论国内旅游业提起旅游业，人们想到的往往是国际旅游业。
其实，国内旅游业也是旅游业中一个极其重要的组成部分。
从理论和实践的结合上，深刻认识国内旅游业的地位、作用及其发展条件，对于发展我国旅游业具有十分重要的意义。
一、国内旅游业在国民经济中的地位和作用国内旅游是社会公民一种重要的消费形式，其发展是一个国家国民生活水平提高的象征。
我国国内旅游发展到今天已经有了一定的规模和影响，但从总的方面看，仍处于一种自发无序的状态。
要改变这种状况，使国内旅游尽快发展起来，首先必须提高对国内旅游业在国民经济中的地位和作用的认识。
第一，发展国内旅游业具有回笼货币，促进市场繁荣，保证国民经济稳定发展的作用。
十一届三中全会以来，我国人民生活水平提高很快，居民购买力大大增强。
1980年底，全国居民积余购买力仅为804亿元，1985年就增加到2500亿元,1990年则增加到7034亿元。
十年内，平均每年增长25％。
如此巨大的积余购买力，一方面反映了城乡居民收入的增加，人民生活水平的提高，另一方面也是稳定市场、稳定社会的隐患。
如何引导好居民积余购买力是保证国民经济稳定发展的一个重要问题。
目前，证券投资、高档耐用消费品消费已成为引导居民积余购买力的重要途径，但都不能完全解决居民积余购买力的货币回笼问题。
近几年，居民证券投资有较大发展。
但由于投资市场的发育还处于初始阶段，将居民积余购买力引向投资的规模还是有限的，消费品市场中高档耐用消费品对于吸纳居民积余购买力起了很大的作用。
但近几年又趋饱和状态。
在证券投资、高档耐用消费品都难以完全缓解居民积余购买力的压力的情况下，发展国内旅游业，大量吸纳消费资金，回笼货币已成为引导居民积余购买力的又一重要途径。
据世界旅游组织统计，1990年全世界国内旅游收入达2．4万亿美元，加上国际旅游收入总计达2.65万亿美元，与能源、汽车制造等重要产业并驾齐驱，已成为世界经济中三个最大的产业之一，我国国内旅游业近几年发展也相当快，经济效益也不断提高。
“七五”期间，我国国内旅游者共13．9亿人次，年均2．7亿人次，收入753亿元，年均收入150．6亿元。
1992年，国内旅游人数达到3．3亿人次,回笼货币则达到250亿元。
实践证明，适当引导人们的旅游消费，发展国内旅游业确实不失为一种回笼货币、减少市场压力、促进国民经济发展的有效途径。
第二，发展国内旅游业可以提供更多的劳动就业机会。
旅游业是一项综合性极强的服务行业。
要满足旅游者多方面的需要，就要发展相应的直接间接的提供服务的行业。
据测算，旅游业每增加一个直接就业人数，社会间接就业人数就可增加5个以上。
因此，发展旅游业促进第三产业的发展,可以为人们提供大量的工作岗位。
第三，发展国内旅游业还可以促进其他产业的发展，改善国民经济结构。
旅游业的发展，必须既建立在一定物质资料生产发展基础上，同时又能促进经济部门的发展，起着改善国民经济的作用。
这是因为旅游业的发展能刺激旅游者的消费，从而可以形成和扩大新的消费市场。
要满足因旅游业的发展而扩大的消费，就要增加生产扩大服务。
由于旅游而刺激的消费，是一种较高水平的消费，对消费品和服务的要求，无论是从质量上还是从数量上说都比较高。
在更新换代方面，某些旅游消费品的周期更短，这就对生产和服务部门提出了更高的要求。
因此，旅游消费这种新形式就成了推动生产发展的新动力，为其他部门、行业开辟新的生产门路提供了可能。
同时，旅游业的发展还会促进各种经济信息的交流，为新产业的产生提供了条件。
国内旅游业这些作用都能促进国民经济结构的调整和改善。
第四，发展国内旅游还可以振兴繁荣地方经济。
我国地大物博，旅游资源非常丰富。
各地都可以从本地实际出发，因地制宜发展国内旅游业，促进本地经济的发展。
特别是一些经济水平较低而旅游资源又较丰富的地区，通过发展国内旅游业繁荣本地经济是一条较好的路子。
