Regulations of Zhuhai city on the Administration of Fuel Gas A draft for discussionChapter 1 General ProvisionsArticle 1 In order to implement the relevant laws and regulations of national fuel gas administration as well as the Regulations of Guangdong Province on the Administration of Fuel Gas, the regulations combining the practical conditions of our city, are formulated in accordance with the principles of safety first, adequate supply and scientific development .Article 2 The regulations are applicable to the preparation , specification,infrastructure construction or maintenance,operation and service,safety management and so on of the fuel gas within the administrative territory of Zhuhai city.The meanings of the following terms:(1), Fuel gas refers to the gassy fuel complying with the relevant national standards for the users to use as fuel, including natural gas, LPG and so on.-(2) Fuel gas facilities refer collectively to the storage & distribution station, outlet shop, gasification station, mixing station, refilling station, bottling station, supply station, pressure regulating station, municipal gas network and etc, including the municipal fuel gas facilities, courtyard fuel gas facilities, public fuel gas facilities, indoor fuel gas facilities and so on.(3) Fuel gas equipments refer to the ignition equipments with fuel gas as fuel energy, including gas apparatus, water heater, and water boiler, heating system, air conditioner and so on for both household and business purposes.(4) Fuel gas supplying area refers to the region and area where fuel gas can be supplied. The supplying area of piped fuel gas should be complied with the municipal planning of piped fuel gas and be approved by the municipalgovernment;While the supplying area of bottled fuel gas should be the administrative territory of Zhuhai(5) Fuel gas business enterprises refer to the enterprises obtaining municipal fuel gas business permit approved by the administrative organization of fuel gas, including piped gas enterprises and bottled gas enterprises.The following are not applicable to the regulations:Exploration of natural gas, production of LPG, tanker(ship) transportation and port transfer of fuel gas , adjacent sea natural gas terminal, application of fuel gas to generate electricity or as industrial raw materials, production and application of marsh gas, straw gas and methyl ether.Article 3 The people's municipal government (hereafter refers to as municipal government) should establish the fuel gas reserve and emergency supply mechanism covering the whole city and formulate plans for emergency need.Heqin new district and other districts (including the functional districts) should coordinate with the municipal government to establish the fuel gas reserve and emergency supply mechanism covering the respective districts.The fuel gas business enterprises should be the members of the fuel gas reserve and emergency supply mechanism. In the event of any emergency, the members should be subject to the unified deployment of the municipal government to ensure the fuel gas reserve and emergency sup ply.In cases of any economic loss caused by the emergency supply for the fuel gas business enterprises, the municipal government should arrange appropriate compensations for them.Article 4 The municipal government should set up the Municipal Fuel Gas office to be responsible for the administration of fuel gas business and safety inspection.The fuel gas administration, related to the resident’s life, property and public security, is complicated and with great responsibility of safety. Themunicipal government should enhance the structure of the fuel gas administration and provide adequate technical and administrative staff, bring the funds of safety management, safety propaganda, emergency supply, scientific application etc into annual municipal budget.The relevant departments such as Development & Reform, City planning, Construction, Public Security, Fire Control, State-owned Assets Supervision, Quality and T echnical Supervision, Safe work Inspection, Law-enforcement , Environment Protection, Administration for Industry and Commerce, Price, Transportation and so on, should follow the regulations of fuel gas by fulfilling their respective responsibilities.Article 5 The Association for Fuel Gas Industry should strictly observe the regulations for social organizations. In order to coordinate with the relevant functional departments to standardize the fuel gas business, the association should be under the supervision of the municipal civil administration and fuel gas administration.