【摘要】根据新时代对人才培养提出的新要求和教育部重要文件的精神,教育部高等学校大学外语教学指导委员会修订并颁布了新的《大学英语教学指南》(2020版),对地方本科院校在培养应用型人才过程中的大学英语教学提出了新的要求。
本文分析了江苏省某高校大学英语教改困境和挑战,并对深化大学英语教改、构建发展学生个性化自主学习能力为中心的大学英语智慧课堂提出建议:策应国家、本校人才培养目标完善校本教学大纲;践行“双主体”教育理念,师生应尽快适应新的角色定位,重视和发展学生个性化自主学习能力;充分利用信息技术和互联网技术的飞速发展进行混合教学模式改革。
混合教学模式有效解决了大学英语学分学时不足和学用分离问题,提升了英语综合运用能力和大学英语教学效果。

目前,很多一流高校都已经构建了较为完善的大学英语教学管理体系,而其他高校在这方面还需要进一步加强。
一、明确大学英语教学目标通常来说,大学英语的教学目标应该立足于学生的全面发展,尊重学生的个性特征,通过有针对性的教学,着力提升学生的英语水平和交际能力。
大学英语作为一门兼具工具性和人文性的学科,既要注重英语听说读写技能的提高,也要关注英语素养的提升,与国际接轨。
由于我国大学生在英语交流方面的不足,教师应该正确认识到这种不足所产生的消极影响。
考虑到学生不同专业的影响,各自的英语水平也有着较大的差异。
例如,对于艺术类学科而言,对学生的英语水平和素养的要求就可以适当降低;而对于人文类学科而言,则需要大力提升学生的英语综合能力。
显然,不同专业应该有不同的考核标准,并针对不同学生制定不同的教学目标和教学要求。

2.课程价值1978年我国改革开放以来,中国急需要了解世界,因此当年学习英语的目标十分明确――通过语言去了解国外先进的科学技术、文化知识;今天当我们的GDP总量位居世界第二,当我们的国家实力在不断增强时,当我们的学生从小就开始学习英语,英语水平大幅提高时,当我们各大高校纷纷开设英语专业而我们的毕业生就业困难时,我们开始质疑我们是否还需要继续在大学开设英语课程?我校作为一所中医类的大学,许多人认为中医和英语的交集恐怕不多,学习英语将来有何用?也许正是为了解答以上的疑问,与以往的《课程要求》相比,《教学指南》增加了 "前言",说明了大学英语课程的价值。
《教学指南》首先从国家战略需求层面强调了英语的重要性:"通过学习和使用英语,可以直接了解国外前沿的科技进展、管理经验和思想理念,学习和了解世界优秀的文化和文明,同时也有助于增强国家语言实力,传播中华文化,促进与各国人民的广泛交往,提升国家软实力。
"作为中医院校,中医药文化孕育其中,中医药文化是中国灿烂文化中不可或缺的一部分。

