规 划 ，遵 循 整 体 性 、真 实 性 、多 样 性 、合 理 利 用 及 永 续 性 、公 众 参 与 的 原 则 。立 足 新 型 城 镇 化 背 景 以 及 其 它 城 市 已 有 历
史 文 化 街 区 保 护 经 验 基 础 ，采 用 “ 保 护 先 行 、分 类 保 护 ” 规 划 策 略 。
