Maybe, you know that the letter “V” stands for Victory in Western countries. But do you know the history of the sign?
During World War II, Europe was occupied by the Germans. A lot of people escaped to Britain. Among them was one Belgian named Victor Dalveli. He was very patriotic. Every day, he used short-wave radio to broadcast to the Belgian people, calling on them to resist the German occupiers. On the last day of 1940, he asked his countrymen to write the letter “V” wherever they could to show their determination to win the final victory. At the time, in certain restaurants, knives and forks were placed in such a way at to form a “V”. And in some clock shops, clocks were purposely stopped at 11:05 to show the sign of “V”.

Passage 2
In Britain there is a form of insurance organized by the government. From the beginning of the 19th century, many friendly societies were formed to protect their members through insurance programs and many trade unions organized such programs. Throughout the 19th century the practice of belonging to such societies grew steadily. Today insurance against sickness, unemployment, industrial injury, old age (a time when people can no longer work), and the death of parents and husbands is considered so important that the government has its own insurance programs, which every working person must join.
Under the regulations now in force in Britain, every member of the community is protected from various risks and losses through his own or someone else’s payment, made either now or in the past. Wives and children, for example, are covered by the programs because the father pays his weekly contribution out of his earnings; old people are protected by the contributions they made in the past. The insurance programs give some measure of security to every member of the community.
Contributions are divided into three classes: 1)employed persons; 2)self-employed persons; 3)non-employed persons. People are considered “non-employed” not when they cannot find work, but when they do not wish to work because they have a private income. The rates of contribution vary according to sex and age, and also between the three classes, because there are different rates of “benefit”, as payments from the government are called. Not all classes have the right to all types of benefit. Class two have begun to employ themselves and so they have to accept the risk of unemployment. Class three, the non-employed, cannot claim unemployment benefit either, and they cannot claim sickness benefit, because sickness does not reduce their income.
