The main content: Homeless sprawl is a serious problem in an American society for a long time. And there is a skid row where is filled with lots of homeless people in L.A. when bad things started happening in the late 1980. Now the city of L.A. and LAPD try to set aside more money for the homeless people in order to reduce crime and rebuilt the city in spite of various difficulties in solving skid row’s problems.
