BoCT仅有一个专用煤炭泊位,如图-1 所示,泊位长度158m, 泊位前后端均有独立的海上系揽桩,系揽桩之间的距离50-57m, 分别有4个横缆桩,6个海上系揽桩,泊位通过长度2070米的海上栈桥和陆地相连接。

2.泊位水深16.5m(MLWS),最大允许的净空高度16.50m(从水线到货舱舱口围/舱盖顶部),最大允许离港吃水14.50m(MLWS)。
3. BoCT仅有一台传送带式装船机,装船机类型为象限变幅式吊臂,通常装货速率为3200-3500tph, 最大装货速率3750tph, 最大装货空高为16.5m。
由于装船机为象限型且最大横移距离104m, 最多仅可装到4个货舱,因此船舶装货需要前后移泊。

就煤炭性质及装运注意事项浅谈下面几点,希望能够对安全航运有所裨益;也希望大家斧正并指导。
1. 煤炭(沥青质的及无烟的)是一种由非晶形碳和碳氢化合物组成的天然固体可燃物质,其主要成分是固定碳,挥发物(一氧化碳,硫,氢,氧,磷,甲烷等)及灰分等;散货密度差异比较大,从每平方米644公斤到1266公斤不等(积载因数每吨从0.79立方米到1.53立方米不等),尺寸最大的一般在50毫米,煤炭在IMSBC规则中的类别是MHB,组别是B(和A)组。
其与海运有关的特性有:1) 会产生可燃易爆气体。
煤炭会产生甲烷气体,由于甲烷比空气轻而积存于货舱的上部,当空气中的甲烷含量达到4%到17%时便可达到爆炸极限(在正常气压下,甲烷在空气中的爆炸极限是4%-5%,上限是15%-17%,甲烷在空气中的浓度达到9.5%时会发生最强烈的爆炸,其中氧浓度降低时爆炸下限变化不大而爆炸上限明显降低,当氧气浓度低于12%时,混合气体就是去爆炸性),遇到如电火花或摩擦火花、火柴或点燃的香烟等明火而爆炸。
煤炭中的粉尘在空气中的含量达到一定的比例时(一般10 到30克/立方厘米)遇到明火也会爆炸。
注:可燃物质(可燃气体、蒸气和粉尘)与空气(或氧气)必须在一定的浓度范围内均匀混合,形成预混气,遇着火源才会发生爆炸,这个浓度范围称为爆炸极限,或爆炸浓度极限。
可燃性混合物的爆炸极限有爆炸(着火)下限和爆炸(着火)上限之分:分别称为爆炸下限和爆炸上限。
上限指的是可燃性混合物能够发生爆炸的高浓度。
在高于爆炸上限时,空气不足,导致火焰不能蔓延不会爆炸,但能燃烧。
下限指的是可燃性混合物能够发生爆炸的低浓度。

次烟煤热值为5700—7200kcal/kg,挥发份为37%—42.15%,低硫0.1%—0.85%;褐煤热值为4345—5830kcal/kg,挥发分24.1%—48.8%,硫分0.1%—0.75%。
产量和出口量:近年来,随着国内外煤炭需求迅速增长和市场价格不断走高,印尼的煤炭产量和出口量逐年增加。
据印尼矿能部统计,2006年至2008年,印尼的煤炭产量分别为1.83亿吨、2.15亿吨和2.4亿吨;2009年进一步升至2.54亿吨,居世界第七位,其中78%的产量(近2亿吨)用于出口,使印尼成为世界第一大煤炭出口国。
亚洲占印尼煤炭出口量的70%以上,其次为欧洲和美洲。
在亚洲的主要出口对象是印度、日本、中国等,近年来对中国煤炭出口逐年递增。
印尼政府认为,其煤炭产量仍有提升潜力,预计2010年至2014年的煤炭产量将分别达到2.5亿吨、2.8亿吨、2.9亿吨、2.97亿吨和3.09亿吨。
2010年上半年,印尼煤炭产量达1.24亿吨,其中的79.4%(0.96亿吨)出口到海外市场。

印尼港口清单
1. BELAWAN勿拉湾 (港口代码 IDBLN)印度尼西亚商港。
位于该国西部苏门达腊岛西北岸,临马六甲海峡。
西北至马来西亚的槟城港145海里,至巴生港237海里,至新加坡港363海里;西至沙璜港257海里,至斯里兰卡的科伦坡港1225海里,北至缅甸港189海里。
南距棉兰市23公里,本港实为棉兰市之外岸。
港区分布在勿拉湾河的东岸及南岸,它们相连的顶角区码头为海军占用。
顶角区码头为海军占用。
