1.It is great pleasure and honor for me to deliver a

congratulatory message at the opening of this important event. First of all, I would like to express my appreciation and admiration to our hosts, the Ministry of Education of Korea for their initiative in organizing this APEC International Roundtable. My thanks also go to the Asian Development Bank for its valuable support.
