I want to thank every American who participated in this election whether you voted for the very first time or waited in line for a very long time. By the way, we have to fix that. Whether you pounded the pavement or picked up the phone, whether you held an Obama sign or a Romney sing, you made your voice heard, and you made a difference. I just spoke Governor Romney, and i congratulated him and Congressman Ryan on a hard fought campaign. We ma y have battled fiercely, but it's only because we love this country deeply and we care so much about its future. From George and Lenore to their son Mitt, the Romney family has chosen to give back to America through their public service, and that's a legac y that we honor and applaud tonight. And that provides plenty of fodder of the cynics who tell us that politics are nothing more than a contest of egos, or the domain of special interests. But if you ever get the chance to talk to folks who turned out at our rallies and crowded along the rope line at a high school gym, or saw folks working late at a campaign office at some tiny country far away from home, you'll discover something else. Y ou'll hear the determination in the voice of a young field organizer who's working his way through college and wants to make sure thar every child has that same opportunity. Y ou'll hear the pride in the voice of a volunteer who is going door to door because her brother was finally hired when the local auto plant added another shift. Y ou'll hear the deep patriotism in the voice of a military spouse who's working the phones late at night to make sure that no one who fights for this country ever has to fight for a job, or a roof over their head when they come home. That's why we do this, that's what politics can be, thar's why elections matter. It's nor small, it's big. It's important. Democracy in a nation of 300 million can be noisy and messy and complicated. We have our own opinion, each of us has deeply held beliefs. And when we go through tough times, when we make big decisions as a country, it necessarily stirs passions, it stirs up controversy. That won't change after tonight, and it shouldn't. These arguments we have are a mark of our liberty. And we can never forget that as we speak. Just for a chance to argue about the issues that matter, the chance to cast their ballots like we did today. But despite all our differences, most of us share certain hopes for America's future. We want our kids togrow up in a country where they access to the best schools and the best teachers. A country that lives up to its legacy, as the global leader in technology, and discovery, and innovation. With all the new jobs and new businesses that follow. We want our children to live in America that isn't burdened by debt, that isn't weakened by inequality, thar isn't weakened by the destructive power of a warming planet. We want to pass on a country that is safe, and respected, and admired around the world. A nation that is defended by the strongest military on earth and the best troops this world has ever known. But also a country that moves with confidence beyond this time of war that will shape a peace that is built on freedom and dignity for every human being. We believe in a generous America. In a compassionate America, in a tolerant America, open to the dreams of a immigrants daughter who studies in our schools and pledges to our flag, to the young boy from the South Side of Chicago who sees a life beyond the street corner, to the furniture workers child in North Carolina who wants to become a doctor or a scientist, and engineer or an entrepreneur, a diplomat or even a president. That's the future we hope for, the vision we share. There's where we need to go. Forward. There's where we need to go. Now we will disagree, sometimes fiercely how to get there. As it has for more than two centuries progress will come in fits and starts. It's not always a straight line, it's not always a smooth path. By itself the recognition we have common hopes and dreams won't end all the gridlock, or solve all our problems, or substitute for all the painstaking work for building our consensus, and making the difficult compromises to move this country forward. But that common bond is where we must begin. Our economy is recovering. A decade of war is ending. A long campaign is now over. And whether I earned your vote or not. I have listened to you. I have learned from you. And you've made me a better president, and with your stories and your struggles. I return to the white house, more determined and more inspired about the work there is to do and the future that lies ahead. Tonight you voted for action, not politics as usual. Y ou elected us to focus on your jobs, not ours. And in the coming weeks and months, i'm looking forward to reaching our and working with leaders of both parties to meet the challenges we can only solve together, reducing our deficit reforming our tax code,fixing our immigration system, freeing ourselves from foreign oil. We've got more work to do! But that's doesn't mean your work is done. The role of citizen in our democracy does not end with your vote. America has never been about what can be done for us. It's about what can be done by us together through