2. Interrelation of Politics and Economy
Understanding international affairs is exceedingly difficult and perhaps impossible without a clear sense of how politics and economics are related.
International political economists promote the view that great gains in understanding may be had by focusing on the intersections between political and economic relationships in world affairs. One way to see the benefits of thinking in terms of international political economy is to consider some of the events in international affairs and observe how closely politics and economics are entangled.
Example 2.
East Asian Financial Crisis in 1997-98 and Chinese Government’s Commitment not to depreciate RMB, and recent RMB Appreciation Issue
Scholars of international political economy have begun to develop a systematic approach to understanding how politics and economics are related. This involves developing categories to identify different types of relationships that can help us economize and organize our thinking. By way of introduction, we will focus on two broad categories: the political economy of relationships within a nation and those among nations.
Session Two Domestic Political Economy
The nature and scope of a country’s participation in the world economy are greatly affected by political decisions made within its borders. The politics of this decision making is often influenced by the fact that different groups are affected in different ways by involvement in the world economy: Some groups win, while others are disadvantaged, which sets up a political struggle over what to do

As we work through some of the basic ideas of international political economy and some of the stories about these categories, we will see how international political negotiations can lead to significant changes in the ways people live and work; how almost everyone is caught up in an immense world economy of production, technology, and competition that can affect the very foundations of their societies; how systems of economic interdependence can have unexpected consequences for prices and profits as a result of political changes thousands of miles away; and how deeply involved governments are in helping private businesses succeed in the world economy.

政治经济学是比较模糊的概念。古典经济学家称之为经济 学。有的人则认为,它就是运用具体的经济学理论去解释 社会行为。而Robert Gilpin则认为它是研究国家与市场的 相互作用,涉及国家以及国家的政治作用如何影响生产和 财富的分配,尤其是政治决策与政治利益如何影响经济活 动的分布,以及这种活动的收益和成本的分配问题。反过 来,它又涉及市场和经济力量如何对国家和其他政治行动 主体之间权力与福利的分配施加影响,尤其是这些经济力 量如何改变政治与军事力量在国际上的分布。
政府是一个政治体系,于某个区域订立、执行法律和管理 的一套机构。广义的政府包括立法机关、行政机关、司法 机关、军事机关。狭义的政府仅指行政机关。一个国家的 政府又可分为中央政府和地方各级政府。

政治是人追求利益和公共权力的各种活动及其产生的各种 关系。“权力”基本上是指一个行为者或机构影响其他行 为者或机构的态度和行为的能力。谁有某种权力,就意味 着它(人和群体或行为者、机构)具有发言权,具有一定 支配、影响其他人言行的决定权,能把其他人的言行控制 在自己应享有或可能享有权力的范围之内。 政治就是社会公共事务的管理和围绕公共事务的管理和处 理而展开的一系列相关活动,包括政党等等一系列政治组 织及其活动。政治的核心,也就是政权、政府和政府职能 以及围绕政权、政府及其职能而展开的一系列社会事务。
