所指范围虽然稍大,但也极其明确:金融仅指这个范围内的微观运行机制。

比较上述两者,可以粗略地将金融以“宽”口径、“窄”口径加以区分。

2.“金融”这个中文词并非古已有之“金”与“融”连起来组成的“金融”始于何时,无确切考证。

分析应在19世纪后半叶,那时正是现代西方文化东渐之际。

现在,在工具书中都是把金融与finance对应;在日常交往中,人们也是简单互译。

3.西方人对finance的用法如果简单概括,西方人对finance的用法也不只限于一种,大体可归纳为三种口径:(1)最宽泛的是诠释为:货币的事务、货币的管理、与金钱有关的财源等。

具体包括三个方面:政府的货币资财及其管理,归之为public finance;工商企业的货币资财及其管理,归之为corporate finance;个人的货币资财及其管理,归之为personal budget,即个人收支。

第26章货币经济与实际经济26.1 复习笔记一、两个两分框架1.两个两分框架由商品货币关系全面覆盖的经济模型,存在两个由两分法构成的分析框架:(1)任何产出和任何经济集合都具有相互依存的两个方面:实际方面和名义方面;(2)任何微观经济行为主体和任何社会经济体所拥有的资产、财富都由两种形态构成:实际形态和货币形态;就整个社会经济过程来说,则相应一分为二:实际经济和货币经济。

比如,GDP和GNP,都有名义和实际的区别。

3.名义与实际的多重用法当价格长期不变时,对单一事物来说,名义与实际的区分意义不大。

但度量任一经济集合,不依靠其名义方面则难以进行。

比如GDP、GNP的度量,可以把握的也只能是以货币表示的名义量。

在通货膨胀与通货紧缩的条件下,名义与实际的关系有这样一些类型:(1)商品与服务的名义与实际:在这一领域,由于通货膨胀,价格上涨;由于通货紧缩,价格下跌,名义量会有极大变化。

但名义量的变化无论有多大,也改变不了实际的量。

(2)利率、汇率、工资率的名义与实际:这些率的名义形态和实际形态都是货币形态。

第一章货币与货币制度1.钱、货币、通货、现金是一回事吗?银行卡是货币吗?答:(1)钱、货币、通货、现金不是一回事,虽然其内容有所重叠,但这几个概念之间是有区别的。

