Unit4 Law and order

Social change is more likely to occur in societies where there is a mixture of different kinds of people than in societies where people are similar in many ways. The simple reason for this is that there are more different ways of looking at things present in the first kind of society. There are more ideas, more disagreements in interest, and more groups and organizations with different beliefs. In addition, there is usually a greater worldly interest and greater tolerance in mixed societies. All these factors tend to promote social change by opening more areas of life to decision. In a society where people are quite similar in many ways, there are fewer occasions for people to see the need or the opportunity for change because everything seems to be the same.Within a society, social change is also likely to occur more frequently and more readily in the material aspects of the culture than in the non-material, for example, in technology rather than in values; in what has been learned later in life rather than what was learned early; in the less basic and less emotional aspects of society than in their opposite; in the simple elements rather than in the complex ones; in form rather than in substance; and in elements that are acceptable to the culture rather than in strange elements.Furthermore, social change is easier if it is gradual. For example, it comes more readily in human relations on a continuous scale rather than one with sharp dichotomies This is one reason why change has not come more quickly to Black Americans as compared to other American minorities, because of the sharp difference in appearance between them and white people.1.The expression “greater tolerance” in Para.1 refers to __________. A.quicker adaptation to changing circumstancesB.greater willingness to accept social changeC.greater readiness to agree to different opinions and ideasD.more respect for different beliefs and behaviors2.According to the passage, which of the following is TRUE within a society? A.Social change is less likely to occur in technology than in values. B.The basic and emotional aspects of society tend to slow down social change. C.What people learned in their early times tends to change quickly.D.Strange elements are likely to quicken social change.3.Social change is easier if it takes place __________.A.among Black AmericansB.step by stepC.between Black Americans and white peopleD.between Black Americans and other American minorities4.The passage is mainly discussing __________.A.the necessity of social changeB.the way to slow down social changeC.certain factors that determine the ease with which social change occurs D.how to promote social change答案:D B B C。

Chapter 4

Chapter 4America Population and RaceⅠ. IntroductionThe United States of America is the third most populous country in the world after China and India, with a population of 300.5 million in January 2009. In the 1980s, population rose at an annual rate of 0.9%, against 1.7% in the 1950s, 1.3% in the 1960s and 1.1% in the 1970s.Do you know why America Population grew faster since 1950s?1, the World War Ⅱwas ended, people begun enjoy a peaceful life. the low birth rate in the two decades ending in 1945, the higher birth rate during the “baby boom” (1946-1964) 2, economic developments reached to a new level.3,mainly as a result of higher immigration. Immigration accounts for a major source of population growth. Almost 20 million people or 7.8% of the total population were immigrants in 1992. Of these, 8.7 million came to the United States during the 1980s. Net immigration (the number who came in minus the number who went out) since 1980 has made up about 30% of the total growth in population. The biggest populous cities in the United States:About 77% of the population in the United States lived in more than 283 city areas in 1988. There were 21 big cities with a population over 2 million. The biggest city was New York, with a population of over 18 million in 1990, which was followed by Los Angeles (14.5 million), Chicago (8.1 million), San Francisco (6.3 million) and Philadelphia (5.9 million). The biggest populous cities in China?1, Shanghai 1270 , 2, Beijing 1067 , 3,Chongqing 999, 4,wuhan 768, 5 ,Tianjin 752,6,Guangzhou 583, 7,Xian 497, 8,Shenyang 488, 9,Nanjing 480, 10 ,Chengdu 439, 11,Hangzhou 387Ⅱ. ImmigrationThe United States has long been known as a nation of immigrants. The first immigrants in American history came from England and the Netherlands, some running away from religious and political persecution, some coming as adventurers to seek a better life, some as indentured servants who had to work for a fixed term for their masters to repay the cross-Atlantic fare and debts.Though immigration had been a familiar aspect of American development throughout the colonial period, the largest immigration movement did not take place until 1815. In the hundred years between 1815 and 1917, no fewer than 30 million people, drawn from every corner of Europe, made their way across the Atlantic. They came in a series of waves, each more powerful than the last. The first of these waves began in the mid 1810s, grew steadily during the 1830s and 40s and reached the highest point in 1845.The second wave covered the period between 1860 and 1890.The third wave, the largest of the three waves, bringing to the United States a total of 15 million immigrants between 1890 and 1914, was drawn very largely from Austria, Hungary, Italy, Russia, Greece, Rumania and Turkey.