中国国家认监委同认证认可机构的关系 THE RELATIONSHIP BETWEEN CNCA AND CERTIFIC督管理委员会(CNCA)于2001 年8月成立,行政监管职能由中国国务院直接授权; CNCA was established in August, 2001. with its administrative responsibilities authorized by the State Council; 负责统一监督、管理和综合协调中国认证认可工作。 CNCA undertakes unified management, supervision and overall coordination of certification and accreditation activities in China.
目前,中国有机产品认证面积达203万公顷,已进入世界 前10位;695家获得GAP认证;5000多家食品生产企业获 得了HACCP认证;40730个初级农产品获得无公害农产品 认证;饲料产品认证、酒类产品质量等级认证、绿色市场 认证等工作不断取得进展 。 Recently, there are total 2.03 million hectare area get organic certificate, top 10 in the world; 695 producers are China GAP certified; There are more than 3700 food producers get HACCP certificate. More than 40730 primary products get Safety Agro-food Certificate.
三、中国良好农业规范认证的发展 DEVELOPMENT OF CHINAGAP
在2003年4月,国家认证认可监督管理委员会根据有关专家的提议首 次提出在食品链源头建立“良好农业规范”体系。并于2004年初着手标 准的制定工作。 Since 2003, CNCA bring forward to set up China GAP system based on some experts’ proposal. And start to draft the standard since 2004.

《中华人民共和国认证认可条例》于2003年11月01日施行,该条例明确了认证认可工作的立法宗旨, 并确立了以下制度: Regulations of the People’s Republic of China on Certification and Accreditation was came into effect on Nov. 1. 2003. It establishes the following systems: 统一的认证认可监督管理制度 unified certification and accreditation supervision system 统一的认可制度 unified accreditation system 自愿性认证和强制性认证相结合的认证制度 combination of voluntary and mandatory certification system 政府监督与行为自律并举的监督制度 combination of government supervision and self-discipline supervision system 认证机构的审批制度 certification body approval system 检查机构、实验室资质能力评价制度 inspection bodies and laboratories evaluation system 认证咨询机构和培训机构的监督管理制度 certification consultancy and training body supervision system

基本建立了“从农田到餐桌”全过程的食品农产品认证认 可体系 China has established food & agro-product certification system in the whole food chain. 认证类别包括饲料产品认证、良好农业规范(GAP)认 证、无公害农产品认证、有机产品认证、食品质量认证、 HACCP认证、GMP认证、食品安全管理体系认证、绿色 市场认证等。 Which include China Feed certification, China GAP certification, China Safety Agro-food Certification, China Organic Product Certification , China Food Quality Certification , HACCP Certification, GMP Certification, Food safety management system Certification, China Green Market Certification
三、中国良好农业规范认证的发展 DEVELOPMENT OF CHINAGAP
良好农业规范国家标准GB/T20014于2005年12月31日正 式发布,于2006年5月1日正式实施。 ChinaGAP national standard GB/T20014-2005 were released at Dec.31,2005 and bring into effect at May.1,2006. 同时国家认监委发布了良好农业规范认证实施规则 (CNCA-N-004:2006),指导和规范全国的GAP 认证工作。 At the same time, CNCA release the ChinaGAP general regulation (CNCA-N-004:2006) to guide the GAP certification practice.

三、中国良好农业规范认证的发展 DEVELOPMENT OF CHINAGAP
认证实施规则和GB/T 20014系列标准在2007年进行了 补充和修订,增加了水产,茶叶等内容,24项国家标 准。 新的认证实施规则于2007年7月发布。 2009年3月完成标准和实施规则的比较工作。 The general regulation and GB/T20014 series standards were added and revised in 2007, such as add aquaculture and tea module in the new version. The new version of the general regulation were released at Jul 2007. The general regulation and the standard had been benchmarking with GlobalGAP in March, 2009.