(1) Establish and perfect the self-discipline mechanism of the association to formulate the standards and regulations and demand all members of the association to be lawful, honest and self-disciplined.(2) Organize Regular safe check inside the association and coordinate with the relevant governmental departments for fuel gas safety inspection, incident investigation, emergency aid and crack of illegal fuel gas business .(3) Establish and perfect the record of the related enterprises of the association, assist the municipal fuel gas administration by following the requirements with regular reports of the business data, construction statements and safe work record.(4) Promote propaganda for safety and train the staff of the fuel gas business. In order to avoid potential risk and severe violations of regulations by effective management system all staff should be trained and with a permit, the staff archives and credibility record system should be established and perfected.(5) In order to improve the gas fuel service and promote the progress of the fuel gas business, study and communication activities inside the association should be carried out.Chapter 2 Planning and ConstructionArticle 6 The municipal fuel gas department should formulate the fuel gas development planning based on the national energy policy, national economic and social development planning, and overall city planning with the coordination with relevant municipal planning departments. The fuel gas development planning should include the planning of piped fuel gas, supply station of bottled LPG and car refueling station of natural gas; it comes into effect after the approval from the municipal government.The confirmed construction site for fuel gas facilities according to the fuel gas development planning should not be changed for other purposes without any legal approvals.Any amendment of the fuel gas development planning for the development of economy and society should be approved and registered in advance.Article 7 The construction of the fuel gas facilities should conform to the fuel gas development planning with consideration of the existence and mutual reliable relation between piped fuel gas and bottled LPG. T o make the construction of fuel gas facilities balanced and scientific, with the principle of piped gas first and adequate supply to the LPG users.Within the planned piped fuel gas supplying area, all construction, reconstruction, and enlargement of the piped gas facilities of industrial building and household building should be designed, operated and finished at the same time with the major project.In order to ensure the supply of bottled LPG,the construction of LPG supply station should be accelerated and gradually replace the selling points approved by the former regulations.Article 8 Any survey, design, construction,or supervision should be undertaken by the organizations with certain qualifications conforming to relevant national, provincial, and municipal regulations and standards;Any survey, design, construction,and supervision without the license or beyond the business scope of qualification certificate are prohibited.For any construction project, before the design is investigated, opinion from the operating unit or organization is needed.In order to make the municipal fuel gas system reliable, convenient and easy to operate and repair,any reasonable opinions from the operating unit should be accepted by the constructing organization.Any operating unit for fixing and repairing the gas boiler, pressure vessel, and pressure pipe should obtain the qualifications approved by the relevant department for safety of the boiler pressure vessel. The fuel gas supervision unit should obtain the qualifications for the fuel gas thermal engineering according to the Regulation on Qualification of Engineering Supervision Enterprises approved by the Construction Ministry. Article 9 The piped gas construction should follow the procedures for basic construction and finish the relevant formalities with the municipal planning and construction department, at the same time is supervised by the municipal construction quality supervision department and gas operating unit .The fuel gas operating