顶角以东沿岸9个远洋船泊位,码头总长2183米,水深在海图基准线以下10米。
其中有2个泊位由于集装箱装卸,1个用于杂货装卸,另1个用于旅客上下,其它为多用途泊位。
该码头东端凹入陆岸的水域西岸,目前已建有3个沿海船码头,水深7米,顶角西南的勿拉湾河东岸还有6个驳船泊位,水深6米。
岸外有系浮筒4个,水深8.5米。
石油码头呈蝶式,位于远洋码头之东约1公里,有一个水深10米的油轮泊位。
全港目前仅有20来个货运泊位,其中深水泊位占一半,它是1985年中国-印尼恢复航运关系以来第一批向我国船只开放的4个港口之一。
2. JAKARTA 雅加达(港口代码 IDJAK)印度尼西亚首都雅加达(Jakarta)是东南亚第一大城市,世界著名的海港。
3. SEMARANG 三宝垄(港口代码 IDSEM)印度尼西亚商港。
位于爪哇岛北海岸中段,港口之北,临爪哇海。
东距丹戎佩拉(泗水)港193海里,西距丹戎不碌(雅加达)港236海里,至新加坡港682海里,北距香港1857海里。
港区处在陆岸凹入的水域内,外有北伸的西-东向防波堤和西北-东南向的北防波堤掩护,船舶由西进港。
港内现有西北伸的大突提,沿边和东北岸计有码头线总长2141米,但目前沿边水深都还较浅,仅1.5-4.1米。
该港港池东北岸向北伸展605米,前沿水深挖至9.0米,建成新码头;然后向东发展,形成北伸的三座现代化突堤,并沿东防波堤向北延伸折转北防波堤中段,内壁均加宽形成深水码头。
那时,深水码头线至少达5000米以上,成为大型的现代化深水港,前景广阔。

码头只能最大靠6,000 d.w.t., LOA 156 m.,吃水6.0 m的船。
装运煤炭在Muara Berau锚地,Muara Berau 距 Samarinda约70公里。

锚地水深约25米,底质为松软泥沙。
锚地条件良好,即使两侧靠泊两条大驳船在经历高达40节热带暴风雨时也不会走锚。
船舶会被指定一个抛锚点,抛锚点00°15.5' S 117°34.5' E,和 Tanjung Panjilatan 灯塔方位 224°距离7.0 n.m., 通常抛7节锚链。
从南面来船以航向342°(T) 驶向正横Tanjung Kaeli 9海里(Lat. 00°25' S, Long. 117° 38' E)点后改向 317°(T)行驶大约 7.5 n.m. 之后船舶以航向281°(T)行驶约7.0 n.m到达锚地。

印尼(Indonesia)潘曼新安(Pemancnigan)港简介1.码头位里与概况潘曼新安突堤煤码头在印度尼西亚的加里曼丹岛东南部的劳特岛( LAUT )北端, 距KOTABARU (哥打巴鲁) 约10km,03-12.5S 116-16.8E,在印度尼西亚望加锡海峡的西南岸,港口处于赤道无风带,常年气温30 ℃ 左右, 多雨水。
该码头是煤炭输出专用码头, 是元柱型钢桩上加钢筋水泥混凝土梁板结构的突堤码头。
码头上装有可移动轨道式皮带输送联合装船机。
码头长25Om, 宽14m, 外侧均安装有橡胶弹性大靠垫, 码头左右各有一个带缆桩并有小钢质栈桥与码头相联。
带缆桩之间最大长度296m。
码头边基准水深18m。
码头至岸上堆场有栈桥连接, 栈桥宽度5.2m, 长度1.8 k m, 上装皮带输送机并可单向行驶3t 轻型铲车、客车与轿车, 在码头栈桥进口处与码头上有电话与单向行驶指挥灯, 以指挥专用车辆进出码头栈桥单程行驶, 并禁止在栈桥上步行。
船员与码头工作人员进出有交通船与小客车。
码头可靠泊10 万吨级船舶装运煤炭出口, 码头外航道低潮时基准深度14m, 码头装货效率每小时2000 至2500t , 装船机可自动平舱。
在此码头东南l.8 k m 栈桥出口处是一个煤炭卸驳船的专用小码头, 长度约50m,码头基深6m , 驳船航道由一组串视灯桩导标引导, 串视标轴线真方位257/077,。
卸驳船专用码头有一台15 t 克令吊将原煤从驳船中卸下并由联合皮带输送机转至煤堆场。