Ⅲ. Multi-dimensional Population MovementMobility is one of the characteristics of the American people. It is said that the American people are always on the move from one part of the country to another, from one city to another, from farm to city, from the city to the suburbs. One in five Americans moves to a new home every year. Between 1980 and 1989, the South and West of the United States added 8.9 million people through net migration, that is, through more people moving in from other regions, while the North lost 2.7 million population as a result of more people moving out of the region.According to American historians and specialists in demography, there are four great population movements in the history of the United States. The first was between the end of the civil war and 1880 when the westward movement came to a halt. The second was between 1890 and 1920, a period when the United States realized its industrialization and urbanization. The main feature was the movement of population from the rural areas to cities. The third was from 1920 to 1960 , the war years, as the peak. In this period a large number of black people moved out of the south to other areas. The fourth and the last one so far is from the end of the 1960s till now. in this period, the population flow is from the Northeast and Central North to the West and the South, that is, to the sunbelt areas. Population in the South increased by 55.47% between 1960 and 1990, and population in the west increased by 88.17% in the same period.Another trend is the outflow of city residents from the core cities to the suburbs. The trend brings a number of serious consequences to big cities, namely, the rising unemployment rate, the increase of population beneath the poverty line, the worsening of living conditions and the fall of city government income.Ⅳ. Racial and Ethnic Minorities1. BlacksThe largest of the racial and ethnic minorities is the blacks, there are about 30.9 million, or 12.1 per cent of the population in the U.S. The first blacks were brought to North America as slaves in 1619. Within a few decades the demand for their cheap labor led to a large and profitable slave trade, some 400,000 Africans in all were brought to North America. For a long period of time they were concentrated in the agricultural South, working on plantations growing cotton and tobacco. Their life was no better than that of cattle. In order to keep the black slaves under control, the slave-owners resorted to brutal methods. Uncle Tom's Cabin and Roots are two novels giving a vivid description of the miserable life of the black slaves. The slave system was formally ended by Lincoln's Emancipation Proclamation in 1863. But even after the abolition of slavery, open or covert, organized or individual discrimination was practiced against black Americans. White and black people were separated in schools, housing, restaurants, sports facilities and other public places. A variety of methods were used to keep the black people from exercising their voting rights.Throughout most of their history in America, the black people put up a lot of resistance. Run-away was one form of resistance in the earlier period. In the 20th century, especially after the Second World War, the struggle of the black Americans began to draw greater attention and changes began to take place. The current situation of black Americans presents a mixed picture. On the one hand, theblack people enjoy more rights than ever before and legal, official discrimination has been abolished. But inequality and subtle discrimination still exist. In 1988, the average unemployment rate was 5.5% while the unemployment rate for blacks was as high as 11.7%. The poverty rate of the blacks is the highest among all racial and ethnic groups. In 1988, the poverty rate for the blacks was 32.4% while that for the whites was 10.1%.2. HispanicsThe Spanish-speaking population of the United States is a large, diverse and rapidly growing one. There were over 24 million people of Hispanic background, comprising 9% of the total population in 1992, but they were particularly important in New Mexico (38.2%), California (25.8%) and Texas (25.5%).3. White ethnicsTraditionally, the mainstream Americans were called WASPs, that is, White Anglo-Saxon Protestants. But actually there is a much greater variety of ethnic groups. Analysis of 1990 census data by ancestry groups shows that 13.1% of the U.S. population had English roots, 23.2% had German roots and 15.5% had Irish roots.4.Chinese-AmericansThe Asian-Americans are the fastest-growing racial and ethnic