to bring our silence to an end. i bear a message of challenge, not self-congratulation. i want your attention, not your applause.i would never have asked to be hiv positive, but i believe that in all things there is a purpose; and i stand before you and before the nation gladly. the reality of aids is brutally clear. two hundred thousand americans are dead or dying. a million more are infected. worldwide, forty million, sixty million, or a hundred million infections will be counted in the ing few years. but despite science and research, white house meetings, and congressional hearings, despite good intentions and bold initiatives, campaign slogans, and hopeful promises, it is -- despite it all -- the epidemic which is winning tonight.in the context of an election year, i ask you, here in this great hall, or listening in the quiet of your home, to recognize that aids virus is not a political creature. it does not care whether you are democrat or republican; it does not ask whether you are black or white, male or female, gay or straight, young or old.tonight, i represent an aids munity whose members have been reluctantly drafted from every segment of american society. though i am white and a mother, i am one with a black infant struggling with tubesin a philadelphia hospital. though i am female and contracted this disease in marriage and enjoy the warm support of my family, i am one with the lonely gay man sheltering a flickering candle from the cold wind of his family’s rejection.this is not a distant threat. it is a present danger. the rate of infection is increasing fastest among women and children. largely unknown a decade ago, aids is the third leading killer of young adult americans today. but it won’t be third for long, because unlike other diseases, this one travels. adolescents don’t give each other cancer or heart disease because they believe they are in love, but hiv is different; and we have helped it along. we have killed each other with our ignorance, our prejudice, and our silence.we may take refuge in our stereotypes, but we cannot hide there long, because hiv asks only one thing of those it attacks. are you human? and this is the right question. are you human? because people with hiv have not entered some alien state of being. they are human. they have not earned cruelty, and they do not deserve meanness. they don’t benefit from being isolated or treated as outcasts. each of them is exactly what god made: a person; not evil, deserving of our judgment; not victims, longing for our pity -- people, ready for support and worthy of passion.my call to you, my party, is to take a public stand, no less passionate than that of the president and mrs. bush. they have embraced me and my family in memorable ways. in the place of judgment, they have shown affection. in difficult moments, they have raised our spirits. in the darkest hours, i have seen them reaching not only to me, but also to my parents, armed who heard pastor nemoellor e out of the nazi death camps to say,“they came after the jews, and i was not a jew, so, i did not protest. they came after the trade unionists, and i was not a trade the lesson history teaches is this: if you believe you are safe, you are at risk. if you do not see this killer stalking your children, look again. there is no family or munity, no race or religion, pathway with the bodies of the young -- young men, young women, young parents, and young children. one of the families is mine. if it is true that hiv inevitably turns to aids, then my children will Awesome, twentysomethings really matter.So I specialize in twentysomethings because I believe that every single one of those 50 million twentysomethings deserves to know what psychologists, sociologists, neurologists and fertility specialists already know: that claiming your 20s is one of the simplest, yet most transformative, things you can do for work, for love, for your happiness, maybe even for the world.This is not my opinion. These are the facts. We know that 80 percent of life‘s most defining moments take place by age 35. That means that eight out of 10 of the decisions and experiences and "Aha!" moments that make your life what it is will have happened by your mid-30s. Peoplewho are over 40, don‘t panic. This crowd is going to be fine, I think. We know that the first 10 years of a career has an exponential impact on how much money you‘re going to earn. We know that more than half of Americans are married or are living with or dating their future partner by 30. We know that the brain caps off its second and last growth spurt in your 20s as it rewires itself for adulthood, which means that whatever it is you want to change about yourself, now is the time to change it. We know that personality changes more during your 20s than at any other time in life, and we know that female fertility peaks at age 28, and things get tricky after age 35. So your 20s are the time to educate yourself about your body and your options.So when we think about child development, we all know that the first five years are a critical period for language and attachment in the brain. It‘s a time when your ordinary, day-to-day life has an inordinate impact on who you will become. But what we hear less about is that there‘s such a thing as adult development, and our 20s are that critical period of adult development.But this isn‘t what twentysomethings are hearing. Newspapers talk about the changing timetable of adulthood. Researchers call the 20s an extended adolescence. Journalists coin silly nicknames for twentysomethings like "twixters" and "kidults." It‘s true. As a culture, we have trivialized what is actually the defining decade of adulthood.Leonard Bernstein said that to achieve great things, you need a plan and not