(2011年5月试题) 参考译文“Car Restriction”aims at the large number of private cars. Beijing now tries to control the number of new cars by means of drawing lots, but the number of applicants in the first month reached 210,000. Shanghai has tried to enforce the restriction through auction of car plates, but many Shanghai people got their plates from Hangzhou and Suzhou. A lot of consumers believe that it is not practical to rashly control the number of cars as public transportation is underdeveloped. The root cause of traffic jam lies in the fact that urban transportation construction cannot keep up with the times. It will be fruitless to take traffic control measuresconcerning private cars only. With the rapid expansion of cities, many people have to live in the suburbs far away from the centre of the city, but public transportation in the suburbs is not yet developed, which is one of the causes behind the rapid increase of private cars. Therefore, the most effective solution to congestion is to vigorously develop public transportation in cities.

Paris Employs a Few Black Sheep to Tend, and Eat, a City FieldThe archivists requested a donkey, but what they got from the mayor’s office were four wary black sheep, which, as of Wednesday morning, were chewing away at a lumpy field of grass beside the municipal archives building as the City of Paris’s newest, shaggiest lawn mowers. Mayor Bertrand Delano has made the environment a priority since his election in 2001, with popular bike- and car-sharing programs, an expanded network of designated lanes for bicycles and buses, and an enormous project to pedestrianize the banks along much of the Seine. The sheep, which are to mow (and, not inconsequentially, fertilize) an airy half-acre patch in the 19th District intended in the same spirit. City Hall refers to the project as “eco-grazing,” and it notes that the four ewes will prevent the use of noisy, gas-guzzling mowers and cut down on the use of herbicides.Paris has plans for a slightly larger eco-grazing project not far from the archives building, assuming all goes well; similar projects have been under way in smaller towns in the region in recent years. The sheep, from a rare, diminutive Breton breed called Ouessant, stand just about two feet high. Chosen for their hardiness, city officials said, they will pasture here until October inside a three-foot-high, yellow electrified fence.“This is really not a one-shot deal,” insisted René Dutrey, the adjunct mayor f or the environment and sustainable development. Mr. Dutrey, a fast-talking man in orange-striped Adidas Samba sneakers, noted that the sheep had cost the city a total ofjust about $335, though no further economic projections have been drawn up for the time being.A metal fence surrounds the grounds of the archives, and a security guard stands watch at the gate, so there is little risk that local predators — large, unleashed dogs, for instance — will be able to reach the ewes.Curious humans, however, are encouraged to visit the sheep, and perhaps the archives, too. The eco-grazing project began as an initiative to attract the public to the archives, and informational panels have been put in place to explain what, exactly, the sheep are doing here. But the archivists have had to be trained to care for the animals. In the unlikely event that a ewe should flip onto her back, Ms. Masson said, someone must rush to put her back on her feet.2. N. Joseph Woodland, Inventor of the Bar Code, Dies at 91Norman Joseph Woodland was born in Atlantic City on Sept. 6, 1921. As a Boy Scout he learned Morse code, the spark that would ignite his invention. After spending World War II on the Manhattan Project , Mr. Woodland resumed his studies at the Drexel Institute of Technology in Philadelphia (it is now Drexel University), earning a bachelor’s degree in 1947.As an undergraduate, Mr. Woodland perfected a system for delivering elevator music efficiently. He planned to pursue the project commercially, but his father, who had come of age in “Boardwalk Empire”-era Atlantic City, forbade it: elevator music, he said, was controlled by the mob, and no son of his was going to come within spitting distance. The younger Mr. Woodland returned to Drexel for a master’s degree. In 1948, a local supermarket executive visited the campus, where he implored a dean to develop an efficient means of encoding product data. The dean demurred, but Mr. Silver, a fellow graduate student who overheard their conversation, was intrigued. He conscripted Mr. Woodland. An early idea of theirs, which involved printing product information in fluorescent ink and reading it with ultraviolet light, proved unworkable. But Mr. Woodland, convinced that a solution was close at hand, quit graduate school to devote himself to the problem. He holed up at his grandparents’home in Miami Beach, where he spent the winter of 1948-49 in a chair in the sand, thinking. To represent information visually, he realized, he would need a code. The only code he knew was the one he had learned in the Boy Scouts. What would happen, Mr. Woodland wondered one day, if Morse code, with its elegant simplicity and limitless combinatorial potential, were adapted graphically? He began trailing his fingers idly through the sand.“What I’m going to tell you sounds like a fairy tale,” Mr. Woodland told Smithsonian magazine in 1999. “I poked my four fingers into the sand and for whatever reason — I didn’t know — I pulled my hand toward me and drew four lines. Now I have four lines, and they could be wide lines and narrow lines instead of dots and dashes.’”Today, bar codes appears on the surface of almost every product of contemporary life. All because a bright young man, his mind ablaze with dots and dashes, one day raked his fingers through the sand.3.

