凡属于一个总体设计中的主体工程和相应的附属配套工程、综合利用工程、环境保护工程、供水供电工程以及水库的干渠配套工程等,都统作为一个建设项目;凡是不属于一个总体设计,经济上分别核算,工艺流程上没有直接联系的几个独立工程,应分别列为几个建设项目。
建设项目是一个建设单位在一个或几个建设区域内,根据上级下达的计划任务书和批准的总体设计和总概算书,经济上实行独立核算,行政上具有独立的组织形式,严格按基建程序实施的基本建设工程。
一般指符合国家总体建设规划,能独立发挥生产功能或满足生活需要,其项目建议书经准立项和可行性研究报告经批准的建设任务。
如工业建设中的一座工厂、一个矿山,民用建设中的一个居民区、一幢住宅、一所学校等均为一个建设项目。
包括基本建设项目(新建、扩建等扩大生产能力的建设项目)和技术改造项目。
建设项目的组成按照建设项目分解管理的需要可将建设项目分解为单项工程、单位工程(子单位工程)、分部工程(子分部工程)、分项工程和检验批。

建设项目的基本特征如下:
(1)在一个总体设计或初步设计范围内,由一个或若干个互相有内在联系的单项工程所组成,建设中实行统一核算、统一管理。
(2)在一定的约束条件下,以形成固定资产为特定目标。
约束条件有时间约束即有建设工期目标,资源约束即有投资总量目标,质量约束即一个建设项目都有预期的生产能力(如公路的通行能力)、技术水平(如使用功能的强度、平整度、抗滑能力等)或使用效益目标。
(3)需要遵循必要的建设程序和特定的建设过程。
即一个建设项目从提出建设的设想、建议、方案选择、评估、决策、勘察、设计、施工一直到竣工、投入使用,均有一个有序的全过程。
(4)按照特定的任务,具有一次性特点的组织形式。
其表现是投资的一次性投入,建设地点的一次性固定,设计单一,施工单件。
(5)具有投资限额标准。
即只有达到一定限额投资的才作为建设项目,不满限额标准的称为零星固定资产购置。
应满足的要求编辑
建设工程项目应满足的要求:
(1)技术上:满足一个总体设计或初步设计范围内;
(2)构成上:由一个或几个相互关联的单项工程所组成的。
(3)每一个单项工程可由一个或几个单位工程所组成
(4)在建设过程中:在经济上实行统一核算的,在行政上统一管理。

(1)具有明确的建设目标
每个项目都具有确定的目标,包括成果性目标和约束性目标。
成果性目标是指对项目的功能
性要求,也是项目的最终目标;约束性目标是指对项目的约束和限制,如时间、质量、投资等量化的条件。
(2)具有特定的对象
任何项目都具有具体的对象,它决定了项目的最基本特性,是项目分类的依据。
(3)一次性
项目都是具有特定目标的一次性任务,有明确的起点和终点,任务完成即告结束,所有项目没有重复。
(4)生命周期性
项目的一次性决定了项目具有明确的起止点,即任何项目都具有诞生、发展和结束的时间,也就是项目的生命周期。
(5)有特殊的组织和法律条件
项目的参与单位之间主要以合同作为纽带相互联系,并以合同作为分配工作、划分权力和责任关系的依据。
项目参与方之间在此建设过程中的协调主要通过合同、法律和规范实现。
(6)涉及面广
一个建设项目涉及建设规划、计划、土地管理、银行、税务、法律、设计、施工、材料供应、设备、交通、城管等诸多部门,因而项目组织者需要做大量的协调工作。
(7)作用和影响具有长期性
每个建设项目的建设周期、运行周期、投资回收周期都很长,因此其影响面大、作用时间长。
(8)环境因素制约多
每个建设项目都受建设地点的气候条件、水文地质、地形地貌等多种环境因素的制约。
