术语规范2019-08-15术语是传播知识、技能，进⾏社会⽂化、经济交流所不可缺少的重要⼯具。
术语和⽂化，如影之随形，须臾不离。
不同的⽂化要⽤不同的术语来说明，吸收外来⽂化，同时必须吸收外来术语。
随着社会的发展进步，新概念⼤量涌现，必须⽤科学的⽅法定义、指称这些概念。
⼀、古⽼的科技⽂明，悠久的术语规范传统中国是世界⽂明古国，古代科学技术⼗分发达，在世界科学技术发展史上曾经占据重要地位，其科技名词术语的出现也较为久远。
早在2000多年前，中国的第⼀部辞书《尔雅》中就收列了不少术语，包括⼈⽂科学、⾃然科学初始的名词概念；唐代《⼀切经⾳义》注释了佛教⽤语；北宋年间的《营造法式》规定了建筑业的术语；明代李时珍的《本草纲⽬》命名了⼤量动物、植物和矿物；徐光启在《农政全书》中创造了⼤量农业、⼟壤和⽔利⼯程⽅⾯的术语；宋应星的《天⼯开物》中有⼤量⼯程技术术语；其他如清代的《格致镜原》以及1936年编纂完成的《辞海》等⼯具书，都表明我国在术语⼯作⽅⾯早已存在着科学的命名和释义原则。
从元代开始，西学东渐使西⽅近代科学技术的概念开始引进中国。
1583年意⼤利传教⼠利玛窦来华以后，数百年间，中国学者翻译了⼤量西⽅科学著作如《⼏何原本》、《天⽂举要》、《测量要义》、《⾦⽯鉴别》、《地学浅释》、《化学鉴原》、《天演论》等等。
在这些译著中，简明、精确地创⽴了⼀批反映科技新概念的译名（粟武宾，1990）。
在外语辞书⽅⾯，早在明代，就有《华夷辞典》问世，其中译有西天语（梵语）、阿拉伯语等基本词汇（龚莉，2003）。
术语随科学的发展⽽发展，随知识的传播与交流⽽出现了规范统⼀的需求。
1904年，由杜亚泉翻译并由商务印书馆出版了中学教科书《植物学矿物学》和《最新矿物学》，其中引进、创造了很多矿物学新名称和名词术语（潘云唐，2003）。
1908年商务印书馆出版了《物理学语汇》、《化学语汇》，这是中国最早出版的科学词汇辞书。
1915年该馆出版的《华英⼯程字汇》，是由中国学者⾃编的最早的专科辞书之⼀。
教育部颁布的新词语
教育部和国家语委最新发布的《2007年中国语言生活状况报告》显示，这254条汉语新词语中，后缀带“族”、“客”、“奴”、“友”、“门”、“吧”、“日”等的词族化的新词语占了27.55%；而减排、炒股、嫦娥、生猪等反映去年社会热点的词语，则成了2007年度的高频词语。
新词语有五大特点新词语是语言对社会变化表现最敏感的部分，它凸显了语言的动态变化，是语言监测的重要内容之一，也是人们关注的焦点。
在这些新词语中，有许多就反映了人们的关注点，如黑砖窑事件、次贷、和谐号、大小非、D字头、排队日、奥运钞等。
2007年的新词语监测工作，是在国家语言资源监测语料库中2007年度10.07亿字语料的基础上做的，采用先机器提取、后人工干预的方法，并通过网上公布、听取群众意见，最终采集了254条新词语。
这些新词语表现出的特点有：一是多字词语占优势，其中三字词语36.61%，四字词语28.35%；二是大量使用词语模类推构词，词族化表现明显，运用较多的类后缀有“族”、“客”、“奴”、“友”、“门”、“吧”、“日”等；三是名词性词语最多，占91.33%；四是构成材料以汉字为主，兼有别样，254个新词语中有13个字母词；五是新词语来源于多个渠道，分布在不同领域，反映了社会生活的方方面面，其中生活、文化、科技和经济领域产生的新词语较多，占67.32%。
股市跌宕起伏衍生高频字利用频率比值对比分析2006年与2007年的语料，2007年频率比值较大的“跌”、“涨”、“股”、“幅”、“券”几个字都和股票有关。
十七大的召开使得“党”字的频率比值也增大。
此外，2007年猪肉价格上涨，使得“肉”字的频率比值较大。
对比近三年来前600个使用频率最高的汉字，可以很好地看出经济社会的发展变化。
例如，“涨”、“季”、“盘”、“楼”、“均”等字在2007年都排到了前600位，而这些字在前两年的调查中均在600位之后。
2007年使用频次最高的成语为“一网打尽”。

外国语言文学类教学质量国家标准1概述外语类专业是全国高等学校人文社会科学学科的重要组成部分，学科基础包括外国语言学、外国文学、翻译学、国别与区域研究、比较文学与跨文化研究，具有跨学科特点。
外语类专业可与其他相关专业结合，形成复合型专业，以适应社会发展的需要。
本标准是全国高等学校外语类本科专业准人、建设和评价的依据。
各高校外语类专业应根据本标准制定适应社会发展需要、体现本校定位和办学特色的培养方案。