unit should provide local but practical technical requirements for the piped gas construction within the supplying area. The requirement should be approved by the relevant administrative department, and any key equipments or materials should be obtained by public bidding and be tracked for quality and supervision.Article 10 Within the area of the municipal fuel gas network, any piped gas system such as the community LPG supply station should not be built. The existing and applicable ones should be merged into the municipal fuel gas network.Within the piped gas supplying area, in order to supply fuel gas to the newly built community where are temporality uncovered with the municipal fuel gas network, the piped gas operating unit should supply piped gas by thetemporary piped gas equipment.Article 11 Within the piped gas supplying area, the new fuel gas pipe construction, not beyond the limit of the construction planning and belonging the construction project should be invested by the constructing unit,the other part should be invested by the piped gas operating enterprises.Article 12 Before the completion and acceptance of the piped gas project, the constructing unit should keep the whole technical record, first s ubmit it to the fuel gas operating unit for quality and safety examination, then amend the relevant part after the examination, and register to the municipal fuel gas administration after obtaining the acceptance for the completion from the fuel gas operating unit.The completion and acceptance should be undertaken by the constructing unit jointly with the design, supervision, and construction unit under the supervision of the municipal construction supervision department. The municipal fuel gas administrative office and supplying unit should participate in the acceptance conference. The fuel gas engineering supervision report should be registered to the municipal fuel gas office within 15 days after the acceptance;the fuel gas project,if unaccepted or unqualified, should not be taken into use. Any supplying unit cannot supply fuel gas with it.Within the planned fuel gas supplying area, the project constructing unit should sign a contract with the operating enterprises in order to verify the conditions of the piped gas.If any fuel gas construction is not accepted in a newly built community, the constructing unit should not deliver the house to the property owner.Chapter 3 Operating RegulationsArticle 13 The Fuel Gas business should be franchisedThe fuel gas business enterprises in this city should be qualified as followsThe business item should conform to the municipal fuel gas development planning.(2) The enterprises should keep their own fuel gas equipment complying with the national standards and adequate to operate business.(3) The enterprises should possess fuel gas quality checking equipments and sound fuel gas quality checking regulations to provide stable, reliable national standards service(4)Have a fixed business place in accordance with the safety requirements(5)The major principals, safety management staff, staff for operation, maintenance or repairing should be qualified for their respective work.(6) Formulate the operating system, safety system and emergency planning (7) T o be competent to handle emergency and repairing, to take risk and to compensate for loss according to its own business scope.(8) The franchised business item should be approved by the municipal government or with the signing of the franchised business contract. -{}-(9) Supply stable fuel gas service and in case of an emergence comply with the unified deployment of the municipal government to ensure the municipal fuel gas reserve and supply.(10) Comply with the relevant law, regulations and other requirements of the national standardsThe qualified enterprises should submit applications to the municipal fuel gas department and guarantee the validity of the application with the corresponding legal responsibility.The municipal administration should finish the examination of the application within 20 days since the submitting date. After the examination, the qualified enterprises should be given fuel gas franchise with a period of validity for 5 years.The municipal fuel gas department should supervise and inspect the fuel gas business enterprises whether their businesses are within the conditions, scope and requirements of the franchise, as well as the level of