The Chinese government has announced measures to ban the production (生产)and free distribution (发放) of plastic bags to stop a growing tide of waste.
Under new rules beginning on June 1, all supermarkets, department stores and shops will be banned from handing out free bags to customers. The laws, posted on a government website, called for “a return to cloth bags and shopping baskets to reduce the use of plastic bags”.
While providing convenience to customers, they have also caused serious pollution, and waste of resources, because of excessive use and inadequate (不充分的) recycling,” the notice said.
The elderly owner of a grocery shop, Wang Hai, said the Chinese measures could reduce sales at first but would be of great benefit in the future.
Besides, it is strongly suggested that waste collectors should step up recycling efforts to reduce the amount of bags burned or buried. The government is also considering tax (税) measures to cut back on plastic bag production and sale.
A similar action last year to ban free plastic bags in the southern town of Shenzhen caused a public debate, with shopkeepers worrying that customers might be turned away.
China’s action won praise from environmental organizations including Greenpeace, which officially made a statement welco ming the ban. “The government’s announcement to ban free plastic bags is a perfect case to combine the two of the major forces in environment protection: public participation (参与) and government guidance,” Greenpeace said.
Laws to reduce the use of plastic bags have been carried out in several countries including parts of South Africa, Ireland and Bangladesh. The governments in these countries either tax shoppers who use them or charge fees on companies that hand them out. Last year San Francisco became the first US city to ban plastic grocery bags and German stores must pay a recycling fee if they wish to offer them.

On a dirt field behind a hospital in Liberia, a football match is under way. Teams of young people, many of whom were on opposite sides during the seven-year-long civil war, now compete peacefully and passionately (热诚地) on a football field.
“We had no food to eat,” Edwin, 15, said. “My father and little brother died of sickness.” Edwin now plays for the Wild Lion Football Club. He has a football scholarship (奖学金) to attend a local high school. Sports have been a big help for Edwin. “Football,” he said, “makes me feel happy.”

The LanguageCenter is open Monday to Friday. Each class has one afternoon free per week. On the first day, go to the lecture hall to check your timetable.
SELF —ACCESS :The language laboratory (Room 1110)is open Monday to Friday from 3:15p.m. to 5:00p.m. for all full-time students.
You can learn how to use computers for language games or word-processing (文字处理). There are tapes for students to borrow to practice their English. Go in and ask the teacher to show you. If you plan to take public examinations, there are dictation and listening comprehension tapes for you to practice with. There are cloze exercises on the computers. Ask your class teacher for a list of past exam essays. Students can borrow tapes to take home but they must be returned after two days.
ATTENDANCE (出勤): All students are expected to attend classes as it is required. Students who do not attend classes will be reported to OSS. Eighty percent attendance is required for students to receive their certificates (证书)when they finish their courses. It is also required by OSS for an extension to your visa.
BOOKS : If students are given course books, the books are their responsibility. If a book is lost, the student will be expected to pay for it.
