工程造价全过程目标过程控制
【摘要】从基建项目工程造价目标的整个过程控制进行了简单阐述。从工程可行性阶段的投资估算，到最后竣工时的决算，整个过程的造价目标是逐步细化，层层分解，并始终控制在总目标内。特别是设计阶段，应该是“算着画，而不是画了算”，这个阶段控制成效最为显著。在工程项目实施过程中，通过建立工程造价目标，有重点、全过程地进行控制，最后达到预期造价目标的实现。
abstract: the paper is a brief introduction of project cost control on the whole process, starting from investment calculation in the feasibility phrase, ending in the final accounts upon the completion, step by step within the whole target price range, during the process, the effectiveness of design cost control measures is the most obvious, following the rule of designing according to calculation. this way the projected target can be achieved with focus in the whole process.