“蕴藏〞一词可以译成:boast, be blessed with/be favored with, be endowed with, “气候温和,土壤肥沃〞应该可以将其视为“特点〞,“是〞一词可以译成:serve as, function as, play the role of,Version 1.Featured by its moderate climate and fertile soil, Tianzhu, boasting abundant natural resources, serves as a major base of grain production, reputed as “Breadbasket in East Guizhou.〞Version 2.Tianzhu,blessed with abundant natural resources and featured by its moderate climate and fertile soil, serves as a major base of grainproduction, reputed as “Breadbasket in East Guizhou.〞此外,如果将我们在?中国茶文化?语篇中讲的用词,也可以这样来译:Be home to sth.表示蕴藏,富有,是。

2019.06 CATTI 英语三级笔译实务试题ECBoth WHO’s constitution and the declaration assert that health is a human right, not a privilege for those who can afford it. Over time, that right has made its way into both national and international law. But importantly, the right to health is not simply a noble idea on a piece of paper. In the past 70 years, it has been a platform for major improvements in global health. Since 1948, life expectancy has increased by 25 years. Maternal and childhood mortality have plummeted. Smallpox has been eradicated and polio is on the brink. We have turned the tide on the HIV/AIDS epidemic.Deaths from malaria have dropped dramatically. New vaccines have made once-feared diseases easily preventable. And there are many other causes for celebration. But even as we continue to struggle with old threats, new ones have arisen. Climate change will have profound effects on health. Antimicrobial resistance has the potential to undo the gains of modern medicine.Vaccine hesitancy is putting millions of young lives at risk. Noncommunicable diseases, including heart disease, stroke, cancer diabetes, hypertension, lung diseases and mental illnesses have become the major killers of our time. And of course, we continue to face the ever-present threat of outbreaks and other health emergencies. In the past 12 months, WHO has responded to 47emergencies in 50 countries. As you know, we are currently responding to an outbreak of Ebola in the Democratic Republic of the Congo. As of today, there have been 373 cases and 216 deaths since the outbreak started in August. So far, we have managed to prevent Ebola from spreading across the border, partly because we have much better tools with which to fight Ebola than at any time in history. More than 32,000 people have been vaccinated, which is one of the reasons the outbreak has not spread further than it has.So far, 150 people have been treated with one of four drugs. 14 million travelers have been screened, there have been more than 190 safe and dignified burials, we have done door-to-door advocacy in almost 4000 households and we have trained more than 500 community leaders. But this outbreak has been much more difficult ton control, largely because of the security situation in eastern DRC. Armed groups operating in the area conduct regular attacks on the city of Beni, the epicentre of the outbreak. And every time there is an attack, the virus gets an advantage. Vaccination and contact tracing are disrupted. The best long-term investment in protecting and promoting the right to health is to invest in stronger health systems. Because there is simply no other way to achieve universal health coverageand the Sustainable Development Goals than primary health care, with a focus on health promotion and disease prevention. That’s why WHO and 10 other international health agencies have agreed to work together on a Global Action Plan for Healthy Lives and Well-Being.The plan has three strategic approaches:integration, acceleration and accountability.First, we have committed to align many of our processes to increase our collective efficiency. Second, we have committed to accelerate progress by identifying areas of work in which we can truly bend the curve and make more rapid progress towards the health-related SDGs –like research and development, data and sustainable financing. And third, we have committed to keep each other accountable, both to the people we serve, and to the donors and partners who expect results from the resources they give us.CE互联网在中国改革开放过程中起到的巨大作用怎么说都不为过。

Section 1 English-Chinese Translation ( 50 points )Translate the following passage into Chinese. This month, the United Nations Development Program made water and sanitation the centerpiece of its flagship publication, the Human Development Report.Claims of a "water apartheid," where poor people pay more for water than the rich, are bound to attract attention. But what are the economics behind the problem, and how can it be fixed? In countries that have trouble delivering clean water to their people, a lack of infrastructure is often the culprit. People in areas that are not served by publicutilities have to rely on costlier ways of getting water, such as itinerant water trucks and treks to wells. Paradoxically, as the water sources get costlier, the water itself tends to be more dangerous. Water piped by utilities - to the rich and the poor alike - is usually cleaner than water trucked in or collected from an outdoor