摘要
高校行政部门的管理水平和行政人员的工作能力,在一定程度上决定了高校的竞争
力,而对行政绩效进行评价是目前高校管理工作中相对薄弱的一个环节,本文对高校行政
工作的绩效管理着重进行了研究。
首先,本文将普遍运用于企业中的绩效管理的方法引入高校领域,并具体运用到行政
管理工作当中。建立高校行政管理工作的绩效管理体系,包括岗位分析、制定绩效目标、
日常工作监督、考评结果的反馈、建立行政管理部门和人员档案、考评结果的运用和建立
绩效评价体系几个流程。其次,利用平衡计分卡方法设计高校行政部门的指
标体系。以平
衡计分卡的四方面的内容:顾客方面、财务方面、内部组织、学习和成长为基本维度,用
目标管理的方法在指标矩阵中将高校的整体办学目标,逐一分解为部门的行政指标。在对
部门绩效指标体系进行设计的基础上,再次运用目标管理和平衡计分卡相结合的方法,在
指标分解矩阵中,将从高校整体办学目标中分解出来的部门指标分解到岗位和个人。并以
HG大学行政管理典型部门和典型岗位为例,建立了系统的部门及岗位绩效管理指标体系。
最后,提出高校行政绩效管理实施过程中的关注内部利益相关者思想。指出与企业利益相
关者管理方法相似,高校中的行政部门间、行政部门与学生和教师群体之间也存在着许多
相关利益关系。

MANAGEMENT OF
ADMINISTRATION IN UNIVERSITIES
ABSTRACT
The management level of administration and ability of administration staffs determine the
competitive capacity of universities. The performance appraisal of administration is a weakness
in universities now. This article emphatically studies the performance management of
administration in universities.
First, this article puts the method of performance management which is universally used in
enterprise into universities, and puts it to use in administration. It also sets up a performance
management system, including position analysis, targeting performance, day-to-day supervision,
feedback of results, building record of administration staffs and department, applying of
evaluating results and building up performance appraisal
system.Second, this article utilizes The
Balanced Scorecard to resolve the department's performance indicators.It makes the content of
the Balanced Scorecard: Customer Perspective, Financial Perspective, Internal Process
Perspective, Innovation and Learning Perspective into latitude, it also uses Management By
Objectives to resolve the department's performance indicators from the whole goal of the school
in the indicators resolving table.Basing on the department's performance indicators, this article
combines The Balanced Scorecard with Management By Objectives again
to resolve the staff's
and Position's performance indicators from department's performance indicators which was
resolved from the whole goal of the school.It takes typical administration of HR university for
example, sets up a complete system of department's and position's performance indicators.Finally,
this article proposes a new thinking of taking care of stakeholders when applying performance
appraisal in administration.There are many benefit relationships between different administration
departments, between administration departments and students and teachers.