堆场可储量约50万吨,当输出船来靠港时再由联合皮带输送机将煤装上船。
潘曼新安主煤炭输出码头轴向真方位126/ 306, 进口空船一般均要求掉头靠泊, 舷向朝东南出口航道。
煤装妥船离泊时本港有两条230 匹马力日式拖轮协助, 将大船平行拖离距码头3 0 至50m 即可驶真航向126,对准出口航道No.2 与No.: 3 灯浮之间出航。
船过No. 1号航道灯浮即可转向驶真航向070。

印尼港口装煤
印尼矿产资源丰富,盛产石油、天然气、煤、锡、铝矾土、镍、铜等,主要出口产品有石油、天然气、木材、煤、棕榈油、橡胶等,中印两国贸易往来日益频繁.从事东南亚航线的散杂货船东,素来十分重视印尼的货源,但是相信经常从事印尼至中国沿海运输的船东或多或少都曾在印尼港口有过不愉快的经历,甚至是不堪回首的经历,尤其是去印尼装煤的货轮,常常遭遇到无货可装,或是船到港后滞期很久的现象,还时有被当地港口或海军等肆意刁难骚扰的传闻,所以很多船东一接到印尼煤的货盘就皱眉,但是在没有其他更好的货源可以选择的时候,他们又不得不考虑去装印尼煤,因为它是该航线上非常重要的货源之一,光是20##印尼煤炭的出口量就达9375万吨,若拒装该货,则有无米下炊之忧.如此一来,如何避开在印尼装货的风险对船东来说极其重要,笔者结合自身实践之心得,从合同谈判到执行的一系列过程来分析在印尼港口装煤可能存在的主要风险并提出相应的预防之道,希望能抛砖引玉,给这一航线上的船东一点有益的帮助.一、印尼主要装煤码头和锚地根据装货地点的不同,印尼港口装煤可分为泊位装货和锚地装货两种情况.现在印尼有19个专用煤码头,其中包括3个cape-sized〔好望角型〕码头、1个panamax〔巴拿马型〕码头和3个handy-size〔灵便型〕码头,每年的出口能力超过7500万吨,另有四个码头正在规划建设中.最大的公共深水煤码头是IBT〔Indonesia Bulk Terminal〕码头,1997年启用,位于南加里曼丹岛的South Pulau Laut,目前可接纳8万吨的船舶,正在扩建中,将来码头储存能力可望达到1600万吨,可靠20万吨的巨轮.此外,TBCT码头〔Tanjung Bara Coal Terminal〕、DPP码头〔PT. Dermaga Prakasa Pratama〕和TBI码头〔Terminal Batubara Indah〕的规模也不小,是印尼最重要的几大煤码头.各码头的详细情况可参阅印尼商业上的介绍.〔〕主要的装煤锚地位于南加里曼丹〔KALIMANTAN〕和马辰〔BANJARMASIN〕一带的TABONEO,JORONG ANCHORAGE,MUARA SATUI,TANJUNG PETANG,KOTA BARU等,还有东加里曼丹的MUARA PANTAI,ADANG BAY,TANJUNG BARA等锚地.在泊位上装货一般是利用岸上的装货设备如皮带输送机、岸吊等装货,装货速度通常很快,如IBT码头的装货速度每天约3万吨以上.而在锚地上,一般都要用船吊配合船上的抓斗或岸上租来的抓斗进行过驳作业,为保证效率,一般需同时安排多边驳船.如果驳船安排顺利,船吊工作正常,锚地的装货效率一般在每天6000-7000吨左右.如果船舶没有吊杆,那么只能安排浮吊装货,浮吊正常每天可装12000吨左右.二、印尼港口装煤的主要风险船东们之所以把印尼港口视为畏途,原因不外乎下列几点:1.印尼发货人信誉不佳,供货能力有问题,或未按合同约定与时备货,经常发生船到港后无货可装或船舶必须长时间等待发货人备货装船的事件,因此必然产生高额的亏舱损失和滞期损失.2.租船人未与时申领出口许可证或报关,或装货准备工作不到位,没有提前租借抓斗、浮吊、驳船等,致使船舶抵港后无法立即进行装货作业,引起船期损失.3.因船代懈怠或不敬业造成无谓的时间浪费,尤其是选用租船人指定的代理时,更是常常发生代理与发货人相互勾结伤害船方利益的行为,这是最令船东痛恨的事情,而这种现象在印尼港口尤为多见,应引起船东重视.三、风险的预防1.