quite enough time. Isn‘t that true? So what do you think happens when you pat a twentysomething on the head and you say, "You have 10 extra years to start your life"? Nothing happens. You have robbed that person of his urgency and ambition, and absolutely nothing happens.And then every day, smart, interesting twentysomethings like you or like your sons and daughters come into my office and say things like this: "I know my boyfriend‘s no good for me, but this relationship doesn‘t count. I‘m just killing time." Or they say, "Everybody says as long as I get started on a career by the time I‘m 30, I‘ll be fine."But then it starts to sound like this: "My 20s are almost over, and I have nothing to show for myself. I had a better reacute;sumeacute; the day after I graduated from college."And then it starts to sound like this: "Dating in my 20s was like musical chairs. Everybody was running around and having fun, but then sometime around 30 it was like the music turned off and everybody started sitting down. I didn‘t want to be the only one left standing up, so sometimes I think I married my husband because he was the closest chair to me at 30."Where are the twentysomethings here? Do not do that.Okay, now that sounds a little flip, but make no mistake, the stakes are very high. When a lot has been pushed to your 30s, there is enormous thirtysomething pressure to jump-start a career, pick a city, partner up, and have two or three kids in a much shorter period of time. Many of these things are incompatible, and as research is just starting to show, simply harder and more stressful to do all at once in our 30s.The post-millennial midlife crisis isn‘t buying a red sports car. It‘s realizing you can‘t have that career you now want. It‘s realizing you can‘t have that child you now want, or you can‘t give your child a sibling. Too many thirtysomethings and fortysomethings look at themselves, and at me, sitting across the room, and say about their 20s, "What was I doing? What was I thinking?"I want to change what twentysomethings are doing and thinking.Here‘s a story about how that can go. It‘s a story about a woman named Emma. At 25, Emma came to my office because she was, in her words, having an identity crisis. She said she thought she might like to work in art or entertainment, but she hadn‘t decided yet, so she‘d spentthe last few years waiting tables instead. Because it was cheaper, she lived with a boyfriend who displayed his temper more than his ambition. And as hard as her 20s were, her early life had been even harder. She often cried in our sessions, but then would collect herself by saying, "You can‘t pick your family, but you can pick your friends."Well one day, Emma comes in and she hangs her head in her lap, and she sobbed for most of the hour. She‘d just bought a new address book, and she‘d spent the morning filling in her many contacts, but then she‘d been left staring at that empty blank that comes after the words "In case of emergency, please call ... ." She was nearly hysterical when she looked at me and said, "Who‘s going to be there for me if I get in a car wreck? Who‘s going to take care of me if I have cancer?"Now in that moment, it took everything I had not to say, "I will." But what Emma needed wasn‘t some therapist who really, really cared. Emma needed a better life, and I knew this was her chance. I had learned too much since I first worked with Alex to just sit there while Emma‘s defining decade went parading by.So over the next weeks and months, I told Emma three things that every twentysomething, male or female, deserves to hear.First, I told Emma to forget about having an identity crisis and get some identity capital. By get identity capital, I mean do something that adds value to who you are. Do something that‘s an investment in who you might want to be next. I didn‘t know the future of Emma‘s career, and no one knows the future of work, but I do know this: Identity capital begets identity capital. So now is the time for that cross-country job, that internship, that startup you want to try. I‘m not discounting twentysomething exploration here, but I am discounting exploration that‘s not supposed to count, which, by the way, is not exploration. That‘s procrastination. I told Emma to explore work and make it count.Second, I told Emma that the urban tribe is overrated. Best friends are great for giving rides to the airport, but twentysomethings who huddle together with like-minded peers limit who they know, what they know, how they think, how they speak, and where they work. That new piece of capital, that new person to date almost always comes from outside the inner circle. New things come from what are called our weak ties, our friends of friends of friends. So yes, half of twentysomethings are un- or under-employed. But half aren‘t, and weak ties are how you get yourself into that group. Half of new jobs are never posted, so reaching out to your neighbor‘s boss is how you get that un-posted job. It‘s not cheating. It‘s the science of how information spreads.Last but not least, Emma believed that you can‘t pick your family, but you can pick your friends. Now this was true for her growing up, but as a twentysomething, soon Emma would pick her family when she partnered with someone and created a family of her own. I told Emma the time to start picking your family is now. Now you may be thinking that 30 is actually a better time to settle down than 20, or even 25, and I agree with you. But grabbing whoever you‘re living with or sleeping with when everyone on Facebook starts walking down the aisle is not progress. The best time to work on your marriage is before you have one, and that means being as intentional with love as you are with work. Picking your family is about consciously