现将《人民币银行结算账户管理办法实施细则》,银发…2005?16号,,以下简称《实施细则》,和《人民币银行结算账户管理系统业务处理办法,试行,》,银办发…2005?13号,转发给你们～并将有关事项通知如下～请遵照执行。

一、为核实开户申请人提交资料的真实性～各行开户机构受理开户申请人提交的开户资料后～应指定对外营销人员最迟在2个工作日内～分别按开户申请人提交的《开立单位银行结算账户poverty. 二、对存款人申请变更账户信息的～最迟应在接到变更申请的2个工作日内～按上述要求完成对变更后的有关资料、信息的实地核对确认工作。核对发现开户申请人提交的书面资料不齐或与实际情况不符的～应通知有关单位在7个工作日内补齐真实资料～逾期未完成变更手续的～不得为该账户办理对外支付业务。

三、上门核实人员核对情况无误后,在《开立单位银行结算账户申请书》或

《变更银行结算账户申请书》的开户银行上门核实情况栏签章。会计部门账户管理员必须凭上门核实人员的签章方可签署意见。

上门核实人员对核实情况的真实性负责。

四、各行必须对2003年9月1日《人民币银行结算账户管理办法》实施后～

新开立的所有单位银行结算账户和以字号或个人名称开立的个体工商户银行结算账

户,已销户的除外,～指定专人按上述要求逐户逐项补办实地核对确认工作～并检查是否与存款人签订了《单位银行结算账户管理协议》。如未签订协议～立即通知存款人补签协议。
