(可从代理处索取,一般每年11月更新一次)。
对油污应急计划内容要熟练掌握,要能对答如流。
防污器材与应急计划手册中不符,油污应急计划中的应变表不是最新的。
油污应急计划培训应有记录。
油污应急计划变更页上没有及时记录,油污应急计划无船级社盖章。
溢油间去油剂必须配备200L,SOEPP附图没有插入后面的空白页内,油污应急计划中未记录INCHON港主管机关电话号码。
2.船舶证书复印件应张贴于生活区。
IOPP证书附件中2.3.3项“有报警和手动停止装置”,但船上没有配备手动装置。
IOPP证书应有修改的油柜清单,并经船级社签署。
污油柜容积没有记录在IOPP证书上,IOPP 证书上油水分离器应符合公约EPC60(33),但属于A393(X),要求通知船检。
IOPP证书上焚烧炉焚烧单位应为升;IOPP附加项中污水舱不符和要求;特别检查项目报告文件不符和要求,油水分离器不是自动停止设备,CCS的IOPP证书中未标明船上已有报警和自动停止装置的15PPM滤油设备。
IOPP证书上填写的舱容积与实际不相符合。
3.安全设备证书:最后一页应标明哪一个艇为救助艇。
第二页:若有免除证书应附在证书后面,如:秦海轮有两项免除:一项为货舱固定灭火系统免除证书,另一项为:DF免除证书。
安全设备证书内救生筏载乘总人数为25人应改为50人,起货设备年检过期。
船舶安全设备证书与载重线证书上的船长不一样。
设备安全证书记载的救生衣数量比实际数量多;救生筏检验到期;设备安全证书8.2项与实际不符;安全设备证书附录E表3未显示GMDSS VHF的手动设施;货舱安全设备证书和无线电安全证书不符合SOLAS要求。
安全构造证书附页免除证书实施栏标记不正确。
4.二氧化碳证书中没有关于燃油速闭和通风系统试验内容;MEDICAL CERTIFICATE应用英文。

PSC检查结果翻译稿
第一部分巴黎备忘录休息时间集中大检查初步结果--休息时间符合情况不尽人意巴黎备忘录组织于2014年9月1日至11月30日在其辖区开展了为期3个月的STCW公约休息时间集中大检查(CIC)。
初步检查结果显示:期间有16艘船舶直接由于不符合休息时间规定而被滞留(达到滞留总数的14%)。
涉及的主要问题是休息时间没有适当地记录,以及值班人员的休息时间不足。
近些年,值班人员休息时间的问题越来越引起人们的注意。
鉴于PSC检查结果和一些事件的发生,巴黎和东京备忘录连同其它一些备忘录,决定组织一次联合检查以验证10个针对STCW公约要求的选择项清单。
3个月期间,共进行了4041次的集中检查和调查问卷。
共发现912个与集中检查相关的缺陷记录,并且有16艘船舶因为休息时间的问题被直接滞留(占被滞留的14%)。
巴黎备忘录秘书长表达其严重关切:“过去几年里,值班人员休息时间不足已导致了好几起事故的发生。
疲劳问题可能会对安全和环境造成重大影响。
两班倒在此情况下显得尤其脆弱。
”从船型分布看,检查主要以杂货船和多用途船为主,共有1207艘被检查(30%),其它情况如下:散货船948艘(23%),集装箱船407艘(11%),液化船375艘(9%),油轮325艘(8%)。
滞留的船舶当中,11艘(占70%)为杂货/多用途船,3艘(19%)为散货船,1艘为集装箱船和1艘其他船型。
记录分析显示,大多数缺陷都与未正确记录休息时间有关,共有449起(占11%),值班人员休息时间不足有203起(占5%),驾驶台未保持正规瞭望共有101起(占3%)。
此外有21次检查发现配员水平(人员数量和构成)不符合最低安全配员证书要求。
被滞留最多的船旗是摩尔多瓦旗,共有3次与集中大检查相关问题被滞留。
检查还发现,有1268艘船舶采用2班倒的航行值班模式,其中有13艘船舶被滞留。
此次集中大检查是与东京备忘录联合开展。
其他一些合作谅解备也在此期间进行相同的集中检查。
