名词whistle的一个主要意思就是警哨、警笛， 动词短语blow the whistle（吹哨子）沿袭下 来的意义就表示“告密，揭发，检举（不正 当行为）”，是个俚语。由此形成的一个名 词“告发”就是whistleblowing，“告密者” 就是whistleblower。
