存活于乡土社区的传统手艺,其价值和意义是在乡土语境中生成和实现的。
由于全球化和现代生活方式的冲击,无论是其技艺传承还是生产规模,都不可逆转地在现代社会走向衰落。
生态化保护的首要任务不在于其产品,而是要确保其核心技艺不再失传,它涉及技艺本身的传承与记录、传承人的保护和手艺生态语境的恢复三个方面。
留住手艺,只有本真性保护是不够的,赋予传统手艺以生命,让其“活”在当下,尚需要很好地开发与利用。
衍生性生产就是在充分尊重传统手艺形式、内涵和基本元素的前提下,通过题材的转换、内容的变化、功能的放大或用途的改变,赋予其新的内涵和形式。
仅就功能而言,既可从物用形态向精神形态衍生,也可从物用形态向文化形态衍生。
如景德镇陶瓷工艺的现代转型衍生出的美术陶瓷,使现代景德镇陶瓷发展出了对审美性、艺术性、文化性的追求。
再如,传统的刺绣枕片、石雕木雕等非常实用的产品,已纷纷被移植到显示古老文明和民俗的装饰之中。
从生态学角度看,这种衍生性生产不仅保护了传统手艺,而且还通过挖掘产品的文化内涵形成了一定的产业规模,增强了传统手艺“自我造血”的能力,赋予了手艺与时俱进的品格。

与此同时,天津突出抓好煤质监管,监督煤炭经营企业建立购销台账,禁止销售不符合天津煤炭经营使用地方质量标准的劣质煤。
今年年底前实现散煤实际经营户清零。
天津市环保局大气处处长杨勇介绍,2 017年天津已实现城市居民散煤清零,2019年将实现除山区外全市散煤清零。
河北省委常委会明确提出,持续用力治理农村散煤,积极稳妥推进“气代煤”“电代煤”工程,严格督查考核问责,打赢打好冬季清洁取暖硬仗。
“以前,我家里取暖都是用燃煤锅炉,夜里那么冷,至少得起床两三次去添煤;现在用天然气取暖,只需用按钮设定好温度。
屋子里就一直很暖和,既方便又干净。
”河北廊坊市香河县东太平庄村村民王文忠告诉记者,“政府每年还给我们取暖补贴,每立方米天然气补贴1元钱,算下来花费反而少了!”清洁取暖成效几何,天然气供应问题至关重要。
京津冀都将天然气保供摆在突出位置,多措并举,抓紧抓实。
在国家发展改革委11月15日举行的新闻发布会上,新闻发言人孟玮的话让大家心里有了底:“目前已落实的资源量能够足额保障民生用气需求。
”同时,国家发改委将加强价格监测,切实维护民生用气价格稳定。