safety management and service , demand the unqualified enterprises to rectify with time limit.For the fuel gas enterprises with suspected counterfeit, severeviolation of regulations or large casualties, the municipal fuel gas department has the right to demand a closedown or terminate the fuel gas business franchise before the expiry.Article 14 In order to supply stable fuel gas service, before the bottled LPG supply stations are built, the bottled LPG selling points of the fuel gas enterprises approved by the former policy can be operated for the transition period, but the fuel gas business franchise should be examined annually and business be stopped unconditionally after the construction of the bottled LPG supply station of the area.For the annual examination of the bottled LPG selling points in the transition period the following conditions should be met(1) The bottled LPG supply station of the same area is under construction(2) Keep the accepted fire-control address and interior decoration standards unchanged; keep the explosion-proof equipment and fire-fighting equipment in working condition; put the appointment of the person in charge of safety , safe operation regulations on the notice board in the obvious place.(3)Publicize and use the same service line and repair line within one fuel gas operating enterprises(4) The fuel gas operating enterprises can directly make a rent contract with the selling point property owner, but it should be complied with annual validity and the ID and telephone number of the property owner are needed; any personal rent contract is invalid.(5)The selling point should be strictly managed by explosion-proof area standards for storage of flammable and explosive substance. Smoking, personal wire-connection and use of non explosion-proof appliances are all prohibited; any human residency there is prohibited(6) Inside the selling point, the storage of the fuel gas in the bottles should not be above 1m³, any substandard operation and release are prohibited; Any other business or activities should not be allowed.(7) The selling point should not be adjacent to schools, kindergartens orsome other important public places or fire-risk places.(8) In order to avoid any disturbances to the nearby residents, the selling point should strictly follow the safety regulations and fix noise-proof equipment.Article 15 The fuel gas operating enterprises when doing the constructing of fuel gas receiving station, storage station, distributing station, LPG bus refilling station, bottled fuel gas supply station for new building, rebuilding, or enlarging should follow the national standard procedures, and within 30 days after the completion and acceptance of the construction ,submit the application to the municipal fuel gas department for the modification of the franchise.In case of cessation, suspension or cancellation of the fuel gas receiving station, storage station, distributing station, LPG bus refilling station, and bottled fuel gas supply station, the fuel gas operating enterprises should ensure the fuel gas service by handling the related issues carefully. Then submit the application to the municipal fuel gas department and only after the approval of the application should the cessation, suspension, or cancellation be valid.Article 16 The following activities are prohibited for the fuel gas operating enterprises(1) Beyond the licensed business scope(2) Fill fuel gas to the bottles which are discarded, over-time unchecked or substandard (3) Fill fuel gas to the bottles with over-standard remaining gas.(4) Fill gas to the bottles belonging to other enterprise or the bottles without technical record in his own unit.(5) Impurity, counterfeit, selling substandard as standard, inaccuracy of refilling overruns the national standard(6) Use the measuring equipment not conformed to the national standards, or unqualified for measurement examination.(7) Supply fuel gas to the unlicensed operating enterprises for operating business(8)Supply fuel gas to the unaccepted or unqualified fuel gas project.(9) Overcharge or force consumption by monopolizing the fuel gas business.-{}-(10) Do not comply with the municipal government for municipal fuel gas reserve and supply, purposely store the fuel gas and increase the price in case of an emergency.