基地内主要为村庄建设用地、耕地和一处建设完备的浐灞城市 商业广场。建设情况相对单一，利于快速开发建设。
The site is adjacent to the City Expressway East third ring and Guang'an Road, and it is influent by Andi overpass. The protective green of the city road and the overpass account for more than 40% of the total area. The 50 meters green belt along Guang'an road and East third ring road can be designed with the landscape of the site.
As the core area of the CBD, the site is facing great opportunities for development. It will be the name card of the regional and city. Through the study of advanced planning concepts and planning process of CBD in domestic and foreign countries, we can thought the emphasis and difficulties in the planning and construction of the project.

从西安主城区进入CBD的主要通道广安路，东三环穿越地块，向南 可快速通达曲江新区，向北可快速到达国际港务区，沿绕城高速—机场 专用高速可快速到达西安咸阳国际机场。
As a public functions of the city, business district has been formed the pattern that clock values is the core and the Xiaozhai, high-tech, Tumen, Yanta business district achieve common development. Chan-Ba ecological district is located in the northeast of Xi'an.It is necessary to form a economies center in scale of regional.
In 2015 the opening of metro line three will further optimize the network structure of the urban centers , expand the scale of network, at the same time, strengthen the link of the urban core area and peripheral groups.
The convenient traffic make the concept of the New District and suburban gradually fade. People will be more yearning for the new district of convenience and better natural environment.

优越的交通区位使基地具有较高的可达性，有利于区域消费市场的 构建，使地块具有更强的辐射能力。
Guang'an Road and East third ring Road are the main channel from the Xi'an city into the CBD. It is convenient to Qujiang district in south direction, the International port district in north direction, airport high-speed dedicated to Xi'an Xianyang International Airport along the airport high-speed and the beltway .

基地位于浐河与灞河交汇处的西安金融商务 区范围内。
金融商务区的规划建设将会为西安及整个浐 灞生态区带来深远的影响，它将成为一个提供 13万就业岗位，3-5万居住人口的西部国际化 CBD。
The Planning and construction of Finance and Business district will bring far-reaching influence on Xi'an and the Chan-Ba Ecological District. It will become a CBD which is international in western area of China and it will have a population of 3-5millions and provide 130000 jobs.