调查发货人情况接到一票印尼煤的货盘,调查发货人情况是最重要的前期工作之一.我们首先必须要求租船人或经纪人提供该发货人的详细资料,包括地址、、、联系人等.有了这些资料,就可以查证发货人是否可靠.印尼主要的煤炭供应商资料如下所示,如果你的发货人是下面列明的某一家,那么这货就比较稳妥,因为这些发货人实力很强,出口量大,供货能力不成问题.Coal Production Statistics <in thousands MT>pany 2002 2003 2004% ChangeBukit Asam<PTBA>9,482 10,027 8,707 -13.2 Adaro Indonesia 20,819 22,523 24,331 8.0Kaltim PrimaCoal17,577 16,203 21,280 31.3Kideco JayaAgung11,500 14,056 16,927 20.4ArutminIndonesia10,557 13,615 15,019 10.3Berau Coal 7,123 7,360 9,103 23.7Indominco5,335 6,327 7,103 12.3MandiriOther CCOWs 14,168 16,217 19,409 19.7Local6,811 7,951 10,474 31.7cooperativesTOTAL 103,372 114,278 132,352 15.8Note: CCOW refers to panies with coal contracts of work. Local cooperatives are small coal mining firms that obtain concessions at the regional level.Source: Directorate of Mineral and Coal Enterprises如果发货人不是以上几家,那就必须了解他以前是否出过货,如果有的话,最好让他提供过去装船的提单副本〔提单上应该会显示他是SHIPPER〕,然后找该轮的船东核实一下该发货人上次装船的实际情况,以间接了解该发货人的信誉和实力.如果该发货人以前没出过货,那么基本上可以推断他很可能是个贸易商而不是煤矿矿主,对这种人船东的风险更高,必须认真地通过其他方式或途径进一步查核.2.委托好的代理一个好船代,不仅能为船东分担许多工作量,协助船舶更快更好地完成在港任务,也能为其减轻风险,节省开支,使船、港、货衔接更紧密,沟通更顺畅.但是很多船东发现,印尼港口相当一部分船代,似乎不那么勤快敬业.去年八月福州某船东的一条灵便型船到印尼Tiberias装货回连云港,委托的一家代理工作十分懈怠,船东要求其了解货主备货进度与装货准备情况,一天无数个和狂催,代理却根本不予回应,急得船东直跳脚.船到该港后,又发生了一系列的突发事件,被当地警察和海军恶意刁难了十多天时间,代理也毫无作为,不配合船东积极设法解决问题,更有甚者,船要离港前,该代理竟然扣住船舶证书向船东敲诈额外的代理费,船东迫于无奈最后只能屈服.另有某著名德国船东安排船去印尼港口装煤,租船人坚持用他指定的代理,结果船东去查核货主与其备货情况时,代理与租家相互串供,提供错误信息,导致该轮空等了三周后无货可装.上述两个活生生的案例告诉我们在印尼找个好的代理有多么重要!在租约谈判阶段,船东应尽力争取由自己指定代理,不要轻易接受租船人指定代理条款.在物色代理时最好找有代理煤船经验的比较规范的大公司,这种代理才会对煤的发货人与各个环节比较熟悉,有利于船东控制装港的情况.3.掌握备货进度委任代理后,下一步工作便是通过代理去查证发货人备货情况,必须清楚地了解货物是否已备齐集港,货物堆存的具体位置以与出口通关手续何时可以办妥.这些信息代理要一一联系有关港口当局进行核实,不能轻信发货人片面之词.4.