(10) Some other things prohibited by law, regulation, national standards, or the standards of the association for fuel gas industry.Article17 The fuel gas equipment on the local market should be conformed to the local requirements. The enterprises for the fixating or repairing of the fuel gas equipment should be legitimately qualified.The fuel gas fixing or repairing enterprises should not fix the equipment which is not conformed to the national standards or not suitable for local fuel gas, and should not repair the equipment to be discarded. Article 18 The fuel gas operating business in this city should be franchisedThe piped fuel gas operating enterprises should obtain the approval of the municipal government or sign the contract for franchised piped fuel gas business with the government. As the liability subject for the investment, operation and safety of the piped fuel gas the enterprises, the enterprise should strictly observe as follows;Make medium-and-long-term as well as annual investment plan according to the municipal fuel gas planning and the requirements of the municipal government or the fuel gas department. In order to ensure the normal supply of piped fuel gas and timely replacement of natural gas, after being examined, accepted by the municipal fuel gas department then approved by the municipal government, the enterprises should promptly start construction of fuel gas source including municipal natural gas shop, distributing station( or LPG gasification station and bottle station), pressure pipe, municipal fuel gas network and administration system to run the network. In case of any temporary modification or arrangement by the municipal government or fuel gas department for the local development, the piped fuel gas operating enterprises should promptly follow such modification or arrangement.(2)Ensure that the quality of the municipal piped fuel gas is not below the national standards At the same time at least check the quality of the fuel gas once a year and publicize the check result; when any major quality changes of the source gas occur, report timely to the municipal government and take prompt measures. (3) Within the franchised business area, ensure the piped fuel gassupply to the newly built communities.For the above communities which are temporarily inadequate for piped fuel gas, gas from temporary bottled fuel gas station should be supplied.-For the temporary bottled fuel gas station, the fuel gas operating enterprise provide part of the equipment while the communities are responsible for the land and construction. (4 ) Establish and perfect the safety regulations according to the relevant law,standards or regulations, improve safety equipment and infrastructure and effectively carry out the safety regulations; Establish and perfect the social credibility system, improve the service with all aspect. At the same time be under the supervision from the relevant governmental departments and the public , be responsible to explain and handle the complaint.-(5) Regularly examine and evaluate the safety of the underground fuel gas network, enforce line-patrol system and take necessary preventive measures for detecting any leak. Regularly report the running conditions of the facilities and the examined result to the relevant administrative departments.(6) Make an emergency plan for the municipal fuel gas pipe network and exercise regularly. Equip with a 24-hour emergence telephone line, adequate technical staff, and equipment to handle any gas accident with effective measures to avoid disturbances to the public, then make a report according to the relevant national safety regulation.(7) In case that piped fuel gas franchise expires or the municipal government takes back the franchise and temporarily takes over the piped fuel gas project, the enterprises should unconditionally transfer the fuel gas project whether they are being built or under construction.Article 19 The municipal price department is responsible to supervise the price of bottled and piped fuel gas, and related serve charge standards, if necessary, to organize a hearing or evaluation and ask for an approval from the municipal government before publicizing.In case of any violation of contract in the fuel gas business, the municipal government reserves the right to revoke the fuel gas franchise and temporarily take over the municipal piped fuel gas project.(1) The operating enterprises do not follow the tempo as the municipal piped fuel gas planning required or give up the project.