广东省地区“三旧改造”过程中对城市更新的研究
摘要：广东地区在经济高速发展的同时，长期以来存在城镇建设用地低效开发带来的土地资源不足的难题，广东省政府根据国务院对于广东建立全国节约集约利用土地示范省的要求，积极推进旧城镇、旧厂房、旧村庄改造工作，土地集约在城市更新的工作，这影响着城市更新区域的发展方向，决定了城市更新的成功与否，是突破广东地区土地资源贫乏的发展困境，推动土集约、高效和可持续利用发展之路的关键步骤。

1 前言
为突破城镇建设中土地资源的瓶颈，广东省全面推动实施“三旧改造”规划。

整合现有资源要素，发挥城市土地资源潜力，建立公平、高效、可持续的城市更新模式，以“三旧改造”推动城市更新，以城市更新促进经济发展，是突破广东省土地资源瓶颈实现城市产业转型和空间重构的必由之路。

2 “三旧改造”政策与城市更新
2.1“三旧改造”概念
所谓“三旧”改造，根据《广东省建设节约集约用地试点示范省工作方案》，是指旧城镇、旧厂房、旧村庄改造。

根据《意见》，城市市区“退二进三”的产业用地、城乡规划确定不再作为工业用途的厂房(厂区)用地、国家产业政策规定的禁止类、淘汰类产业的原厂房用地、不符合安全生产和环保要求的厂房用地等，被明确列入“三旧”改造范围。