group in the United States. A government report said that between 1970 and 1980, the total population increased by 11% while the Asian-Americans grew by 141%.Most Asian-Americans are doing well in the United States. Experts say three Asian traditions best explain the success of Asian-Americans; education, hard work, and family. The Largest group of Asian-Americans are the Chinese-Americans. Most Chinese immigration to the United States took place between 1850 and 1880, when over 300,000 Chinese settled in America-chiefly in California. Many early Chinese immigrants in this period worked in the mining industry, especially in the gold mines. In the construction of cross-country railroads in the 1860s, Chinese labourers played an important role. In an interview in 1876, an interviewer said that four fifths of the work in the construction of the railroad from California to Ogden was done by Chinese labourers. Chinese labourers were underpaid but they did the hardest part of the work. In a letter to President Johnson on Oct. 10, 1865, Californian governor Stanford wrote, “without the Chinese labourers, it will be impossible to complete the western section of the national project within the time limit.”Many Chinese-Americans are doing fine today. According to statistics, in the 1980s, there were over 120,000 first-rate scientists and engineers in the United States, of whom 30,000 were Chinese descendants. Architect I.M. Pei, computer pioneer An Wang, Nobel Prize Winner Tsung-Dao Lee and Frank Yang are some of the best representatives. 3. Understanding the Rating System The Entertainment Software Rating Board (ESRB) is an industry organization that has developed a rating system for computer, Internet and video games. Most games sold in North America are rated using this system.
Computer Violence
What are violent computer games doing to our children? Published: Journal of Cyber Psychology and Behaviour, October 2006. Study of 299 adolescent boys in the Netherlands and Belgium. Boys that displayed aggressive traits were especially attracted to violent games and spent more time playing them than boys displaying lower aggressive traits. Playing violent games increases aggressiveness and decreases empathy, which in turn leads to increased appreciation and use of violent games
As well as the rating system, the ESRB's Advertising Review Council (ARC) has developed a list of Principles and Guidelines to ensure responsible advertising practices by the video-game industry. ARC is also responsible for responding to concerns or complaints raised by consumers regarding the marketing of video games.

Law and LegalLaw is a system of rules, usually enforced througha set of institutions. It shapes politics, economicsand society in numerous ways and serves as the foremostsocial mediator in relations between people. Contractlaw regulates everything from buying a bus ticket totrading on derivatives markets. Property law definesrights and obligations related to the transfer andtitle of personal and real property. Trust law appliesto assets held for investment and financial security, while tort law allows claims for compensation if a person's rights or property are harmed. If the harm is criminalized in penal code, criminal law offers means by which the state can prosecute the perpetrator. Constitutional law provides a framework for the creation of law, the protection of human rights and the election of political representatives. Administrative law is used to review the decisions of government agencies, while international law governs affairs between sovereign nation states in activities ranging from trade to environmental regulation or military action. Writing in 350 BC, the Greek philosopher Aristotle declared, "The rule of law is better than the rule of any individual."Legal systems elaborate rights and responsibilities in a variety of ways. A general distinction can be made between civil law jurisdictions, which codify their laws, and common law systems, where judge made law is not consolidated. In some countries, religion still informs the law. Law provides a rich source of scholarly inquiry, such as legal history and philosophy, or social scientific perspectives such as economic analysis of law or the sociology of law. The study of law raises important and complex issues concerning equality, fairness, liberty and justice. "In its majestic equality", said the author Anatole France in 1894, "the law forbids rich and poor alike to sleep under bridges, beg in the streets and steal loaves of bread." In a typical democracy, the central institutions for interpreting and creating laware the three main branches of government, namely an impartial judiciary, a democratic legislature, and an accountable executive. To implement and enforce the law and provide services to the public, a government's bureaucracy, the military and police are vital. While all these organs of the state are creatures created and bound by law, an independent legal profession and a vibrant civil society inform and support their progress.。