建构和完善新型大学英语教学管理体系———一个解读《大学英语教学指南》的视角李霄翔提要:本文梳理和细化了大学英语教学过程中教学管理的功能和价值,明晰了教学管理与教学、学习的良性互动关系。
文章针对我国大学英语教学面临的突出问题,从《大学英语教学指南》中的教学管理视角提出了相应的建设性意见和解决方案,以期进一步充实“教、学、管集成”的教学管理理念,创建并不断完善具有中国特色的大学英语教学管理体系,从而为实施《大学英语教学指南》提供有益参考。
关键词:大学英语教学;教学管理;教学改革;教、学、管集成;《大学英语教学指南》Abstract :This paper elaborates on the functions of teaching management in the field of college English teaching in China and the interactive relationship among the management ,English teaching and learning.From the managerial perspective embodied in the Guidelines on College English Teaching ,it discusses some issues in college English teaching ,and proposes some counterstrategies to enhance the management efficiency and effectiveness of college Eng-lish teaching.By enriching the concept of integration of teaching ,learning and management and optimizing the man-agerial system of college English teaching ,the paper provides some illuminating insights for the implementation of the Guidelines on College English Teaching.Key words :college English teaching ;teaching management ;teaching reform ;integration of teaching ,learning and management ;Guidelines on College English Teaching中图分类号:H319文献标识码:A 文章编号:1004-5112(2016)03-0027-071.引言自21世纪初以来,我国大学英语教学改革得到了各级教育主管部门、高校及社会有关方面的高度重视和大力支持,在教学理念、教学内容、教学模式与方法、教学手段和教学评测等方面都取得了明显进步(刘向虹2011;王守仁,王海啸2014)。
但是,大学英语课程在有效培养为我国经济社会发展服务的人才方面,尚存诸多不尽如人意之处,“成绩不小,问题不少,有进展,待突破”(刘贵芹2012)。
本文从教学管理视角,对我国高校当前如何建构和完善新型大学英语教学管理体系,顺利实施即将颁布的《大学英语教学指南》(以下简称《教学指南》),营造大学英语教学的新常态,提供一些建议和启示。
2.管理与教学、学习之间的关系长期以来,我们在开展教学改革时,更多关注教师“教什么、如何教”和学生“学什么、如何学”,常常从教师和学生的角度探讨并实施教改方案。
对教学一线的师生来说,教学管理似乎是管理者的事,于己并无多大关系,而教学管理者往往不是十分关注教学和学习的内在需求与规律性问题。
这种状况在很大程度上是条块分割、各自为政思维定势的产物,致使利益共同体中有意无意地形成了等级界限和职责权限,实际工作中为维护自身利益而产生沟通不畅、互相推诿、支撑乏力、身心俱损等现象,从而不利于实现《教学指南》确立的各项教学目标。

