It is a real pleasure and privilege for me to participate in the opening ceremony of the 3rd World Congress of UCLG. As Mayor of Guangzhou, I am proud to be here on this important occasion.

I consider it an honor and a privilege to extend the greetings of the citizens of

Guangzhou to this distinguished audience of the 3rd World Congress.

It is truly a pleasure and privilege to be afforded the opportunity to give the opening address at this 3rd World Congress of UCLG held here in the charming Mexico City.

On behalf of Mexico City, I am delighted to welcome all of you to the 3rd World Congress of UCLG.

I am honored to have this opportunity to welcome you all to Mexico City and join

in this opening ceremony.

It is my pleasant duty to extend to you a cordial/hearty/warm welcome on behalf of the Federal Government of Mexico.

On behalf of Mexico City and in my own name, I bid a warm welcome to all gathered here to participate in the 3rd World Congress of UCLG.

I wish all participants of the 3rd World Congress of UCLG a pleasant stay in our
