摘要：利用上述对比性案件，对案例展现出的网络言论自由和失范主题性法律问题开展全面的深入探究，全面探究网络言论的产生和特点、言论自由的特点以及价值、具体的完成方式，和具体的失范类型化、网络谣言传播的动力机制、具体流程、对大众危害性以及互联网上法治建设的不足等问题。此外全面探究公民怎样对待网络言论以及言论自由和失范身后的价值矛盾以及调整的问题，且针对言论自由的合理行使清楚指出必须的边界，对怎样打击以及限制失范性言论特别是网络谣言指出合理的方案。