了解装货准备工作如果货已备妥,需要在锚地装货时,还得落实货主是否已租到足够的驳船,因为有很多煤船是在锚地装货的,所以印尼港口的驳船一向很紧张,须提前签约订租.如果船舶本身没有配备吊杆,或吊杆实际负荷能力不足,还得了解租船人是否已租好浮吊.浮吊在印尼各港也是十分紧俏的装货设备,有经验的租家通常在订约后就赶紧去联系浮吊,以免船到港后不能如期装货.如果船舶有吊杆但无抓斗,就要了解租船人有无安排好抓斗,该抓斗的大小是否和船吊匹配.曾有一土耳其船去东加里曼丹装货,该轮克令吊负荷15吨,只能配5立方米的小抓斗,租约约定由中国租船人安排,该租船人还没落实就自以为没问题,慨然允诺.但船到印尼后却找不到这么小的抓斗,最后花了好长时间才在其他港口找到并驳运过来,船期损失惨重.5.关于合同条款除了依照上述这些步骤进行查证落实之外,其实作为一个精明的船东,他更应该在租约条款上多下功夫,把可能产生的风险扼杀在摇篮里,即便有些风险无法控制和预防,也可以加上一些保护性的条款,使船东在遭受损失时能够得到一定的弥补.〔1〕保证金条款若船东对租家的资信情况不了解,或发货人是个名不见经传的公司,船东可要求租家在签订合同后一到三天内预付给船东20%-30%的运费作为履约保证金,这样船到装港后如果发现出现意外,这部分运费可以补贴船东一部分损失,而且因为预付了保证金,也可以督促租家抓紧备货,不敢轻易违约.Charterer should pay 25% freight t o owner’s nominated account within 2bankdays after contract is signed. If charterer fail to pay it,Owner has right to cancel the C/P and hold charterer fully responsible for owner’s total loss.〔租船人应在签约后两个银行工作日内将25%运费付至船东指定##,如果未能支付,船东有权取消租约,租船人对船东的损失负全部责任.〕〔2〕装货保证为避免船舶到港后迟迟不能装货,可以参照"朱比特条款",在合同中约定,如船到装港后因货物或单证未备妥不能装货,则租船人要保证最迟在若干个工作日内开始装货,否则船东可以撤船索赔;如果要求船东继续等待,必须预付滞期费.这样就可以避免遥遥无期的等待和巨额滞期费的产生.条款范例如下:Charterer guarantee to mence loading within x wwds upon nor tendered,If vessel fails, to mence loading as promised by charterer, owner has right to sail vessel away and hold charterer fully responsible for owner’s loss. If charterer wish to keep vessel waiting, charterer should pay demurrage every 10days in advance.<租船人保证在装卸准备就绪通知书递交后X天内开始装货,如果不能兑现承诺的话,船东有权撤船并要求租船人对船东的损失负责.如果租船人希望船舶继续等待,应每10天预付一次滞期费.>挪威著名船东TK公司有两条巴拿马型船曾租给##人到印尼装煤,结果船等了两三个月后仍无货可装,船东还不敢擅自将船撤走,导致巨大的损失,相信如果在合同中加上以上条款,船东就不会落到如此悲惨的命运.〔3〕碰撞条款在锚地上装货,如果海况不好,驳船易和母船碰撞造成损坏,所以很有必要加上碰撞条款保护船东利益.Charterer to ensure barges are safely fendered to master’s satisfaction, if the master do not find the barges being safely fendered, he has the option to order the barges away and laytime should continue to count.