I'm only in 3rd grade so a lot of what she learns is way over my head, but I'll try my best to explain it.Kelly is getting her "master's degree" which is a step above a bachelor's degree that you get from college. Kelly had to take these really difficult tests called the GRE just to get into her master's program! Second,If an allegation of scientific misconduct cannot be resolved at the institution level, a higher governing body, funding agencies, or professionalsocieties may also be involved when necessary, and external committees of investigation can be convened until the issue is satisfactorily resolved. Third,It is important that both the complainant and the respondent are legally protected and their identities are kept confidential during the investigation. The respondent who is alleged to have committed scientific misconduct has the responsibility to cooperate with the authorized investigators by presenting raw data and research records.we recommend that institutions or governing bodies in China set up due procedures, mechanisms and a chain of authorized standing committees/offices composed of academic experts in the field for handling scientific misconduct. This includes establishing special committees of experts at the institutional level to promptly investigate any allegations raised in good faith. We suggest set up authoritative agencies at the national level to provide policies and mechanisms for investigation of allegations of scientific misconduct.We should cultivate/nurture a tradition of open and responsible scientific debate on important scientific issues.As an important measure to prevent scientific misconduct, we suggest that universities and research institutions in China establish necessary and required courses for students and researchers on research integrity, science ethics, and understanding the due procedures in handling of scientific misconduct. This is a necessary step in the establishment of a healthy environment for research in China.We understand and appreciate the public outcry againstscientific misconduct. The public has the right to know what scientists have done with public funds, and to question whether or not the science is properly conducted. However, we would also point out that questio ns concerning scientific misconduct may be highly specialized and technical, which should normally be investigated, judged and resolved by a committee of experts, and the resolutions should be made available to public. The progress of science is dependent on integrity of researchers. It is the sincere hope of the undersigned that this open letter will prompt China to establish fair rules and official mechanisms to maintain and safeguard the integrity of scientific research in China.