tank. The problem exists not only in rural areas but even in big cities like Manila and Jakarta, said Hakan Bjorkman, program director of the UN agency in Thailand. Further, subsidies made to local water systems often end up benefiting people other than the poor, he added. The agency proposes a three-step solution. First, make access to 20 liters, or 5 gallons, of clean water a day a human right. Next, make local governments accountable for delivering this service. Last, invest in infrastructure tolink people to water mains. The report says governments, especially in developing countries, should spend at least 1 percent of gross domestic product on water and sanitation. It also recommends that foreign aid be more directed towardthese problems. Clearly, this approach relies heavily on government intervention, something Bjorkman readily acknowledged. But there are some market-based approaches as well.By offering cut-rate connections to poor people to the water mainline, the private water utility in Abidjan, Ivory Coast, has steadily increased access to clean water, according to the agency’s report. A subsidy may not even be necessary, despite the agency’s proposals, if a country can harness the economic benefits of providing clean water.People who receive clean water are much less likely todie from water-borne diseases - a common malady in the developing world - and much more likely to enjoy long, productive, taxpaying lives that can benefit their host countries. So if a government is trying to raise financing to invest in new infrastructure, it might find receptive ears in private credit markets - as long as it can harness the return. Similarly, private companies may calculate that it is worth bringing clean water to an area if its residents are willingto pay back the investment over many years. In the meantime, some local solutions are being found. In Thailand, Bjorkman said, some small communities are taking challenges like water access upon themselves. "Peopleorganize themselves in groups to leverage what little resources they have to help their communities," he said."That’s especially true out in the rural areas. They invest their money in revolving funds and saving schemes, and they invest themselves to improve their villages. "It is not always easy to take these solutions and replicate them in other countries, though. Assembling a broad menu of different approaches can be the first step in finding the rightsolution for a given region or country.Section 2 Chinese-English Translation ( 50 points )Translate the following passage into English.

The importance of the Internet in China’s reform and opening up cannot be overstated。
The year of 2000 marks the beginning of nearly two decades’ popularity the Internet has enjoyed in China. Especially over the last 15 years, the Internet has played a decisive role in sustaining rapid development of the country. Economic development is enabled, crucially, by two factors: first, the improvement of production efficiency with higher product quality and more creative designs, and second, open channels through which factory products can be delivered to customers at the fastest speed and lowest cost. That is how the Internet decisively accounts for China’s industrial development。
Freed by warming, waters once locked beneath ice are gnawing at coastal settlements around the Arctic Circle. In Bykovsky, a village of 457 on Russia's northeast coast, the shoreline is collapsing, creeping closer and closer to houses and tanks of heating oil, at a rate of 15 to 18 feet a year."It is practically all ice - permafrost - and it is thawing." For the four million people who live north of the Arctic Circle, a changing climate presents new opportunities. But it also threatens their environment, their homes and, for those whose traditions rely on the ice-bound wilderness, the preservation of their culture.A push to develop the North, quickened by the melting of the Arctic seas, carries its own rewards and dangers for people in the region. The discovery of vast petroleum fields in the Barents and Kara Seas has raised fears of catastrophic accidents as ships loaded with oil and, soon, liquefied gas churn through the fisheries off Scandinavia, headed to markets in Europe and North America. Land that was untouched could be tainted by pollution as generators, smokestacks and large vehicles sprout to support the growing energy industry.Coastal erosion is a problem in Alaska as well, forcing the United States to prepare to relocate several Inuit villages at a projected cost of $100 million or more for each one.Across the Arctic, indigenous tribes with traditions shaped by centuries of living in extremes of cold and ice are noticing changes in weather and wildlife. They are trying to adapt, but it can be confounding. In Finnmark, Norway's northernmost province, the Arctic landscape unfolds in late winter as an endless snowy plateau, silent but for the cries of the reindeer and the occasional whine of a snowmobile herding them.A changing Arctic is felt there, too. "The reindeer are becoming