2001/101/Add.1有关的立法已经颁布,首次区议会选举于2000年举行。

整体而言,权力下放的制度运作良好。

问题是镇的数目太多(6 259个),大多数人口稀少(几乎有5 000个镇的人口不足1 000人),可能妨碍整个系统的运作。

充分利用因特网这一信息和通讯技术也将大大改进地方当局的工作;中央政府行政的改革。

这一领域的主要问题是缺乏横向协调。

因此,目(b)前的政策是加强政府部门的协调作用和能力。

一个重要的有关方面是进行中的法规改革,设法改进立法过程(公共协商、法规对企业的影响)和机构(设立独立的法规机构);改革公共行政的运作。

目的是实行新管理方法,提高效率、成本效益和(c)监督。

优先的任务是培训公务员和充分利用信息和通讯技术。

目前在议会审议中的公务员法案着重公务员的独立性和专业性,并设法消除政治影响。

一个密切相关的过程是2000年开始的司法改革,包括各种设立行政法庭的计划。

印度尼西亚印度尼西亚目前开始其最重要的政治发展阶段,以普选成功地推行民主。

在这一历史进程中,进行了经济和政治改革以及公共行政改革。

虽然这些改革已经有了一些进展,但仍然有严重的挑战需要克服。

从这方面来看,支持民间企业需要进行质量上的改革,其中公共行政要发挥重要的作用。

为此,将采取下列措施:充分执行投资契约;界定法律框架,使企业从一系列与政府签订的协议中享有特别优惠;精简程序,使投资者容易获得服务;完成采购合同程序的改革;确保尊重公民权利和自由。

公务部门必须为公民服务,保证个人和法人(c)的权利和自由。

因此,公务服务必须:㈠容易获得。

政府致力推动权力分散和下放的政策(不久将有一项社区规约订正草案和权力政法令草案提付审议,以供通过);㈡尊重法律。

为此,政府将采取必要措施,确保各公务部门尊重法制原则,并毫无保留地遵守法院的裁决;㈢服务大众。

行政当局致力拟订有力的政策,精简程序和实现工作方法合理化,使公民可以容易取得信息;人力资源发展。

目标在拟订发挥公务部门的人力潜力的真正战略。

为此,(d)应实行现代、有实效、有计划的人事、员额和职业管理制度,以便公务部门不断演变的任务与公务员的资格和升迁能够保持配合一致。

此外,应特别强调不断进行培训和高级训练以发展人力资源和确保提高生产力和绩效。

阿曼1996至2000年是阿曼政府为执行发展项目所通过的第五个五年发展计划的时期,其中最重要的项目是行政改革。

在这一时期中,行政改革和人力资源发展的各个领域执行了许多重要项目,这些成就补充了上一个五年计划的成果。

在这一阶段结束时,阿曼在向公民提供各种基本服务方面取得了重大的进展,其中包括教育、保健、住房和环境保护的服务。

提供这种服务的效率很高,并且符合国际上最新的发展。

阿曼借鉴了发达国家的成功经验、各种理论和实地研究成果、5A/56/127/Add.1E/2001/101/Add.1各种专门组织(主要是联合国)发表的研究成果,同时顾及阿曼社会的特质、实际需要和能力。

从行政观点来看,阿曼是最有组织的发展中国家之一,获得受尊敬的国际机构的赞扬。

阿曼加入世界贸易组织还显示阿曼在全球化和自由经济的有关领域的经验已经成熟。

在取得这种成就的同时,阿曼的司法经验也日益成熟,颁布了国内司法规章制度的法令和法律。

在国际上,阿曼签署了《国际刑事法院罗马规约》,并与其他成员国合作致力完成设立刑事法院的过程,从而确定法治的原则。

自从30年前卡布斯·本·赛义德苏丹陛下开始主政,阿曼开始复苏,现在已经实现了阿曼伟大领袖在1970年所作的建立一个现代政府的承诺。

这一承诺已成为具体事实。

巴拿马公共行政是巴拿马实现其不断转变的社会所需的政治、经济和社会目标的最重要手段。

因此,巴拿马必须能够适应所需的变革,以便纳入促进国家发展所需的法规、结构、制度、技术和其他程序。

在这一基础上,巴拿马共和国采取了一系列行动,以提高公共部门、企业界和劳动部门的效率。

波兰1990年在波兰开始进行的经济改革的目的在于稳定经济,使公共财政迈上轨道,推行健全的货币政策,释放市场的力量,和执行长期的体制改革。

这种改革的一项最重要特点是重新塑造政府的结构、作用和职能及经费筹措方法,以便配合市场经济的需要和国内的民主框架。

在这方面,主要的挑战是:重组亏损的公共企业并将其私有化,借此重新界定公共部门的范围;将财政上的可持续性与足够的福利和较高的服务质量结合一起,对养恤金、保健和教育制度进行重要的改革;进行改革,改进公共部门行政,包括采取措施确保更好地因应地方关注的事项,提升公共行政的能力,建立健全的公共财政,减少官僚,减少官僚条例和扑灭贪污。

从经济观点来看,波兰被认为是转型经济最成功的国家之一。

成功的因素是波兰采取健全的财政政策和坚持进行体制改革。

数次的体制改革使波兰能够稳步地扩大经济。

1990年的价格政策和贸易自由化实行后,波兰推行大规模私有化措施和放松市场管制,接着在1998年展开关于公共财政、公共行政、养恤金、教育和保健的重要体制改革。
