(2011.1.22A&G)There are an increasing number of anti-social behaviors in recent years; People generally believe that the society is to blame. What do you think the cause s are and who is responsible for this.（反社会，犯罪）

The rise of anti-social behavior has aroused wide concern throughout the world. And views divide over who should be responsible for this phenomenon.

Among many factors, perhaps the most important one is that people have not got proper education about obeying social order. Usually, students in schools are taught theoretical knowledge and they are encouraged to study hard so in future they can find a decent job. Our education has neglected the teaching of respect to others and the society. The lack of education will have serious influence on people’s social behavior.

On the other hand, the widening income gap can also be regarded as one of the main causes leading to the rise of anti-social behaviors. The economic gap has made some people become socially underprivileged and even cannot survive. Unfortunately, the government often forgets the existence of these people and does not provide any help. As a result, some people decide to do some illegal things for a better life.

As for who should be responsible for this phenomenon, views vary among different people. At first, government should take the responsibility to deal with the problem. That is because the government should give citizens a peaceful and secure living environment.For another,the society also plays a part because social environment is usually the key role influencing people’s values and behaviors.

In the meantime,schools cannot escape the responsibility. After all, the rise of this phenomenon is largely associated with lack of proper education. Of course, citizens themselves should also improve their own quality and law awareness.

明确一个理念，社会犯罪的增加，固然有社会的原因，但是从主观角度来说，犯罪主体也是有很大的责任的。

Undoubtedly, the development of culture and arts should be supported by government. But whether artists should be supported financially by governments remains controversial due to the uniqueness of this issue. Some people take it for granted that artists funded by the government can devote themselves to art work without worrying about any other things. But fact shows that once their income is determined by governments, their views, lifestyles and even contents of works will be more or less influenced by the authorities. Thus artists find it hard to maintain their independent work styles and critical thinking.

On the other hand, the works and results of arts are in most cases abstract and it is hard to estimate their value. Thus it is demanding for the government to judge how much should be invested in such field. From this aspect/in this sense,corruption and extravagance will arise due to the lack of objective mechanism and transparency. It will be unfair for taxpayers.
