HSE（安全、健康、环保）已被国际石油工程界提高到非常高的程度，内容涉及范围：从作业现场废物处理管理规定到井喷工作控制程序，从最小工作安全保障标准到爆炸物、化学品的现场管理，从现场安全标志安放位置的规定到紧急事故处理程序，从现场工作人员劳保用品着装的规定到HSE的审查和自查规定，从现场人员住房最低空间标准、卫生间和厨房最低卫生要求到现场医务所和药品最低标准规定等等，可以说是达到事无巨细的地步。
HSE工程师在国外施工现场的作用已被排在作业经理的前面，HSE工程师对工程进展拥有一票否定权。
因此，在作标书时，我们必须高度重视招标文件中有关HSE的部分，并针对本施工作业的特点和水平，制定合理的HSE方案和预案，以满足业主的HSE要求。
-填写招标书的附件技术答疑。
根据招标书附件的答疑模板，做出相应的回答，以最大限度地满足业主的要求。
-合同范本。
招标文件中的合同条件不仅是投标人编制投标书的依据,也是未来合同的基础。
投标文件的编译质量，直接关系到投标人中标的机率。
翻译公司应严格依照国际惯例和招标文件要求的内容和格式等编写，并将投标方的优势传递给业主方。

5）签字。
标书打印装订后，应让授权人和声明人等进行签字并注明签署日期。

完整的标书递交给业主时，多使用双层密封信封，并注明“切勿开启”。
信封外应注明投标名称和编号。
信封外面既不能有投标者的姓名，也不能有任何识别性符号。
