Antimicrobial resistance has the potential to undo the gains of modern medicine. Vaccine hesitancy is putting millions of young lives at risk. Noncommunicable diseases, including heart disease, stroke,cancer, diabetes, hypertension, lung diseases and mental illnesses have become the major killers of our time. And of course, we continue to face the ever-present threat of outbreaks and other health emergencies.In the past 12 months, WHO has responded to 47 emergencies in 50 countries. We are currently responding to an outbreak of Ebola in the Democratic Republic of the Congo, very near the border with Uganda. As of today, there have been 373 cases and 216 deaths since the outbreak started in August. So far, we have managed to prevent Ebola from spreading across the border, partly (largely) because we have much better tools with which to fight Ebola than at any time in history. More than 32,000 people have been vaccinated, which is one of the reasons the outbreak has not spread further than it has. We also have ways to treat those infected. So far, 150 people have been treated with one of four drugs. 14 million travelers have been screened, there have been more than 190 safe and dignified burials, we have done door-to-door advocacy in almost 4000 households and we have trained more than 500 community leaders. But this outbreak has been much more difficult to control, largely because of the security situation in eastern DRC. Armed groups operating in the area conduct regular attacks on the city of Beni, the epicentre of the outbreak. And every time there is an attack, the virus gets an advantage. Vaccination and contact tracing are disrupted.Health security and health systems are the two sides of the same coin. The best long-term investment in protecting and promoting the right to health is to invest in stronger health systems. Because there is simply no other way to achieve universal health coverage and the Sustainable Development Goals (SDGs) than primary health care, with a focus on health promotion and disease prevention. But it will also require WHO and the global health community to work in a much more integrated and coherent way. That’s why WHO and 10 other international health agencies have agreed to work together on a Global Action Plan for Healthy Lives and Well-Being. The plan has three strategic approaches: integrate, accelerate and account1. First, we have committed to integrate many of our processes to increase our collective efficiency. And it is job creation that so many of us in this Administration are focused on day in and day out and why President Obama released his American Jobs Act just a few weeks ago. This bi-partisan plan, which we hope Congress passes without delay, would provide a significant new tax cut for small businesses —and that describes thousands of firms that supply aerospace manufacturers, including foreign companies. It will cut the payroll tax in half on the first $ 5 million of wages paid by a company. And it provides a 100 percent payroll tax holiday on any new hiring or increased wages paid to existing employees. Additionally, the Jobs Act extends the 100 percent expensing for capital expenditures into 2012, continuing an historic incentive for new capital investments. The legislation would also empower states with new flexibility to allow out-of-work Americans to continue receiving unemployment benefits while they apprentice or take internships that will help them get the on-the-job training they need to learn the skills high-tech industries like yours are looking for. We believe these measures and others in the Jobs Act can help give the private sector and American families a boost.It will create jobs —at least 1. 5 million according to independent experts —and help rebuild critical road, railway and airport projects that are the very backbone of Commerce. It will help kickstart the virtuous cycle: Americans will have a little more money in their pockets every month, and that will fuel demand that leads to new jobs. Our economy needs this type of help today, which means that the American Jobs Act needs to be passed today so that American businesses can benefit immediately. During the past decade, profligate government spending, tax cuts for the wealthy, two wars and the recession turned a record surplus into a yawning deficit. The plan the President proposed last week puts us back on a path of fiscal responsibility. It includes measures that ask those that have done well in this economy to contribute to deficit reduction and spending cuts to a host of federal programs, ranging from farm subsidies to government civil service pensions. This balanced approach to deficit reduction spreads the responsibility for meeting this shared challenge. Of course, amid all the talk of what we must do to improve the American economy, it’s important to remember what’s gone right. That story starts with the more than 2. 4 million jobs that have been created in the last 18 months. And our success at selling more of what we make to the 95 percent of consumers who live outside our borders. U. S. exports have been a key driver of America’s economic recovery. In 2010, U. S. exports of goods and services totaled $ 1.84 trillion, an increase of nearly 17 percent over 2009 levels. The aerospace industry accounted for nearly $ 78 billion of this total, and we thank you. Exports have been growing at a strong pace overall in the first seven months of this year, up 16 percent over the same period last year. Importantly, exports support millions of American jobs, and these are good jobs. In the aerospace industry, for example, workers earn 47 percent more than manufacturing workers generally. Since ancient times, China's prevailing philosophy has been one that preaches "peace is most precious" and "harmony without uniformity." We always believe that though the Chinese and U. S. civilizations are different, they can easily get along with each other instead of repelling each other. As major countries of global influence, China and the United States should respect and learn from each other, seek common ground while shelving differences, and complement each other with respective strengths. In so doing, we can set a good example for different countries and civilizations to live side by side harmoniously and engage in constructive cooperation, making a contribution to the common development of humanity.
去年8月,美国波士顿斯诺敦公立高中的9名学生来到中国,到河北和北京与中国学生开展了为期半个月的“美中城市学生看中国”活动。

活动中,两国学生克服语言和文化障碍,超越习俗和偏见,通过沟通和互动,结下了深厚的友谊。

美国学生学会了唱中国歌曲《茉莉花》、画中国山水画。

“我们喜欢中国!”是他们由衷的心声。

中国学生练就了标准的美式发音,还学会了跳美国街舞。

依依惜别之时,两国学生彼此承诺:努力学习,健康成长,未来再相会。

Last August, nine U.S. students from Snowden National School in Boston joined Chinese students in Hebei and Beijing in a 15-day program entitled “U. S. and Chinese
City Students View China.”During the program, the students overcame language and cultural barriers, rose above perhaps one-sided views, and forged deep friendship through communication and interaction. The U.S. students learnt to sing the Chinese song “Jasmine”and paint landscape with Chinese brushes. “We like China.”These are words from the bottom of their hearts. The Chinese students learnt quite standard American English pronunciation and the American hip-hop. When it came to the time of parting, the students promised to each other that they would study hard, keep fit and meet again in the future.