(2) The operating assets and business conditions deteriorate with the normal construction, maintenance or repairing cannot be managed currency .(3) Any substantive violation of contract occurs or may affect or has affected the construction of municipal piped gas construction or fuel gas supply for the residents, and without any remedy measures within 30 days since the government delivered the written notice.(4) The lender declares a violation of contract according to the financing documents and the court or arbitration organization adjudicates the violation, after the examination the municipal government confirms the damage of violation to the interest of ZhuhaiRegardless of any reason for which the municipal government takes back the franchise and takes over the municipal piped fuel gas project, all the rights and profit of the piped fuel gas project whether existent or under construction should be unconditionally transferred to the government. According to the relevant provisions of the franchise, the government should compensate the consequent economic loss for the aforesaid reasons, a nd the municipal national assets administration leads and takes charge of this issue.Chapter 4 Fuel Gas ServiceArticle 21 The fuel gas operating enterprises should guide the customers with safety process and be equipped with a 24-hour Service line for an emergency. T o ensure the safe and stable service a 24-hour duty is required.The enterprises should sign a contract with the customer with specified rights and liabilities for both sides. T o keep a complete service record and provide the service as the national and provincial fuel gas service standards required. Publicize the information of service process, service commitment, service item and charge standards in the business places.After receiving the service requirement, the enterprises should send the technical staff to the scene as the service commitment describes or within the time limit appointed by the customer. For a leak emergency repair, beforesending technical staff to the scene, the enterprises should inform the customer with emergency measures.The customer has the right to inquire about the price and service, the enterprise should reply within 5 business days since the inquiry date.Article22 For the qualified customer in the fuel gas supplying area, after the safety examination for the equipment and location, the enterprise s hould supply the customer with fuel gas after the supplying procedures and fixation of the pipe.The enterprise should not refuse any qualified unit or person for fuel gas service in the supplying area.Article23 Under the normal working conditions, the enterprise should supply the customer with constant fuel gas without any stop.Except an emergency, for the reason of construction or repair, the enterprise should stop or supply with low-pressure fuel gas, a notice of 24-hour in advance is required.Any loss for the customer caused by an unnoticed stop or inappropriate repair should be compensated according to the law.Article24 The enterprise should regularly check the fuel gas measuring equipment, fuel gas pipe and other facilities as well as the working conditions of equipment. Be responsible for the maintenance, repair and renew of the pipe and other facilities. Except the reason of the customer, before the measuring equipment is allocated to the customer, the cost of maintenance, repair and renew for the pipe and other facilities should be covered by the enterprise, the customer will cover the cost after the allocation.The municipal price administration when evaluating the fuel gas price should consider the spending for maintenance, repair and renew of the fuel gas facilities as business cost.When doing the maintenance, repair or renew of any public fuel gas pipe and other facilities, the property service enterprise and customer should coordinate with the fuel gas operating enterprise.At least once a year undertake a free indoor safety check and keep acomplete check record for the customer.Contact the customer to inform the indoor safety check in advance and show the relevant qualification certificate initiatively before entering the door. The customer should coordinate with the indoor safety check and should not refuse without any justified reason,. Any danger occurs for the inappropriate operation of the customer, the enterprise should require the customer to rectify