1.目标Objective

该“泄露演习方案”旨在提供一种可供参考的液体化学品/材料泄露控制与处置方案，包括泄露或释放源现场控制和补救措施。各施工队伍可以此为参考检查自身在化学品泄露控制及应急响应程序和工具准备方面的完整性和可靠性。

The objective of the “spill drill scenario” is to test th e preparedness and the integrity of the spill team’s procedures and response, which includes stopping the source of the release, containing the release and commencing the remedial actions.

2.定义Definition

MSDS（物料安全数据表或化学品安全说明书）-是化学品生产商和进口商用来阐明化学品的理化特性（如闪点、易燃度、反应活性等）以及对使用者健康（如致癌、致畸等）可能产生的危害的一份文件。

MSDS (Material Safety Data Sheet)- A document containing information about a material or chemical including the chemical and generic name of its ingredients, the chemical and physical properties of the substance, health hazard information and precautions for safe use and handling.

泄露处理包- 采用亲油性超细纤维无纺布制作，不含化学药剂，不会造成二次公害，能迅速吸收本身重量数十倍的油污、有机溶剂、碳氢化合物、植物油等液体的处理材料（以吸油棉为最常见）；用于在发生液体溢出或泄露时吸收外溢液体控制进一步扩散。

Spill Kit– A spill kit is a collection of items, to be used in case of a spill, leak or other discharge of oil. Spill kits are developed so that a prompt response and clean up may be provided.

ERP（应急响应程序或应急预案）- 针对可能发生的事故，为迅速、有序、有效地开

展应急救援行动，预防对生命财产的损失和对人身、环境的伤害而预先制定的行动方案。

ERP (Emergency Response Procedure) - A clearly defined and documented plan of action to commence immediately after the occurrence of an emergency to prevent the loss of life and minimize injury, environmental and property damage.

3.泄漏演习方案Spill Drill Scenarios

3.1场景1

Scenario 1

延北某井场内的一个润滑油桶需要从井架区域高台上挪至地面二级围堰内。在挪动过程中，油桶不慎倾倒，桶内液体流出。

One of the lubricating oil drum at one of the well pad in Yanbei field needs to be relocated from a higher platform to the secondary containment on the ground. During the transfer the drum collapses outside the secondary containment and the liquid starts to flow on the ground.

现场应急处理工具：包括适当的化学品泄露应急处理工具包、化学品安全技术说明书（MSDS）、泄漏控制程序以及环境应急响应程序。

Spill response equipment on site: the drilling team in the well pad has an adequate and properly maintained spill kit ready to be used in case of an emergency, as well as Material Safety Data Sheets (MSDS), a copy of the spill control procedure, and a copy of the environmental response procedure.

事故通知External Incident Notification:

1.通知井队安全员及平台经理；

Inform team HSE officer and rig manager by observer;

2.点响警报器并说明为化学品泄露应急处理演习；

Sound fire alarm and announce: this is a spill drill;

3.集合应急响应组员;

Assemble emergency response team members and other people to muster station;

4.要求人员撤离发生泄露的工作区域。

Request all personnel to stay clear of the area.

泄漏控制：按以下步骤使用化学品泄漏应急处理工具包控制泄露，之后清理、恢复泄露现场：

Spill control: to control the release, the spill response team will have to utilize the spill kit on location. It is expected that they will make use of the steps outlined below to contain the release and then partially remediate the area:
