联合国机构一览表联合国机构一览表Organs of United Nationsaaaa１９４６年６月《联合国宪章》在美国旧金山签署，同年１０月《宪章》生效，联合国正式成立。
其宗旨是维持国际和平及安全，制止侵略行为，发展国际间以尊重人民平等权利及自决原则为根据的友好关系，促成国际合作等。
凡要求加入联合国的国家必须声明接受宪章规定的义务，由安理会推荐，经联合国大会２／３票数通过，才被接纳为会员国。
截止１９９６年４月，已有１８５个会员国。
联合国有６个主要机构：大会、安全理事会、经社理事会、托管理事会、国际法院和秘书处。
联合国总部设在纽约，在瑞士日内瓦设有联合国欧洲办事处。

大会是联合国的主要审议机构。它由全体会员国的代表组成,每一会员国都有一个投票权。有关重要问题的决定,例如关于和平与安全、接纳新会员国和预算事项的决定,必须由三分之二多数通过。其他问题则以简单多数决定。这些决定可不经表决作出,也可经记录表决、无记录表决或唱名表决的方式作出。尽管大会的决定对各国政府没有法律约束力,但它们具有在主要国际问题上的世界舆论影响力以及世界社会在道义上的权威。联合国全年的工作安排主要根据大会的决定而定--即根据大会所通过决议中表达的多数会员国的意愿而定。

其宗旨是维持国际和平及安全，制止侵略行为，发展国际间以尊重人民平等权利及自决原则为根据的友好关系，促成国际合作等。
凡要求加入联合国的国家必须声明接受宪章规定的义务，由安理会推荐，经联合国大会２／３票数通过，才被接纳为会员国。

１９４６年６月《联合国宪章》在美国旧金山签署，同年１０月《宪章》生效，联合国正式成立。
其宗旨是维持国际和平及安全
，制止侵略行为，发展国际间以尊重人民平等权利及自决原则为根据的友好关系，促成国际合作等。
凡要求加入联合国的国家必须声明接受宪章规定的义务，由安理会推荐，经联合国大会２／３票数通过，才被接纳为会员国。
截止１９９６年４月，已有１８５个会员国。
联合国有６个主要机构：大会、安全理事会、经社理事会、托
管理事会、国际法院和秘书处。
联合国总部设在纽约，在瑞士日内瓦设有联合国欧洲办事处。

联合国六大机构
联合国六大机构联合国六大机关为：大会、安全理事会、经济及社会理事会、托管理事会、国际法院和秘书处联合国六大机构- 联合国大会(General Assembly of the United Nations -- UNGA)简称“联大”，是联合国的六个主要机构之一，由全体会员国组成。
根据联合国宪章的规定，大会有权讨论宪章范围内的任何问题或事项，并向会员国和安理会提出建议。
大会接受并审议安理会及联合国其他机构的报告；选举安理会常任理事国、经社理事会和托管理事会的理事国；大会和安理会各自选举国际法院的法官；根据安理会的推荐，批准接纳新会员国和委任秘书长。
联合国的预算和会员国分摊的会费比额都需经大会讨论决定。
每一个会员国在大会有一个投票权。
大会每年举行一次常会。
常会在每年９月的第三个星期二开幕，通常持续到１２月中下旬，会期一般约为１３个星期。
待审议的议题可延至第二年春继续举行，但必需在下届常会开会前闭幕。
每届常会开会时各国往往派外交部长或其他部长率代表团出席，一些国家元首和政府首脑也到会发表讲话。
联大一般性辩论的日程为联大开幕后第二周的周二起不间断地进行９个工作日。
大会应安理会或过半数会员国的请求或经过半数会员国对任何会员国的请求表示赞同后，可于１５天内召开联大特别会议，２４小时内召开紧急特别联大。
大会审议的事项非常广泛，凡维持国际和平与安全以及《联合国宪章》范围内的任何问题均可讨论，其讨论决定只能向会员国或安理会提出建议，而无权迫使任何一国政府采取任何行动。
大会的表决原则是：凡属重要问题的决定，例如关于和平与安全的建议，安理会、经社理事会、托管理事国的选举，接纳新会员国，会员国权的中止及会员国的开除，托管及预算事务等，均需经出席并参加投票会员国以２／３的多数通过；其他问题只须以简单多数通过。
常会全体会议由大会主席（或副主席）主持。
大会设主席１人，副主席２１人。
主席、副主席按地区分配原则选举由全体会议选举产生，地区分配名额为非洲６人、亚洲５人、东欧１人、拉美和加勒比３人、西欧（包括北美）及其他国家２人、安理会常任理事国５人。

〖联合国的主要机构及其他附属机构〗一、联合国大会联合国大会，简称“联大”，由全体会员国组成。
它是联合国的审议机构。
每年举行一次常会，大会对于“重要问题”的决议，须由２／３多数通过；对于“一般问题”的决议，半数以上通过即可。
大会通过的决议，不具有法律约束力，但足以对会员国产生广泛的政治影响。
每届常会开会时，各国往往派出外交部长或其他部长级官员率代表团出席，一些国家元首和政府首脑也到会发表讲话。
大会的1名主席和21名副主席，由常会全体会议按地区分配原则选举产生，安全理事会5个常任理事国为大会当然副主席，但也需经过选举。
二、联合国安全理事会联合国安全理事会，简称“安理会”，由中国、法国、俄罗斯、英国、美国等5个常任理事国和10个非常任理事国组成。
非常任理事国按地区分配原则由大会选举产生，任期两年，不能连选连任。
安理会的行动以“5个常任理事国一致”的原则（即所谓“大国一致原则”）为基础，5个常任理事国在实质问题上都拥有否决权。
经安理会通过的决议，对会员国具有约束力。
安理会是联合国中唯一有权对国际和平与安全采取行动的机构。
它有权对国际争端进行调查和调停，可以采取武器禁运、经济制裁等强制性措施，还可以派遣联合国维和部队，以协助缓和某一地区的紧张局势。
联合国安理会作为国际集体安全机制的核心，已经成为公认的多边安全体系最具权威性和合法性的机构。
三、联合国经济及社会理事会联合国经济及社会理事会是根据《联合国宪章》设立的，是协调14个联合国专门机构、10个职司委员会和5个区域委员会的经济、社会和相关工作的主要机构。
经社理事会还管辖11个基金会和规划署。
经社理事会为讨论国际经济及社会问题，并为就此类问题制定面向各成员国和整个联合国系统的政策建议，提供中心论坛。
它负责促进较高的生活标准、全民就业以及经济和社会的进步；解决国际经济、社会和卫生问题；促进国际间文化和教育合作；倡导对全体人类的人权和基本自由的普遍尊重。
它授权从事或发起有关这些问题的研究和报告。
