critical or harsh, but at the same time, I want to be clear and direct in my feedback. I find that using phrases like "I think" or "in my opinion" can help soften the blow a bit and make my comments more palatable.
Finally, I always try to end on a positive note. Even if there are a lot of things that could be improved, I like to point out the things that I think are working well and encourage the writer to keep going. After all, writing is a difficult and often thankless task, so a little bit of encouragement can go a long way.