陕西省汉中地区的南郑县，曾经是一个长期吃国家财政补贴的贫困县，但近年来，工农业总产值却跃居汉中地区之首，成为全省财政收入突破5000万元的县之一。
实现这一巨大变化的原因之一，是这几年南郑县新开辟了一个南湖风景区，大力发展旅游业。
贵州黄果树瀑布附近的村寨农舍，过去多是低矮简陋的石板房，村民中不少人靠政府救济过日子。
这几年随着游客增多，各种旅游服务设施都建起来了，过去与经商无缘的农民，现在也做起了生意，有的还发了大财。
1988年该镇储蓄达418万元,成了有名的万元户镇。
旅游业不仅对落后地区的经济有较大的推动作用，对发达地区的经济的推动作用也很明显。
如欧美一些大部市、亚洲四小龙的腾飞等，旅游业都起了重要作用。
1991年上海对从事国内旅游业的旅行社提出“三个一”的要求，即吸引每一个淤客在上海多住一晚，旅游档次提高一档，多购物一百元。
通过工作，1992年上半年国内游客在沪逗留时间达2一3天。
大部分住进了二星宾馆，少数还住进了三星宾馆,在沪购物人均达900元。
如果进上海的外地人口中有十分之一通过工作能达到这个水平，将会是上百亿的消费，这对上海商业、轻纺工业等将会形成巨大的推动力。
第五，发展国内旅游业还可为国家建设积累资金，对提高全社会的经济效益有积极作用。
大力发展国内旅游业，鼓励人们在旅游方面多消费，将会给国家、社会实现更多的利润，从而为国家经济建设积累资金。
同时，由于旅游业具有特殊的产业功能，发展旅游业所产生的乘数效应对提高全社会的经济效益作用更为明显。
按照我国目前国内旅游一年3亿人次的规模，以1991年对赴京旅游者调查测算,以每次旅游消费606元来计算，国内旅游收入则可达1818亿元,约等于我国1990年国民生产总值17400亿元的10．45％，按目前我国消费水平计算，每1元的直接收入可以产生3．03元的总经济效益，那么1818亿元的直接经济收入将产生5508．5的总经济效益，可见，通过发展国内旅游业提高社会经济效益，确实是一项具有积极作用的重要措施。
第六，发展国内旅游业有利于国民文化交流，解放思想，更新观念，促进精神文明建设，提高生活质量。
首先，发展国内旅游是满足人民日益增长的物质文化需要的重要途径。
随着经济的发展，人民生活水平的提高，要求旅游的愿望越来越强烈，出门旅游的人数与日俱增，发展国内旅游业就成为满足人民群众日益增长的物质文化需要的不可缺少的途径。
其次，发展国内旅游业对于激发人民的爱国主义热情，增进人们的身体健康，提高生活质量具有较大的作用。
旅游者游览祖国锦绣山河和名胜古迹，对其开阔眼界，陶冶情操，扩大信息交流，增强身心健康都有积极的作用。
尤其是在青少年中开展爱国主义教育，国内旅游发挥的作用更为明显。
过去开展的“夏令营”学习周等活动，寓思想教育和传授知识于旅游之中，使青少年学到了书本上学不到的知识，激发了青少年振兴中华的热情，这些形式可以为发展国内旅游所惜鉴。
再次，发展内旅游还可以促进思想观念的更新，从而提高人民的素质。
国内旅游发展所形成的游客流是信息流、观念流的载体。
这些信息、观念、思维、生活方式的传播，可以起着打破当地封闭保守思想、引发思维观念更新的作用。
中国社会经济落后的一个重要原因，是闭塞、愚昧的观念阻碍了社会的进步。
通过发展国内旅游业，强化人们之间的思想文化交流，更新思想观念，其意义比因发展旅游所获得的经济效益要深远得多。
至于国内旅游业对精神文明建设的作用，已经越来越为人们所认识。

综上所述，国内旅游业是一项具有特殊作用的行业。
无论对于社会主义物质文明还是精神文明建设都有十分重要的促进作用。
因此，发展国内旅游业应当引起社会各界特别是旅游界的充分重视。
二、国内旅游业与国际旅游业的关系发展国内旅游业，除了要提高其在国民经济中的地位和作用的认识外，还要正确认识和处理好国内旅游与国际旅游的关系。
人类旅游行为是由国内旅游和国际旅游两大部分构成的。
两者的关系可以用两句话来表达：国内旅游是国际旅游的基础和先导；国际旅游是国内旅游的延伸和发展。