应该指出的是,任何一项教学改革都会涉及教、学、管三个方面;任何一项教学改革要取得预期成效并能持续推进,必然是教、学、管三方在理念上有机集成,工作中责权利明确,行动上彼此协调、齐心合力的结果(李宵祥2002;李霄翔2007,2011)。
许多教学改革的动议均是出于对现实的思考和分析,起因可能是目标导向、任务导向或问题倒逼,原动力可能是“自上而下”或“自下而上”产生。
但在设计教改方案时,必须从三方的角度去考虑,在各个节点上必须考虑三方的系统融合。
如果仅从单方面去思考和行事,就有可能导致彼此之间的信息闭塞、沟通不畅、利益相抵或矛盾冲突,进而影响教学改革的成效。
单一要素的改革举措会影响其他两个要素,也必须获得其他两个要素的支持才能获得预期效果。
只有具备三要素意识,并有机集成三要素,教学改革才能顾及周全和通盘运筹,确保持之以恒的改革热情和动力。
要实现教、学、管三要素的有机融合,首先三方要高度认同教学改革目标,行动计划高度一致,彼此相互支持和补台,而不是互唱反调。
这一利益共同体的统一认识和行动是实施教学改革的基础。
教、学、管三方既有各自的明确分工,又有彼此的利益和成效关联(见图1)。
《教学指南》指出,只有“协调好教师、学生、行政三方的责、权、利,理顺各种关系”,才能“充分调动各方面的积极性,提高工作效率和成效”。
在现行教育体制下,教学改革要稳步持续推进,离不开有效的教学管理。
《教学指南》高度重视大学英语的教学管理工作,对建立和完善大学英语教学管理体系提出了具体、明确的要求。
图1教学改革中教、学、管三要素关系3.新型大学英语教学管理体系的主要特征教学管理是指学校为实现人才培养目标、保证教学有序进行而实施的一系列决策、计划、组织、协调、控制和信息反馈的活动,是大学英语教学质量的重要保障。
《教学指南》提出,教学管理涉及教学目标管理、教学过程管理、教学质量管理、教学档案管理、教师管理等。
管理学理论本身也处于不断发展之中,经典的管理学关注组织构架、人员行为和运行实效,现代管理学则更多关注人,注重从社会、心理、经济、行为等角度构建由人构成并服务于人的和谐环境与氛围(Lunenberg &Ornstein 2004:5-37)。
尽管不同管理学理论可能产生于不同历史时期,它们却都非线性地存在于日常生活之中。
事实上,只要认真分析、反思学校实际教学中的管理方式,不难发现教学管理规定或行为在不同程度上都折射出管理学理论的身影。
有的管理方式,如工作量的计算,就是早期定量计件科学管理模式的体现。
这从另一方面说明,管理学不仅包含理论和原理的定义,更重要的是具有较强的实践和指导价值。
大学英语教学管理需要我们·82·外语界2016年第3期(总第174期)东方医学与健康从现代管理学中汲取营养和智慧,将教学过程中的人作为教学管理的中心,作为教学思考和行动的出发点和终点。
由此,为提高教学质量、促进大学英语教学发展,有必要从以下方面探讨大学英语教学管理体系的主要特征。
3.1教学管理的系统性教学管理涵盖整个教学过程中的需求分析、大纲设计、教材研发、教学实践和教学评测等环节(见图2),其决策和实施以明晰的管理思想和流程为保障。
现代大学章程要求依法治校,学校各项活动必须做到科学合理、有案可稽。
因此,大学英语教学管理的首要任务是建章立制,即对每个教学环节提出具体要求,规定合理的方法和流程,界定彼此之间的相互关系,人财物到位,职责明确,奖惩分明。
其次,建立和完善有效的教学管理组织构架,《教学指南》倡导“以学校为主导、以院系为主体、以教研室为基础”的运行机制,明确教学流程中的职责和权限,形成分层治理又相互支撑、相互作用的教学管理网络,确保教学管理制度落地生根和教学质量有效提升。
图2教学基本流程3.2课程设计的科学性大学英语课程在本质上是一个公共性质的课程体系。
正如《教学指南》所指出的,大学英语涵盖通用英语、专门用途英语和跨文化交际三大类课程,每一类课程可由必修课、限定选修课和任意选修课组成。
《教学指南》提出,“各高校应根据学校类型、层次、生源、办学定位、人才培养目标等,遵循语言教学和学习规律,合理安排相应的教学内容和课时,形成反映本校特色、动态开放、科学合理的大学英语课程体系。
”这就要求课程设计既要符合外语教与学的基本规律,又要满足不同学科、不同层次学生的学习需求。
大学英语教学目标兼有工具性和人文性,课程体系和课型呈现出多层次、多样化特征,方便学生在教师指导下自由组合,以期达到“各学所需、各尽所能”的状态(文秋芳2014:4)。
《教学指南》也明确提出各个高校应该基于人才培养的实际需求,研制符合校本理念的大学英语教学大纲,以体现大学英语课程“分层次、个性化、校本化”建设特色。
从教学管理角度来看,不同层次的课程既要有清晰的学术规范(如课程教学大纲),又要有明确的教学对象和操作要求,同时需要在各类课程之间设计好相互衔接和过渡的路线图,方便教师和学生有效开展教学活动,努力做到基础性与选择性结合、规定动作与自选动作结合,达到必修课和选修课平衡、输入与输出平衡、语言与文化平衡(王守仁2011)。
课程设计本身也是一个观念更新、模式创新、培养目标多元化的过程,受到多种因素的影响和制约(见图3)。
教学管理的功能在于提出目标、配置资源、审查评估等,以确保课程设计的科学规范、平稳实施和目标达成。
在教育信息技术突飞猛进、技术手段日新月异的今天,大学英语应主动适应课程建设的需要,运用教育信息技术,积极研发应用诸如大学英语微课、慕课等教学资源,根据课程特点整合各类可利用资源,最大限度地满足不同地区教学群体的实际需要。

在实际操作中,教学管理要“防重于治”,而不是消防队灭火式地“头痛医头、脚痛医脚”。
因此,为确保教学运行的平稳性,教学管理应将重点放在完善规则、顺畅沟通、提醒督促、检查评价等环节上,促进教学管理体系的持续改善。
