Topics- Tokyo MOU -New Inspection Regime (NIR)
From 1 January 2014, Tokyo MOU will introduce a new inspection regime for selection of ships. The regime is the same as the one having
been introduced by Paris MOU. The ship would be identified in three categories based on "ship risk profile".
One of the element to calculate the profile is "Peformance of the company responsible for IMS Management."

Summary
1.Emergency source of power - Emergency Generator
(Auto start emergency generator failed, The proper functioning of the emergency generator could not be demonstrated due to malfunctioning of the breaker, Emergency generator failed to start.) (3 cases)
2. Lifeboats
(Lifeboat failed to continuously run, engine stalled seconds after it was started then failed to restart, Lifeboat engine malfunction, Lifeboat engine not working - Ship's crew tried to start engine for 50 minutes but failed.) (3 cases)
3.Emergency lighting, batteries and switches
(Fire locker in A deck where fireman's outfit located inside not installed with emergency lighting, Emergency generator failed to start with secondary source of energy.) (2 cases)
4. Fire detection
(Fire Detector Panel Test by DC 24V failed, Smoke detecting system fault alarm sounded at Zone No.4 in cargo hold, unable to reset.) (2 cases)
5. Fixed fire extinguishing installation
(Hyper-mist fixed fire fighting system in manual mode, Suction valve for vessel hyper mist system was in close position, rending inoperable. In addition, crew could not provide operator.) (2 cases)
6.Propulsion main engine
(M/E expansion blow, air cooler & No.3 governor out of order, Oil mist detector M/E not functioning, box full of oil.) (2 cases)
