祝贺信，英文中称为letter of congratulation。

根据上面所提的祝贺信写作“三步走”策略，具体操作如下：首段：I am writing this letter to send my sincerest congratulations on your admission to Peking University as a postgraduate.“三步走”策略中的第一步也就是上面的首段，只有一句话，说明写信目的。
既然这是一封祝贺信，那么写信的目的自然就是向收信人表示祝贺，而这也正是题目所给出的写作要求。
此外，在祝贺信中，表明写信目的之后还需简述祝贺的缘由，使书信的交流功能更加准确和有效，这也是写信的常识问题。
对于以上两点内容，简单来说，可用一句话表达，即I am writing this letter to send my congratulations on ……中段：During the past four years, you kept improving and devoted yourself into your major study. I am delighted that the four years of your study has been rewarded in this way. It is obvious that you will have a promising future in front of you.在祝贺信中，本段的主要内容就是就所要祝贺之事进行具体的阐释，这也是写祝贺信的主要难点所在。
进一步来说，就是解释该事是收信人的劳有所获、天道酬勤，而并非是偶然投机之事。
具体安排上，可按上面所给范文中总结为：过去努力了，现在回报了，未来很美好。
根据这样一个时间上的先后，合理安排写作内容。
尾段：Once again, congratulations on your admission. I hope that you will make great achievement in your future study and life. I am looking forward to hearing more good news in your studies and research work.本段中第一句话通过once again+congratulations，再次表达了自己对收信人的祝贺情。
之后，第二句话和第三句话都表达了自己对收信人未来的美好祝愿，希望对方会有更大的成就等等。
在考研备考英语的书信表达中，类似的首段或尾段的套用句式比较丰富，大家需要在复习过程中进行有意的积累，并在写作中加以运用：1. I am much delighted to hear...2. This is a special and happy moment for you and I am very proud of your achievement.3.