unhappy," said IssatEira, a 31-year-old reindeer herder.Few countries rival Norway when it comes to protecting the environment and preserving indigenous customs. The state has lavished its oil wealth on the region, and Sami culture has enjoyed something of a renaissance. And yet no amount of government support can convince Mr. Eira that his livelihood, intractably entwined with the reindeer, is not about to change. Like a Texas cattleman, he keeps the size of his herd secret. But he said warmer temperatures in fall and spring were melting the top layers of snow, which then refreeze as ice, making it harder for his reindeer to dig through to the lichen they eat."The people who are making the decisions, they are living in the south and they are living in towns," said Mr. Eira, sitting inside his home made of reindeer hides. "They don't mark the change of weather. It is only people who live in nature and get resources from nature who mark it."A push to develop the North, quickened by the melting of the Arctic seas, carries itsown rewards and dangers for people in the region. The discovery of vast petroleum fields in the Barents and Kara Seas has raised fears of catastrophic accidents as ships loaded with oil and, soon, liquefied gas churn through the fisheries off Scandinavia, headed to markets in Europe and North America. Land that was untouched could be tainted by pollution as generators, smokestacks and large vehicles sprout to support the growing energy industry.

Join Hands to Address Climate ChallengeStatement by H.E. Hu JintaoPresident of the People's Republic of ChinaAt the Opening Plenary Session ofThe United Nations Summit on Climate ChangeNew York, 22 September
Today, world leaders are gathered at the United Nations to discuss ways to tackle climate change. This is of great significance for catalyzing strong action by the international community to meet this global challenge.
Global climate change has a profound impact on the existence and development ofmankind, and is a major challenge facing all countries. In the last 37 years, from Stockholm to Rio de Janeiro, and from Kyoto to Bali, we have made concerted efforts and achieved notable progress in protecting the global environment and tackling climate change. This is a historic process, through which all countries have deepened their understanding, built consensus and stepped forward to meet the challenge. The United Nations Framework Convention on Climate Change (UNFCCC) and its Kyoto Protocol have now been universally recognized as the primary channel to address climate change. The principle of common but differentiated responsibilities has been established as the basis for closer international cooperation. And sustainable development and harmony between man and nature has become the common goal of all parties.
Climate change is an issue arising in the course of human development. It is associated with both natural factors and human activities. It is an environmental issue, but also, and more importantly, a development issue, as it is closely connected with the development stage, way of life, size of population and resource endowment of different countries and their places in the international division of labor. In the final analysis, we should and can only advance efforts to address climate change in the course of development and meet the challenge through common development.
At stake in the fight against climate change are the common interests of the entireworld, and the development interests and people's well-being of the vast number of developing nations in particular. It is imperative to give full consideration to the development stage and basic needs of developing countries in addressing climate change. Both their historical and per capita emissions are low. Due to their low development level and shortage of capital and technology, developing countries have limited capability and means to deal with climate change. And they have to bear a large amount of transferred emission as they are placed at the lower end of the international industrial chain in the process of economic globalization. For developing countries, the top priority now is to grow economy, eradicate poverty and improve livelihood. The international community should pay close attention to the predicament of developing countries, especially the small island states, the least developed countries, landlocked countries and African countries. It is important to listen to their voice and respect their wishes, and combine our efforts to address climate change with those to promote the growth of developing countries and build up their own dynamism for development and ability for sustainable development.
To address climate change and achieve sustainable development is an urgent and long-term task for all of us. It bears on the living environment of mankind and the development prospects of all countries, and calls for the unremitting efforts of the whole world. In this connection, let me highlight a few principles we need to follow in our common endeavor to tackle climate change:第一,履行各自责任是核心。
