一旦发现有工厂违规排放污水或者废气，就狠狠地罚他们，罚得他们肉疼，让他们知道破坏环境是要付出沉重代价的。
同时呢，政府还可以给那些积极采用环保技术的工厂一些优惠政策，比如说减税啊之类的，鼓励他们进行绿色生产。
这就叫“胡萝卜加大棒”政策，恩威并施嘛。
2.2 提高公众环保意识。
要想从根本上解决环境问题，还得从咱们老百姓这儿入手。
环保部门可以多做一些宣传工作，比如说在社区里办一些环保知识讲座，或者在电视上、网络上播放一些关于环境污染危害的公益广告。
这些广告要做得生动有趣，让大家一看就能够明白保护环境是多么重要的事情。
