Population Control“Population Control” has been an enduring dispute over centuries. From my personal angle alone, “Poverty being caused in the bed” mentioned in the passage makes sense to some extent, which means over high birth rate can be linked to poverty. Thus, it attaches great importance to population control to prevent social problems from rising.To begin with, the excessive population may do harm to the environment. Tertullian, an early Christian author, mentioned that "The strongest witness is the vast population of the earth to which we are a burden and she scarcely can provide for our needs; as our demands grow greater, our complaints against Nature's inadequacy are heard by all.” With the expansion of population, people have taken more and more resource from nature. People start to complain the lack of resource in their own region and look for resource in other area as a complement. The speed of taking is much faster than the one of renewing and the earth become over-burdened and environmental problems or even disaster happen from time to time , causing a threat to human’s safety. For example, over the past few years, to meet people’s growing need, considerable fossil fuel has been used in industry, giving out too much carbon dioxide and other harmful gas which leads to Global Warming. What’s worse, it results in tsunami, taking away people’s life cruelly.In addition, excessive population prevents social welfare from wildly practicing which results in that most of the poor cannot be provided with a better life by the governmental support. It can be reflected in two main aspects, national educational fund and medicare. China can be taken as a good example. China has an enormous population, breeding 13 hundred million people in Chinese land. Generally speaking, most of Chinese people lead a happy life nowadays. However, there are still a great many people suffer from poverty. Though health and education is the most basic human right, they are out of reach. Because of the lack of medical facility and resource, they easily die of illness. Most children in the remote area haven’t access to get educated like the normal kids in urban area. There are too many people for the social welfare to be widely covered.Based on the problems caused by excessive population, measures should be taken to ease them. China and Indian are the two main countries to try to slow down the growing speed of population. China advocates one-child policy, in which unauthorized births are punished by fine. However besides taking fine as a punishment, in order to fulfill the mission of controlling the birth rate, some officers commit the illegal forced abortions and forced sterilization. From my point of view, the unburned babies also have lives, having the right to live on. They are the angles the God bring to the earth as a present. Instead of controlling population by such a cruel and inhuman way, the government should pay more attention to popularize the premarital education. Though Indian still suffers from the excessive population, it has slowed down the growing speed to some extent. India would rather popularize the premarital education, even distributing the contraception products than take the compulsory policies. Indian women are allowed to give birth to mo more than two children otherwise they have no access to take part in the election to a Gram panchayat, or local government. Facilities offered by government to its employees are limited to two children only. Government is offering incentives for families accepted for sterilization. By these mild policies, not only can it aid the population control but also show respect to the human’s right.Including India and China, which are facing the excessive population problems, sparing no effort to control the birth rate, America also advocates stationary population, though it tend to be an aging society. America has laid emphasis on stationary population since the 1970s. In 1974, it was put forward that continuous growing population do harm to the development of economy,environment, government as well as the social harmony, regarding the stationary population as the best target. What’s more, Title X of the Public Health Service Act serves in America serves as a Family Planning Program to help individuals and couples decide whether to have children and when the appropriate to do. It also contributes to the prevention of unintended pregnancy. Except the government policy, in my opinion, American’s open mind helps the stationary population a lot. Unlike Chinese connotation, Americans talk about sex openly which makes American less prone to give birth to many children. However, the lack of knowledge about sex is accountable for the Chinese excessive population, especial for the people living in the remote area.Comparing three countries, the conclusion can be drawn that there are different ways to get to the same destination: population control. When deciding which way should be taken, national conditions must be taken into consideration. However, it doesn’t mean that Chinese large amount of people makes illegal forced abortions and forced sterilization reasonable. China has been known as a country of etiquette since ancient time while nowadays the way taken to control population goes against with it totally. It doesn’t show any respect to the women who are forced to take abortion. When studying the approaches to control population of other country, China can learn from them to some degrees. Instead of focusing on the subsequent measures, the Chinese government is supposed to lay more emphasis on premarital education, raising more funds to better the premarital body check system not only in urban areas but also in suburban areas to lessen the rate of the disable babies. What’s more, it is vital that the government should go more wide publicity to family planning.Rome is not built in a day. Excessive population is a problem left over by history. To control population cause human great combined effort to make it. In order to rebuild a balanced society and help the poor lead a better life, we should arise people’s awareness to contribute to the population control.。