choosing who and what you want rather than just making it work or killing time with whoever happens to be choosing you.So what happened to Emma? Well, we went through that address book, and she found an old roommate‘s cousin who worked at an art museum in another state. That weak tie helped herget a job there. That job offer gave her the reason to leave that live-in boyfriend. Now, five years later, she‘s a special events planner for museums. She‘s married to a man she mindfully chose. She loves her new career, she loves her new family, and she sent me a card that said, "Now the emergency contact blanks don‘t seem big enough."Now Emma‘s story made that sound easy, but that‘s what I love about working with twentysomethings. They are so easy to help. Twentysomethings are like airplanes just leaving LAX, bound for somewhere west. Right after takeoff, a slight change in course is the difference between landing in Alaska or Fiji. Likewise, at 21 or 25 or even 29, one good conversation, one good break, one good TED Talk, can have an enormous effect across years and even generations to come.So here‘s an idea worth spreading to every twentysomething you know. Your deliberations and decisions during these somber years have already realized part of those hopes.But the great tests and the great accomplishments still lie ahead. And in the confident expectation of those accomplishments, I would use the office which, for the time being, I hold, to assure you that the Government of the United States will remain steadfast in its support of this body. This we shall do in the conviction that you will provide a great share of the wisdom, of the courage, and the faith which can bring to thisworld lasting peace for all nations, and happiness and well-being for all men.Clearly, it would not be fitting for me to take this occasion to present to you a unilateral American report on Bermuda. Nevertheless, I assure you that in our deliberations on that lovely island we sought to invoke those same great concepts of universal peace and human dignity which are so cleanly etched in your Charter. Neither would it be a measure of this great opportunity merely to recite, however hopefully, pious platitudes.I therefore decided that this occasion warranted my saying to you some of the things that have been on the minds and hearts of my legislative and executive associates, and on mine, for a great many months -- thoughts I had originally planned to say primarily to the American people.I know that the American people share my deep belief that ifa danger exists in the world, it is a danger shared by all; and equally, that if hope exists in the mind of one nation, that hope should be shared by all.Finally, if there is to be advanced any proposal designed to ease even by the smallest measure the tensions of today’s world, what more appropriate audience could there be than the members of the General Assembly of the United Nations. I feel impelled to speak today in a language that in a sense is new, one which I, who have spent so much of my life in the military profession, would have preferred never to use. That new language is the language of atomic warfare.The atomic age has moved forward at such a pace that every citizen of the world should have some comprehension, at least in comparative terms, of the extent of this development, of the utmost significance to everyone of us. Clearly, if the peoples ofthe world are to conduct an intelligent search for peace, they must be armed with the significant facts of today’s existence.My recital of atomic danger and power is necessarily stated in United States terms, for these are the only incontrovertible facts that I know. I need hardly point out to this Assembly, however, that this subject is global, not merely national in character. On July 16, 1945, the United States set off the world’s first atomic explosion. Since that date in 1945, the United States of America has conducted forty-two test explosions. Atomic bombs today are more than twenty-five times as powerful as the weapons with which the atomic age dawned, while hydrogen weapons are in the ranges of millions of tons of TNT equivalent.Today, the United States stockpile of atomic weapons, which, of course, increases daily, exceeds by many times the total [explosive] equivalent of the total of all bombs and all shells that came from every plane and every gun in every theatre of war in all the years of World War II.A single air group, whether afloat or land based, can now deliver to any reachable target a destructive cargo exceeding in power all the bombs that fell on Britain in all of World War II. In size and variety, the development of atomic weapons has been no less remarkable. The development has been such that atomic weapons have virtually achieved conventional status within our armed services.In the United States, the Army, the Navy, the Air Force, and the Marine Corps are all capable of putting this weapon to military use. But the dread secret and the fearful engines of atomic might are not ours alone.In the first place, the secret is possessed by our friends and allies, Great Britain and Canada, whose scientific genius made atremendous contribution to our original discoveries and the designs of atomic bombs. The secret is also known by the Soviet Union.The Soviet Union has informed us that, over recent years, it has devoted extensive resources to atomic weapons. During this period the Soviet Union has exploded a series of atomic devices, including at least one involving thermo-nuclear reactions. If at one time the Unites States possessed what might have been called a monopoly of atomic power, that monopoly ceased to exist several years ago.Therefore, although our earlier start has permitted us to accumulate what is