教育部关于印发《加强外语教育的几点意见》的通知正文：---------------------------------------------------------------------------------------------------------------------------------------------------- 教育部关于印发《加强外语教育的几点意见》的通知（（79）教高一字027号）各省、市、自治区文教办、高教局、教育局、各直属院校：经国务院批准，我们于一九七八年八月二十八日至九月十日在北京召开了全国外语教育座谈会。
会议总结了建国以来外语教育的经验教训，讨论了加强外语教育，提高外语教育水平，为实现四个现代化培养外语人才的办法和措施。
同时，还就外语师资队伍建设、教材编写、电化教学、科学研究等方面的规划进行了讨论。
会议提出的《加强外语教育的几点意见》，经国务院批准，现发给你们，请按各地、各校实际情况，研究执行。
此件可向外语院系师生传达。
附件：加强外语教育的几点意见一九七九年三月二十九日附件加强外语教育的几点意见为了实现四个现代化，加强我国与世界各国人民的友好往来，建立国际反霸统一战线，迫切需要加强外语教育，培养大批又红又专的外语人才。
高水平的外语教育同时也是提高整个中华民族科学文化水平的重要组成部分，是一个先进国家、先进民族所必须具备的条件之一。
因此，各级教育行政部门和学校领导，必须充分认识外语教育的重要作用，彻底批判“四人帮”鼓吹的“不学ABC，照样干革命”的反动谬论，采取有力措施，加强对外语教育的领导。
要解放思想，冲破林彪、“四人帮”设下的禁区，努力创造外语学习的条件，让师生接触现代外语，迅速改变外语教育的封闭状态。
战斗在外语教学工作岗位上的教师和干部要充分看到当前的紧迫形势，努力在三五年内改变外语教育的落后面貌，为把我国建设成为社会主义现代化强国作出贡献。

中文学术文章英文摘要中人名的翻译规范作者：杨伟超陈伟哲王委委来源：《科技经济市场》2014年第08期摘要：随着中国科学技术的迅速发展和对外交流的增加，学术期刊数量越来越多，许多重要的学术期刊要求科研论文要求将作者的姓名、工作单位及其所在地翻译为英语。
汉语拼音因其天然的优势成为汉语专有名词罗马化的首选。
汉语拼音方案和汉语拼音正词法基本规则成为国家标准。
在翻译过程中，中国学术期刊（光盘版）检索与评价数据规范应运而生。
不同的规范导致人名翻译的混乱。
本文选取了22种语言学CSSCI来源期刊和11种地球物理类核心期刊，以求得数据的广泛代表性，分析了这些期刊人名翻译所遵循的标准。
在熟读国家标准和相关翻译理论后，发现最常用的标准正是国家标准。
国家标准始终是中文期刊英文摘要中专有名词英译的唯一官方标准，任何其他标准都不能取代国家标准。
译者要严格遵循国家标准，不懈努力，中文专有名词英译的统一性和阅读性能够取得进步。
关键词：人名；英译；期刊；GB/T 16159-1996；CAJ-CD B/T 1-2005随着科技的发展和社会的进步，越来越多的期刊成为国内学者与外国学者进行学术交流的平台。
据统计，2008年，我国有9648种期刊，期中包括1800多种核心期刊，大多数核心期刊要求中英文摘要[1]。
由于格式要求不同，各期刊的英文摘要区别很大。
英文摘要中的人名翻译尤其混乱。
以"沈家煊"为例，在英文翻译中，中国作者的姓有的被放在姓名的最前边（Shen Jiaxuan），有的被放在名字的后边（Jiaxuan Shen）；姓氏首字母大写（Shen），或者姓氏的全部字母大写（SHEN）；多音节的名字有的被视为一个单词（Jiaxuan，Jia-xuan），有的被视为两个词（Jia Xuan）。
这样以来，一个中国人名就可以被译成至少6种形式，给中外读者带来很多困惑和麻烦。
这些问题给中外读者造成了很多困惑。

国家标准《语种名称代码第1部分：2字母代码》（征求意见稿）编制说明一、背景国家标准《语种名称代码第1部分：2字母代码》制定项目由中国标准化研究院提出，于2003年列入国家质量监督检验检疫总局制、修订国家标准项目计划，项目编号：国家质量技术监督局99-9。
该标准由中国标准化研究院负责起草，计划于2004年12月完成。
ISO/TC37/SC2“术语工作（原则与协调）技术委员会第2分委员会—词汇规划”和ISO/TC46/SC4“信息和文献技术委员会第4分委员会—信息和文献工作中计算机的应用”联合制定了国际标准ISO 639-1:2002 Codes for the representation of names of languages—Part 1: Alpha-2 code（语种名称代码第1部分：2字母代码）。
该标准是ISO 639“语种名称代码”系列标准之一。

二、标准的目的和主要内容ISO639提供两个语种代码来代表语种名称，一个是2字母代码（ISO639-1），另一个是3字母代码（ISO639-2）。
ISO639-1主要是用于术语、辞书编纂和语言学，也适用于任何需要以2字母代码形式表示语种的工作领域（尤其是计算机系统）。
ISO639-2不仅包括ISO639-1中的全部语种，也包括ISO639-1以外的语言，同时还包括集合语种，以便当需要更详细编码时能进行特殊目的的编码。
ISO639-1中列出的语种是ISO639-2中语种的子集，2字母代码中的每个语种代码在3字母代码表中都有对应的代码，但3字母代码中的每个语种代码不一定在2字母代码表中有对应的代码。