<租船人应保证驳船具有安全防护并使船长满意,如果船长发现驳船未能得到安全防护,他有权命令驳船离开,装货时间照算.>〔4〕关于指定代理的保护条款在租约谈判中,因情势所迫,船东有时不得不接受租船人指定代理条款,为防租船人所指定的代理狮子大开口或与租船人勾结一气,损害船方利益,船东有两种对策:一是自己指定一家当地船代作为保护代理,二是力争在合同中加上相应的保护条款,如:Owner has right to nominate his own general agent and use charterer’s agent as sub-agent, subject to reasonable port disbursement and agency fee. <船东有权自己指定总代理,使用租船人的代理为分代理,但其港口使费与代理费应合理.〕上文虽然主要是针对船东在印尼港口装煤的风险而提出对应之策,但是在印尼装运其他货物时,船东同样会遭遇类似状况,因而有些条款和方法也可以借鉴使用.。

二、水文气象季节:雨季:每年的1-6月,旱季:每年的7-12月;季风:每年的12月至次年的3月为偏北季风,每年的4月至7月为偏南季风;海区风力:0-3级风为常态,有时会有4-5级的风出现,6级及以上的风从未有过;海区海浪:无浪至微浪为常态,有时会有轻浪和中浪,从未有过大浪及以上的浪出现;海区涌浪:0-3级涌常见,有时会有4-5级的涌浪,6级及以上的涌浪从未有过;潮汐:潮流:据当地的引航员介绍,该港的潮流较弱,未超过1节。
三、航行条件及航泊限制航行条件:该港进出港区航路无浮标,航路很宽,进出该港区的航门宽约9海里,航门的北部为MARA TUA岛,该岛最南端有一灯塔,名为NUNUKAN BAKUNGAN灯桩,灯质为FL10s107ft15M,航门的南侧为KARANG MUARAS岛,该岛的接近最北端有一名为GO SUNGAN的灯塔,灯质为FL(3)20s42ft10M,进港航路的左侧有一名为MALALUNGAN的岛,上有灯质为FL5s39ft7M的灯塔,从其的北侧进入港口区域。
航泊限制:该港为海上锚泊装货港口,可以装卸巴拿马型散货船及好望角型散货船,装货锚地水深在35米左右,昼夜可进出港区。
四、航法及进出口手续船舶从港区的东边进入港区,从KARANG MUARAS岛及MALALUNGAN岛北侧进入港口的引航站,引水登轮后引往装卸货锚地。

丹戎不碌(Tanjung Priok),又称丹戎普瑞克,港口代码:IDTPP,印度尼西亚首都雅加达的外港,全国最大集装箱货运港。
位于该国中部爪哇岛的西北,在雅加达市东10公里,滨爪哇海的雅加达湾。
西距巽他海峡70海里,距新加坡港523海里,东距苏腊巴亚(泗水港)392海里,至龙目海峡622海里,至乌戒潘港775海里,经巽他海峡至西澳大利亚的弗里曼特港1750海里,至南非德班港4500海里。
港区东西伸展,码头在挖入陆岸的港池岸。
主港区有3座南北向港池,自西至东,第一港池码头线总长2543米,沿边水深5-8米。
第二港池码头线总长1900米,沿边水深7-9米;港池内另有化肥码头,各长150米。
第三港池西岸码头线总长1080米,沿边水深8.0-10.5米;东岸码头线1080米,其中有650米岸线为集装箱码头,3个集装箱泊位,该码头集装箱装卸量为可达122万标准箱,2000年可达300万标准箱,为适应这一增长势头,当局正在现码头旁新建码头440米。
主港之东有水深9-10米的石油、散粮港区,主港区之西南还有水深3-4米的沿海船港池663米。
港区还有西浮筒13个,其中6个可系泊1.5万吨级船只;东浮筒14个,可系泊5000-1.8万吨级船只。
全港中级以上码头岸线6800米,40多个泊位,年吞吐量超过3000万吨,居全国各综合性商港之首。