today a great quantitative advantage, the atomic realities of today comprehend two facts of even greater significance.First, the knowledge now possessed by several nations will eventually be shared by others, possibly all others.Second, even a vast superiority in numbers of weapons, and a consequent capability of devastating retaliation, is no preventive, of itself, against the fearful material damage and toll of human lives that would be inflicted by surprise aggression. The free world, at least dimly aware of these facts, has naturally embarked on a large program of warning and defense systems. That program will be accelerated and expanded. But let no one think that the expenditure of vast sums for weapons and systems of defense can guarantee absolute safety for the cities and citizens of any nation. The awful arithmetic of the atomic bomb does not permit of any such easy solution. Even against the most powerful defense, an aggressor in possession of the effective minimum number of atomic bombs for a surprise attack could probably place a sufficient number of his bombs on the chosentargets to cause hideous damage.Should such an atomic attack be launched against the United States, our reactions would be swift and resolute. But for me to say that the defense capabilities of the United States are such that they could inflict terrible losses upon an aggressor, for me to say that the retaliation capabilities of the Unites States are so great that such an aggressor’s land would be laid waste, all this, while fact, is not the true expression of the purpose and the hope of the United States.To pause there would be to confirm the hopeless finality of a belief that two atomic colossi are doomed malevolently to eye each other indefinitely across a trembling world. To stop there would be to accept helplessly the probability of civilization destroyed, the annihilation of the irreplaceable heritage of mankind handed down to use generation from generation, and the condemnation of mankind to begin all over again the age-old struggle upward from savagery toward decency, and right, and justice. Surely no sane member of the human race could discover victory in such desolation.Could anyone wish his name to be coupled by history with such human degradation and destruction? Occasional pages of history do record the faces of the ―great destroyers,‖ but t he whole book of history reveals mankind’s never-ending quest for peace and mankind’s God-given capacity to build.It is with the book of history, and not with isolated pages, that the United States will ever wish to be identified. My country wants to be constructive, not destructive. It wants agreements, not wars, among nations. It wants itself to live in freedom and in the confidence that the people of every other nation enjoy equally the right of choosing their own way of life.So my country’s purpose is to help us to move out of the dark chamber of horrors into the light, to find a way by which the minds of men, the hopes of men, the souls of men everywhere, can move forward towards peace and happiness and well-being.In this quest, I know that we must not lack patience. I know that in a world divided, such as ours today, salvation cannot be attained by one dramatic act. I know that many steps will have to be taken over many months before the world can look at itself one day and truly realize that a new climate of mutually peaceful confidence is abroad in the world. But I know, above all else, that we must start to take these steps now.The United States and its allies, Great Britain and France, have, over the past months, tried to take some of these steps. Let no one say that we shun the conference table. On the record has long stood the request of the United States, Great Britain, and France to negotiate with the Soviet Union the problems of a divided Germany. On that record has long stood the request of the same three nations to negotiate an Austrian peace treaty. On the same record still stands the request of the United Nations to negotiate the problems of Korea.Most recently we have received from the Soviet Union what is in effect an expression of willingness to hold a four-Power meeting. Along with our allies, Great Britain and France, we were pleased to see that his note did not contain the unacceptable pre-conditions previously put forward. As you already know from our joint Bermuda communiqué, the U nited States, Great Britain, and France have agreed promptly to meet with the Soviet Union.The Government of the United States approaches this conference with hopeful sincerity. We will bend every effort of our minds to the single purpose of emerging from thatconference with tangible results towards peace, the only true way of lessening international tension. We never have, we never will, propose or suggest that the Soviet Union surrender what is rightly theirs. We will never say that the people of the Russia are an enemy with whom we have no desire ever to deal or mingle in friendly and fruitful relationship.On the contrary, we hope that this coming conference may initiate a relationship with the Soviet Union which will eventually bring about a free intermingling of the peoples of the East and of the West -- the one sure, human way of developing the understanding required for confident and peaceful relations.Instead of the discontent which is now settling upon Eastern Germany, occupied Austria, and the countries of Eastern Europe, we seek a harmonious family of free European nations, with none a threat to the other, and least of all a threat to the peoples of the Russia. Beyond the turmoil and strife and misery of Asia, we seek peaceful opportunity for these peoples to develop their natural resources and to elevate their lives.These are not idle words or