构成本合同的文件可视为是能互相说明的，如果合同文件存在歧义或不一致，则根据如下优先次序来判断：

Article 3 Priority of the contractual documents

The several documents forming the Contract are to be taken as mutually explanatory of

one another, but in case of ambiguities or discrepancies, the priority of the documents forming, the Contract shall be as follows:

(1) The Contract;

(2) The Letter of Acceptance (documents);

(3) Requirements of the Employer and letter of authority;

(4) The Tender;
