2、国家重点基础研究发展计划(973计划)项目、科技部重大基础研究前期研究专项。

3、国家重点基础研究发展计划(973计划)项目骨干成员(须提供首席科学家签字的合同或证明);国家自然科学基金重大、重点项目、重大项目课题创新研究群体项目中的骨干成员(须在项目申请书成员名单中列入),数学、管理学科每项合同或任务书经费须在20万元及以上,其它学科每项合同或任务书经费须在30万元及以上。

4、国家社会科学基金项目、国家社科基金重大项目的一级子课题视同一般项目(须提供项目负责人签字的合同或证明)、全国教育规划项目中的国家级项目。

第27卷第5期弹箭与制导学报BLISS方法的基本理论及应用*陈伟,杨树兴,赵良玉(北京理工大学宇航科学技术学院,北京100081)摘要:在分析、研究BLISS方法理论的基础上,提出了针对BLISS方法的一般性系统分解准则及其子系统的目标函数的确定方法,并结合齿轮减速器的算例证明了该方法的可行性和有效性。

该方法可以作为BLISS 方法在实际应用中的补充和完善。

国防科工委关于国防科学技术预先研究基金管理暂行规定正文:---------------------------------------------------------------------------------------------------------------------------------------------------- 国防科工委关于国防科学技术预先研究基金管理暂行规定(一九九一年十一月一日[1991]计预字第987号)第一章总则第一条为了加强国防科学技术基础性研究(即预先研究中的应用基础研究和一部分探索性强的应用研究)工作的管理,根据《国防科学技术应用、基础研究暂行管理办法》和《关于深化预先研究管理改革的意见》的精神,结合预先研究管理的特点,制定本规定。

第二条国防科技技术预先研究基金(简称预研基金)是在国防科学技术预先研究范围内设立的科学技术基金。

旨在通过基金制管理的形式,加强国防科技基础性研究,培养造就国防科技优秀人才,为国防科技及未来武器装备的发展提供基本知识与技术基础。

第三条预研基金包括跨行业基金和行业基金两部分。

其经费主要来源于国防科技预研费以及自筹资金。

第四条预研基金主要面向确有科研优势和能力承担国防科技基础性研究,并有利于研究成果进一步开发应用的高等院校和科研单位。

第五条预研基金制管理实行集中统一领导下的分层管理负责制。

(一)国防科工委主要负责:组织制定预研基金方面的方针、政策及管理规定;对跨行业基金实施管理,对行业基金进行宏观指导和督促检查。

(二)主管部门(机械电子、航空航天部,船舶、核、兵器、电子工业总公司,工程物理研究院,下同)主要负责:制定行业基金方面的具体方针、政策和管理措施;对行业基金进行管理。

(三)任务承担单位(包括国防科技重点实验室)负责组织本单位预研基金项目的申请,项目的组织实施和管理,确保所需的配套条件。

第六条国防科工委和主管部门以国防科技预研重点项目专业组专家为主体,再聘请学术造诣深、知识面广、公道正派、热心于预研基金工作的专家,组成较稳定的专家评审系统。

Objetivos y alcance (I)
Objetivo principal
Partiendo de la Visión y de la Agenda de Investigación de FUTURED, diseñar, especificar y desarrollar soluciones tecnológicas que posibiliten el hacer realidad esta visión, abordando:
ENTREGABLE PÚBLICO Se ha redactado un estado del arte referente a las tecnologías y funcionalidades de los dispositivos FACTS y a las especificaciones que deben cumplir este tipo de equipos en función de la aplicación.
