什么是CE? CE 是 由 欧 盟 执 行 委 员 会 制 定 的 技 术 法 规， 限 定 产 品 的 制 造 商 和 进 口 商 在 欧 洲 市 场 的 基 本 条件， 强 制 要 求 欧 市 上 所 有 的 产 品 均 须 标 贴 CE－标志。 根据不同的产品，欧盟共颁布了二十一条技术指令， 分 别 为：简 单 压 力 容 器、玩 具、建 筑、电 磁 兼 容、机 械、个 人 防 护 设 备、非 自 动 称 量 仪 器、可 移 植 医 疗 器 械、燃 气 炉 具、电 信 终 端 设 备、锅 炉、爆 破 器 材、低 电 压、通 讯 卫 星 地 面 站、升 降 设 备、适 用 爆 炸 性 气 体 的 设 备、娱 乐 用 船 只、非 简 单 压 力 容 器, ERP等。 根据产 品功能， 必 须 满 足 其涉 及 的 所 有 指 令 要 求。

CB是国际电工委员会(IECEE)建立的一套全球性互认体系, 各个国家的国家 认证机构（NCB）之间形成多边协议，制造商可以凭借一个NCB颁发的CB 测试证书获得CB体系的其它成员国的国家认证。 CB体系基于国际IEC标准。如果一些成员国的国家标准还不能完全与IEC标 准一致，也允许国家差异的存在，但应向其它成员公布。CB体系利用CB测 试证书来证实产品样品已经成功地通过了适当的测试，并符合相关的IEC要 求和有关成员国的要求。 CB体系的主要目标是促进国际贸易，其手段是通过推动国家标准与国际标准 的统一协调以及产品认证机构的合作，而使制造商更接近于理想的“一次测 试，多处适用”的目标