by written notice and the customer should follow the notice with time limit; any public accident caused by the no rectification of the customer happens, the enterprise should stop the fuel gas service. After the elimination of danger, the enterprise should resume the fuel gas service within 24 hours.Article 26 The fuel gas measuring equipment should be tested as qualified by the legal organization and sticked with a qualified mark. The consumed fuel gas amount should be subject to the measuring equipment tested as qualified by the legal measuring test organization.Article27 In case of the delay of payment specified in the contract, the enterprise may demand the payment by written notice, if the customer still refuses to pay the bill and penalty, the enterprise may stop the service with a 15-day beforehand notice and report to the municipal fuel gas administration.After the payment of the bill and penalty, the enterprise should resume the fuel gas service within 24 hoursArticle 28 The relevant municipal administrations such as the fuel gas administration, quality and technology supervision administration, price administration, law-enforcement administration etc should establish a mechanism for report and complaint. And inform the public with the report and complaint telephone line, mail and E-mail address for handling the problems related with safety, quality, price and service. 确定调度气总容量时,应充分利用气源的可调量(如主气源的可调节供气能力、调峰气源能力和输气干线的调峰能力等措施)。

对来气压力较高的天然气可采用高压球罐储气、管束储气、高压管道储气等方式。
对于供气规模较大、供气范围较广的城市,应根据需要设两座或两座以上的储配站,厂外储配站的位置一般设在城市与气源站相对的一侧,即常称的对置储配站。
在用气高峰时,实现多点向城市供气,一方面保持管网压力的均衡,缩小一个气源点的供气半径,减小管网管径,另一方面也保证了供气的可靠性。

珠海市是个风景如画的城市,但珠海市现状的能源结构中煤炭消耗量仍占主导地位,给珠海市城市环境带来一定的污染。
近年来珠海市的国民经济和城市建设发展速度较快,2002年已完成国内生产总值367.2亿元。
燃气工程是城市重要基础设施之一,也是一个现代化城市的重要标志。
建设城市燃气可以节约能源,减轻城市污染,提高人民生活水平,还可以促进工业生产提高产品质量,改善投资条件,并且可以促进珠海市的经济发展,旅游业的发展,具有良好的社会综合效益。
中国海洋石油总公司计划开发南海天然气,工程设计年供气量为16亿米3。
南海天然气从珠海市的横琴新城的小横琴山西侧登陆,向珠海、中山、澳门供气。
计划试运行投产时间在2006年2月。
另外广东省液化天然气试点工程已经启动,该工程在深圳建设1座接收站,一期规模为300万吨/年。
统一建设一条连接深圳—东莞—广州—佛山4城市的输气干线和送电厂专线,供气计划2005年4月。
二期接收站规模为500万吨/年,输气干线延至江门、中山、肇庆、珠海。
珠海市是液化天然气工程的二期供气城市,供气时间为2011年。
这两个项目建成后,每年可提供总量达80多亿米3天然气燃料,在天然气资源上起到互补作用,可以给广东珠江三角地区,20~30年长期稳定的天然气供应。
我院于2003年4月受珠海市建设局委托编制《珠海市燃气系统规划》,规划编制的范围:主城区(中心城区、南湾城区)、唐家湾新城、横琴新城及金湾次中心区、斗门次中区。
根据珠海市建设局的意见,珠海市燃气系统规划分为两个文本进行编制,珠海市燃气系统规划(Ⅰ)的规划编制范围为主城区,唐家湾新城、横琴新城,珠海市燃气系统规划(Ⅱ)的编制范围是金湾次中心城、斗门次中心城。
珠海市燃气系统规划(Ⅰ)的编制成果分为,珠海市燃气系统规划(Ⅰ)说明书;珠海市燃气系统规划(Ⅰ)条文;珠海市燃气系统规划(Ⅰ)基础资料汇编;珠海市燃气系统规划(Ⅰ)图纸。
我院有关设计人员在2003年4月到珠海收集规划编制资料,在珠海市建设局、珠海市土地资源局、珠海市燃气总公司的大力协助下,我院完成了收集资料的工作,并于2003年9月完成珠海市燃气系统珠海市城市燃气系统规划(Ⅰ)说明书规划(Ⅰ)的编制工作。
2003年12月进行珠海市燃气系统规划(Ⅰ)的设计评审,我院根据评审意见,在相应修改资料齐全后对珠海市燃气系统规划(Ⅰ)进行了调整和补充,并于2005年1月完成规划的编制工作。

(2)遵照市场经济规律,通过调查研究,根据市场容量,城市总体规划和各类用户分布情况,确定供气对象和各类用户对天然气的需求量,进行技术经济论证和分析,认真地做好规划的编制工作。
(3)在充分利用现有燃气设施的基础上,继续完善供气技术条件,以保证燃气的正常供应。
同时考虑市场经济条件下的各种风险的可能,做好近期气源与中、远期气源的衔接工作。
(4)积极采用新工艺,新技术,新设备和新材料。
使规划方案做到技术先进、安全可靠。
(5)严格执行国家有关规范、标准和规定。
在规划方案中合理利用土地,注重节约耕地。
注重安全、消防、环保和节能。
珠海市城市燃气系统规划(Ⅰ)说明书2. 燃气规划总体设想珠海市城市总体规划将珠海分为市区、主城区两个层次,市区范围为珠海市行政辖区范围,全境约7653平方公里,其中陆域面积约1687.8平方公里,海域面积约5926.5平方公里,其行政建制为香州区、金湾区、斗门区,又香洲区所辖的东部海岛岛屿面积为86.89平方公里。
主城区范围由新老香州、吉大、拱北、前山、南屏、湾仔、洪湾组成,面积约190平方公里。
珠海市城市发展结构是建立由“主城区—次中心城—外围新城—中心镇”构成的多层次组团型的城市空间体系。
各城市组团间形成既有分工,又有协作的互动式发展格局。
主城区由中心城区和南湾城区所组成,中心城区是城市经济、文化和行政中心。
南湾城区承担以第二产业为主的生产职能。
次中心城均建在珠海西区,即金湾次中心城、斗门次中心城。
金湾次中心城包括红旗、小林于原西湖片区,应强化发展的地区。
承担生活服务、教育、旅游等职能。
斗门次中心城包括井岸、白焦镇(部分)、新青工业园、白藤度假区,应整合发展的地区。
承担生产、生活、旅游度假等综合职能。
外围新城珠海有4个新城,即唐家湾新城、横琴新城、三灶新城、港区新城。
唐家湾新城承担高等教育,高新技术产业与新型服务业等职能。
横琴新城发展过程中具有一定的不确定性,规划承担大型旅游、度假、游乐等职能,同时也是与澳门合作发展的主要地区,三灶新城承担空港运输、空港产业,高新技术产业和教育职能,是区域性的专业功能区之一。
港区新城承担以海洋运输为主的大型储运、化工等临海产业职能是区域性的专业功能区之一。
陆域中心镇均为综合性发展的中心镇。
包括平沙镇、白焦镇、斗门镇、五山乾务镇、上横莲溪镇,为综合性发展的中心镇。
珠海市城市总体规划近期建设的重点是加快中心城区的用地结构优化调整,集中力量开发建设南湾城区和唐家湾新城两个地区。
主城区向南推进,重点开发建设南湾城区内的工业用地及其配套生活区。
完善唐家湾新城中大学园区、高科技产业区、会展物流中心等产学研项目的生活配套设施的建设,产业园区与生活区环境标准应高于主城区的平均水平。
由于珠海的各区域及各组团的发珠海市城市燃气系统规划(Ⅰ)说明书展方向及发展重点不同,因此为了使珠海市城市燃气系统规划更符合珠海城市发展的特点,所以珠海市城市燃气系统规划分为两部分进行编制。
珠海市燃气系统规划(Ⅰ)的规划编制范围为主城区,唐家湾新城、横琴新城。
规划近期当南海天然气还未进入珠海市时,除中心城区内的部分居民、公福、工业用户利用现有液化气气化站供应的管道气外,其它各区域的各类用户仍继续使用瓶装液化气。
规划中期南海天然气到达珠海,根据珠海市各区域的情况,按不同的气化率发展居民用户,并为有条件的工业、公福等其它用户供应天然气,使居民管道气气化率达到40%,以满足珠海市城市总体规划要求。
其余居民用户仍使用瓶装液化气。
南海天然气是由中国海洋石油总公司开发投资建设项目,目前项目的初步设计工作已完成,项目计划于2006年试运行投产,南海天然气从珠海横琴小琴山西侧登陆进入陆上首站。
陆上首站出站的设计输送压力为7.8MPa的天然气长输干线,向北到横琴南侧公路东方高尔夫球场后分为两路,一路沿东方高尔夫球场南侧公路绿化带,东行至莲花大桥附近建澳门末站,另一路继续向北穿越马骝州水道,至南湾城区的有髻山西侧设洪湾分输站。
长输干线从洪湾分输站出站后又分为两路,一路向北沿沙坦公路到中山市的坦州、三乡、从三乡东行再次进入珠海市金鼎的那州后,长输干线继续沿金鼎镇北侧的二线公路东行到广—珠高速公路,至珠海检查站附近再次进入中山市。