shallow visions. Behind them lies a story of nations lately come to independence, not as a result of war, but through free grant or peaceful negotiation. There is a record already written of assistance gladly given by nations of the West to needy peoples and to those suffering the temporary effects of famine, drought, and natural disaster. These are deeds of peace. They speak more loudly than promises or protestations of peaceful intent.But I do not wish to rest either upon the reiteration of past proposals or the restatement of past deeds. The gravity of the time is such that every new avenue of peace, no matter how dimly discernible, should be explored. There is at least one newavenue of peace which has not yet been well explored -- an avenue now laid out by the General Assembly of the Unites Nations.In its resolution of November 18, 1953 this General Assembly suggested -- and I quote -- ―that the Disar mament Commission study the desirability of establishing a sub-committee consisting of representatives of the Powers principally involved, which should seek in private an acceptable solution and report such a solution to the General Assembly and to the Security Council not later than September 1, of 1954.‖ The United States, heeding the suggestion of the General Assembly of the United Nations, is instantly prepared to meet privately with such other countries as may be ―principally involved,‖ to seek ―an acceptable solution‖ to the atomic armaments race which overshadows not only the peace, but the very life of the world. We shall carry into these private or diplomatic talks a new conception.The United States would seek more than the mere reduction or elimination of atomic materials for military purposes. It is not enough to take this weapon out of the hands of the soldiers. It must be put into the hands of those who will know how to strip its military casing and adapt it to the arts of peace.The United States knows that if the fearful trend of atomic military build-up can be reversed, this greatest of destructive forces can be developed into a great boon, for the benefit of all mankind. The United States knows that peaceful power from atomic energy is no dream of the future. That capability, already proved, is here, now, today. Who can doubt, if the entire body of the world’s scientists and engineers had adequate amounts of fissionable material with which to test and develop their ideas, that this capability would rapidly be transformed into universal,efficient, and economic usage?To hasten the day when fear of the atom will begin to disappear from the minds of people and the governments of the East and West, there are certain steps that can be taken now. I therefore make the following proposals:The governments principally involved, to the extent permitted by elementary prudence, to begin now and continue to make joint contributions from their stockpiles of normal uranium and fissionable materials to an international atomic energy agency. We would expect that such an agency would be set up under the aegis of the United Nations.The ratios of contributions, the procedures, and other details would properly be within the scope of the ―private conversations‖ I ha ve referred to earlier.The United States is prepared to undertake these explorations in good faith. Any partner of the United States acting in the same good faith will find the United States a not unreasonable or ungenerous associate.Undoubtedly, initial and early contributions to this plan would be small in quantity. However, the proposal has the great virtue that it can be undertaken without the irritations and mutual suspicions incident to any attempt to set up a completely acceptable system of world-wide inspection and control.The atomic energy agency could be made responsible for the impounding, storage, and protection of the contributed fissionable and other materials. The ingenuity of our scientists will provide special safe conditions under which such a bank of fissionable material can be made essentially immune to surprise seizure.The more important responsibility of this atomic energyagency would be to devise methods whereby this fissionable material would be allocated to serve the peaceful pursuits of mankind. Experts would be mobilized to apply atomic energy to the needs of agriculture, medicine, and other peaceful activities.A special purpose would be to provide abundant electrical energy in the power-starved areas of the world. Thus the contributing Powers would be dedicating some of their strength to serve the needs rather than the fears of mankind.The United States would be more than willing -- it would be proud to take up with others ―principally involved‖ the development of plans whereby such peaceful use of atomic energy would be expedited.Of those ―principally involved‖ the Soviet Union must, of course, be one. I would be prepared to submit to the Congress of the United States, and with every expectation of approval, any such plan that would, first, encourage world-wide investigation into the most effective peacetime uses of fissionable material, and with the certainty that they [the investigators] had all the material needed for the conduct of all experiments that were appropriate; second, begin to diminish the potential destructive power of the world’s atomic stockpiles; third, allow all peoples of all nations to see that, in this enlightened age, the great Powers of the earth, both of the East and of the West, are interested in human aspirations first rather than in building up the armaments of war; fourth, open up a new channel for peaceful discussion and initiate at least a new approach to the many difficult problems that must be solved in both private and public conversations, if the world is to shake off the