the hard and frustrating but necessary work of self government. That's the principle we were founded on. This country has more wealth than any nation. But that's not what makes us rich. We have the most powerful military in history, but that's not what makes us strong. Our university, our culture are all the envy of the world, but that's what keeps the world coming to our shores. What makes America exceptional are the bonds that hold together the most diverse nation on earth, the belief that our destiny is shared, that this country only works when we except certain obligations to one another and the future generations. So that the freedom which so many Americans have fought for and died for comes with responsibilities as well as rights and among those are love, and charity, and duty, and patriotism. That's what makes America great. I am hopeful tonight. Because i've seen the spirit at work in America. I have seen it in the family business whose owners would rather cut their own pay than lay off their neighbors. And in the workers who would rather cut back their hours than see a friend lose a job.I have seen it in the soldiers who reenlist after losing a limb. And in those SEALS that charged up the stairs into darkness and danger, because they knew there was a buddy behind them watching their back. I have seen it on the shores of New Jersey and New Y ork where leaders from every party and level of government have swept aside their differences to help a community rebuild from the wreckage of a terrible storm. And I saw it just the other day in Mentor, Ohio where a father told the story of his 8-year-old daughter whose long battle with leukemia nearly cost their family everything had it not been for health care reform passing just a few months before the insurance company was about to stop paying for her care. I had an opportunity to not just talk to the father, but meet this incredible daughter of his. And when he spoke to the crowd listening to that father’s story, every parent in that room had tears in their eyes. Because we know that little girl could be our own. And I know that every American wants her future to be just as bright. That’s we are. That is the country I’m so proud tolead as your president. And tonight, despite all the hardship we’ve been through, despite all the frustrations of Washington, I’ve never been more hopeful about our future, I’ve never been more hopeful about America. And I ask you to sustain that hope. I’m not talking about blind optimism, the kind of hope that just ignores the enormity of the tasks ahead or the road blocks that stand in our path. I’m not talking about the wishful idealism that allows us to just sit on the sidelines or shirk from a fight. I have always believed that hope is that stubborn thing inside us that insists, despite all the evidence to the contrary that’s something better awaits us so long as we have the courage to keep reaching, to keep working, to keep fighting. America, I believe we can build on the progress we’ve made and continue to fight for new jobs and new opportunities and new security for the middle class. I believe we can keep the promise of our founding the idea that if you’re willing to work hard. It doesn’t matter who you are or where you come from or what you look like or where you love. It doesn’t matter whether you’re black or white or Hispanic or Asian or Native American or young or old or rich or poor, abled, disabled, gay or straight. Y ou can make it here in America if you’re willing to try. I believe we can seize this future together, because we are not as divided as our politics suggest. One of the most important victories we achieved was the passage of Wall Street Reform.This was a bill designed to rein 1 in(控制,放慢) the secret deals and reckless(鲁莽的) gambling 2 that nearly brought down the financial system. It set new rules so that taxpayers 3 would never again be on the hook for a bailout (紧急救助,跳伞) if a big financial company went under. And this watchdog will have the authority to guard against unfair practices in mortgage transactions and foreclosures.Yet despite the importance of this law – and despite the terrible economic dislocation caused by the failures in our financial system under the old rules – top Republicans in Congress are now beating the drum to repeal 9 (废除,撤销)all of these reforms and consumer protections. Recently, one of the Republican leaders in the Senate said that if Republicans take charge of Congress, repeal would be one of the first orders of business. And I saw just the other day, in Mentor, Ohio, where a father told the story of his 8-year-old daughter, whose long battle with leukemia nearly cost their family everything had it not beenfor health care reform passing just a few months before the insurance company was about to stop paying for her care.I had an opportunity to not just talk to the father, but meet this incredible daughter of his. And when he spoke to the crowd listening to that father’s story, every parent in that room had tears in their eyes, because we knew that little girl could be our own. And I know that every American wants her future to be just as bright. That’s who we are. That’s the country I’m so proud to lead as your president.And tonight, despite