摘要
人力资源是社会发展的动力,是社会的第一资源。绩效管理在人力资源管理处于 核心地位,也是现代企业管理的重中之重,它是继传统的人事绩效管理之后的一种新 型的管理制度和管理体系。是员工与上级主管一起商定和评价工作目标任务的过程, 重点是管理过程,管理过程中注重绩效计划的制定、员工之间的不断沟通、绩效考核 评价、薪酬激励管理、人事任用决策与职位调整等多个阶段。本文力求通过对沈阳建 筑大学学生公寓服务中心员工绩效管理现状的调研和分析,找到制约其有效运行的问 题所在,并寻找这些问题产生的直接原因和更深层次的根本原因,通过对上述问题原 因有针对性的解决,尝试建立起学校学生公寓中心绩效管理的一个有效的循环运行体 系。这个体系主要由四个部分组成:绩效计划制定、绩效辅导沟通、绩效考核评价和 绩效结果的反馈与应用。其中绩效计划的制定是中心绩效管理的基础,绩效辅导与沟 通是中心绩效管理的主要内容,绩效考核评价则是中心绩效管理的重点,绩效结果的 反馈和应用是中心绩效管理取得良好效果的关键,怎样解决学生公寓服务中心员工在 激励与约束机制方面的问题,则是根本解决中心绩效管理问题的关键所在。

ABSTRACT
Human resource is the motive power of social development, is the first social resources. Performance management in the core position in human resource management, is the priority among priorities of modern enterprise management personnel, it is following the traditional performance management is a new management theory and management system. Is employee and supervisor consultation, formulation, evaluation target, emphasizes the process management, each stage emphasize performance plan management in the course of making continuous communication, employee, performance evaluation, salary management, personnel decisions and adjustment. This article through the investigation and analysis of Shenyang Construction University student apartment service center staff performance management present situation, find the effective operation of the problem, and find out the root cause of the direct causes of these problems and the deeper, the reasons for the above.mentioned problems to solve, and try to establish an effective system of performance of the cycle student apartment management center. This system is divided into four parts: performance plan, performance counseling, performance appraisal and performance feedback and application. The setting of performance plan is a fundamental part of performance management, coaching and communication is a major part of performance management, performance appraisal is the key part of performance management, performance feedback and application is the key part of center performance management has good effect, how to solve the existing center staff incentive and restraining mechanism the problem, is the key to solve the problem of performance management center.