inertia imposed by fear and is to make positive progress toward peace. Against the dark background of the atomic bomb, the UnitedStates does not wish merely to present strength, but also the desire and the hope for peace.The coming months will be fraught with fateful decisions. I think one difficulty is that the problem is oneof such enormous complexity that the very mass of facts presented to the public by press and radio make it exceedingly difficult for the man in the street to reach a clear appraisement of the situation. Furthermore, the people of this country are distant from the troubled areas of the earth, and it is hard for them to comprehend the plight and consequent reactions of the long-suffering peoples of Europe and the effect of those reactions on their governments in connection with our efforts to promote peace in the world.In considering the requirements for the rehabilitation of Europe, the physical loss of life, the visible destruction of cities, factories, mines, and railroads was correctly estimated, but it has become obvious during recent months that this visible destruction was probably less serious than the dislocation of the entire fabric of European economy. For the past ten years conditions have been highly abnormal. The feverish preparation for war and the more feverish maintenance of the war effort engulfed all aspects of national economies. Machinery has fallen into disrepair or is entirely obsolete. Under the arbitrary and destructive Nazi rule, virtually every possible enterprise was geared into the German war machine. Long-standing commercial ties, private institutions, banks, insurance companies, and shipping companies disappeared through loss of capital, absorption through nationalization, or by simple destruction. In many countries, confidence in the local currency has been severely shaken. The breakdown of the business structure of Europe during the war was complete. Recovery has been seriously retarded by the fact that two years after the close of hostilities a peace settlement with Germany and Austria has not been agreed upon. But even given a more prompt solution ofthese difficult problems, the rehabilitation of the economic structure of Europe quite evidently will require a much longer time and greater effort than had been foreseen.There is a phase of this matter which is both interesting and serious. The farmer has always produced the foodstuffs to exchange with the city dweller for the other necessities of life. This division of labor is the basis of modern civilization. At the present time it is threatened with breakdown. The town and city industries are not producing adequate goods to exchange with the food-producing farmer. Raw materials and fuel are in short supply. Machinery, as I have said, is lacking or worn out. The farmer or the peasant cannot find the goods for sale which he desires to purchase. So the sale of his farm produce for money which he cannot use seems to him an unprofitable transaction. He, therefore, has withdrawn many fields from crop cultivation and he's using them for grazing. He feeds more grain to stock and finds for himself and his family an ample supply of food, however short he may be on clothing and the other ordinary gadgets of civilization.Meanwhile, people in the cities are short of food and fuel, and in some places approaching the starvation levels. So, the governments are forced to use their foreign money and credits to procure these necessities abroad. This process exhausts funds which are urgently needed for reconstruction. Thus, a very serious situation is rapidly developing which bodes no good for the world. The modern system of the division of labor upon which the exchange of products is based is in danger of breaking down. The truth of the matter is that Europe's requirements for the next three or four years of foreign food and other essential products -- principally from America -- are so much greater than herpresent ability to pay that she must have substantial additional help or face economic, social, and political deterioration of a very grave character.The remedy seems to lie in breaking the vicious circle and restoring the confidence of the people of Europe in the economic future of their own countries and of Europe as a whole. The manufacturer and the farmer throughout wide areas must be able and willing to exchange their product for currencies, the continuing value of which is not open to question.Aside from the demoralizing effect on the world at large and the possibilities of disturbances arising as a result of the desperation of the people concerned, the consequences to the economy of the United States should be apparent to all. Such assistance, I am convinced, must not be on a piecemeal basis, as various crises develop. Any assistance that this Government may render in the future should provide a cure rather than a mere palliative. Any government that is willing to assist in the task of recovery will find full cooperation, I am sure, on the part of the United States Government. Any government which maneuvers to block the recovery of other countries cannot expect help from us. Furthermore, governments, political parties, or groups which seek to perpetuate human misery in order to profit there from politically or otherwise willencounter the opposition of the United States. It is already evident that before the United States Government can proceed much further in its efforts to alleviate the situation and help start the European world on its way to recovery, there must be some agreement among the countries of Europe as to the requirements of the situation and the part those countries themselves will take in order to give a proper effect to whatever actions might be undertaken by this Government.