all the hardship we’ve been through, despite all the frustrations of Washington, I’ve never been more hopeful about our future. And carbon pollution from our energy sector2 is at its lowest level in 25 years, even as we're continuing to grow our economy.We've invested in energy efficiency, and we're slashing3 carbon emissions from appliances, homes, and businesses - saving families money on their energy bills. We're reforming how we manage federal coal resources, which supply roughly 40% of America's coal. We've set the first-ever national standards limiting the amount of carbon pollution power plants can release into the sky. We also set standards to increase the distance our cars and light trucks can go on a gallon of gas every year through 2025. And they're working. At a time when we've seen auto4 sales surge, manufacturers are innovating5 and bringing new technology to market faster than expected.Over 100 cars, SUVs, and pick-up trucks on the market today already meet our vehicles standards ahead of schedule. And we've seen a boom in the plug-in electric vehicle market - with more models, lower battery costs, and more than 16,000 charging stations.But we're not done yet. In the weeks and months ahead, we'll release a second round of fuel efficiency standards for heavy-duty vehicles. We'll take steps to meet the goal we set with Canada and Mexico to achieve 50 percent clean power across North America by 2025. We need to put our money where our mouth is.And I’m proud to say that one group that's actually leading by example on this is the federal government. Right now, the government’s fleet includes more than 600,000 vehicles, which means that we have the largest fleet in America. And that means we’ve got a lot of purchasi ng power. So what we’re doing is we’re using it to boost clean energy technologies. We’ve already doubled the number of federal cars and trucks that are hybrids, and I’m directing our departments and our agencies to make sure 100 percent of the vehicles they buy are fuel-efficient or clean energy cars and trucks by 2015. Not 50 percent, not 75 percent -- 100 percent of our vehicles.So the government can lead by example. That creates amarket. That means they’re manufacturing more of it. That means that unit cost may go down, which makes it cheaper for businesses and consumers.But if we’re going to upgrade all of America’s fleets, then our businesses are going to need to step up, as well. And that’s why I am very proud of what companies like U PS, FedEx, AT&T, Verizon, and PepsiCo are doing. Along with Secretaries Chu and LaHood, I just had a chance to see some of these fuel-efficient cars and trucks that they’re adding to their fleets, including hybrids and all-electric vehicles manufactured right here in the United States of America by Ford 3 and GM -- right here in the U.S. ofA. (Applause.) And as owners of some of our nation’s largest private fleets, these companies are leading the way when it comes to building clean fleets, and we need to make sure all our businesses are following their example.So that’s why we’re launching a National Clean Fleets Partnership 4 . If you’re a business that needs to transport goods, then I’m challenging you to replace your old fleet with a clean ene rgy fleet that’s not only good for your bottom line, but good for our economy, good for our country, good for our planet. And if you accept this challenge and you join our Clean Fleets Partnership, we’re going to make anumber of tools available –- from technical assistance to cutting-edge research and development –- that will help you make the transition to a clean energy fleet. And Chu and LaHood will also come and wash your car ortruck. (Laughter.) Wasn’t that part of thedeal? Absolutely. (Laughter.) A little Armor All -- it’s going to look good. (Laughter.)Just to give you a sense of the kind of difference this partnership can make, every single year millions of commercial vehicles travel America’s roads and highways, burning nearly 4 billion gallons of fuel along the way -- 4 billion gallons. With this partnership, we’ll help make sure those vehicles are energy-efficient so we can cut the amount of pollution they pump into the air, cut the amount of gasoline they need to fill a tank, cut the amounts of oil America imports from abroad.Now, this Clean Fleets Partnership is just part of a broader effort that we’ve been making over the last couple years to promote fuel-efficient vehicles and build a clean energy economy. Last year, after going about 30 years without raising fuel-efficiency standards, we finally put in place a national fuel-efficiency standard for cars and trucks. And as a result, our cars will get better gas mileage 5 (每英里汽油消耗量), and ultimately they’re expected to save 1.8 billion barrels of oil. Our consumers will save money from fewer trips to the pump. Our automakers will build more innovative 6 cars and trucks. Soon after I took office, we set a goal of having 1 million electric vehicles on our roads by 2015, which would make the United States the first country in the world to reach that milestone 9 . And to help meet that goal, we need a $7,500 tax rebate 10 that’s available directly at the dealership 11 for those who want to buy electric vehicles.