钱是人们对货币的俗称。

经济学中被称为货币的东西,就是在日常人们生活中被称为钱的东西。

货币是由国家法律规定的,在商品劳务交易中或债务清偿中被社会普遍接受的东西。

通货即流通中的货币,指流通于银行体系外的货币。

现金就是指家庭个人、工商企业、政府部门所拥有的现钞,包括纸币现钞、硬币现钞。

现金是货币的一部分,这部分货币的流动性强,使用频率高,对人们日常消费影响大。

(2)银行卡亦称“塑料货币”,是由银行发行,供客户办理存取款等业务的新型服务工具的总称,包括信用卡、支票卡、记账卡、自动出纳机卡、灵光卡等。

各种银行卡是用塑料制作的,可用于存取款和转账支付。

现在,特别在西方发达国家,各种银行卡正逐步取代现钞和支票,成为经济生活中广泛运用的支付工具。

因此,在现代社会银行卡也属于货币。

2.社会经济生活中为什么离不开货币?为什么自古至今,人们又往往把金钱看作是万恶之源?答:(1)社会经济生活离不开货币,货币的产生和发展都有其客观必然性。

物物交换的局限性要求有某种商品充当共同的、一般的等价物,而金银的特性决定其成为货币的天然材料。

作为货币的金银等贵金属,便于携带、铸造和分割,大大推动了商品经济的发展。

随着经济的发展,货币形态不断发生变化。

经历了实物货币阶段、贵金属货币阶段、代用货币阶段和信用货币阶段。

当今货币正朝着专门化、无体化、扩张化、电子化的趋势发展。

但不管货币的具体形态如何,都是媒介商品经济所必需的。

货币节省了社会劳动,促进了市场经济的有效率的发展。

对货币的使用是实现市场对资源合理配置的必要条件,也是市场经济正常运行的必要条件。

从这个意义上说,市场经济实际上是一种货币经济:货币方便了市场交换,提高了市场效率;货币保证了社会需求的实现,促进了市场对资源的有效配置。

从交易成本上看,节约是经济生活中最基本的规律。

经济行为的演化与交易成本有紧密的联系:演化的方向总是从交易成本较高的趋向交易成本较低的。

经济制度、经济结构、经济活动方式之所以这样演化而不是那样演化,最终都可以从社会费用、社会成本的节约找到解答。

人们不论怎样按照自己的思路去营造一个经济理想国,其成败利钝最终取决于是否合乎这样的规律而不取决于主观愿望。

通过货币的交易取代物物交易也同样是如此。

(2)货币原本同斧头、猪、牛一样是商品,但由于固定充当与其他商品相交换的一般等价物,因此成为了社会财富的一般性代表。

货币并非财富本身,但有人将其夸大为“唯一的”财富,为了获得它而不择手段,甚至谋财害命,因而货币被看作是万恶之源。

其实货币本身是中性的,它只是交换其他商品的媒介,由于人们对其态度不同,而被赋予了感情色彩。

3.货币种种形态的演进有何内在规律?流通了几千年的金属货币被钞票和存款货币所取代,为什么是历史的必然?答:(1)当货币在生活中的重要性日益加强时,一般说来,作为货币的商品就要求具有如下四个特征:一是价值比较高,这样可用较少的媒介完成较大量的交易;二是易于分割,即分割之后不会减少它的价值,以便于同价值高低不等的商品交换;三是易于保存,即在保存过程中不会损失价值,无须支付费用等;四是便于携带,以利于在广大地区之间进行交易。

事实上,最早出现的货币就在不同程度上具备这样的特征。

随着交换的发展,对以上四个方面的要求越来越高,这就使得世界各地历史上比较发达的民族,先后都走上用金属充当货币之路。

充当货币的金属主要是金、银、铜,而铁作为货币的情况较少。

金属货币流通及其以前货币形态的演变基本上遵循了上述四个特征的要求,随着商品交换深度和广度的发展,其形态越来越先进。

(2)金属货币与实物货币相比,有很多优点,但最终还是退出了历史舞台,取而代之的是信用货币,之所以说这是历史的必然是因为:①金属货币的产量跟不上经济的发展,币材的日益匮乏使人们开始寻找可以适应成倍增长的经济量的货币形式。

②金银的国际分布极不平衡,动摇了自由铸造、自由输出入和自由兑换等贵金属流通的基础。

③在金银复本位条件下,金贵银贱引起了“劣币驱逐良币”的现象,这极大地撼动了复合金本位的根基,随后的金本位制虽然克服了“劣币驱逐良币”的不良后果,但因银退出了主币行列,所以使得原来就不足的货币金属量更显匮乏。

④货币信用理论的发展和奥匈帝国打破“黄金桎梏”的实践使各国商业银行开始大量发行银行券,公众则因金属货币流通、携带及保存的不方便而逐渐接受了银行券。

同时各国都意识到金属货币在流通中不断磨损是一种社会财富的浪费,也鼓励和支持银行券的流通。

⑤经济危机使各国在贸易、金融等方面纷纷树起了壁垒。

尤其是在古典重商主义的影响下,人们认为金银即国家财富,因此,各国都把金银作为战略物资管制起来。

另外,连绵不断的战争和财政赤字使各国进一步管制黄金并大量发行不兑换银行券和纸币。

4.就你在生活中的体验,说明货币的各种职能以及它们之间的相互关系。

如果高度地概括,你认为货币职能最少不能少于几个?答:(1)按照马克思的货币职能观,货币具有价值尺度、流通手段、贮藏手段、支付手段和世界货币五种职能。

在生活中,当货币表现和衡量商品价值时,就执行着价值尺度职能;货币在商品交换过程中发挥媒介作用时,便执行流通手段职能;货币退出流通,贮藏起来,就执行贮藏手段的职能;货币作为交换价值而独立存在,非伴随着商品运动而作单方面的转移,其执行着支付手段职能;当货币超越国界,在世界市场上发挥一般等价物作用时便执行世界货币的职能。

货币的五种职能并不是各自孤立的,而是相互联系的,每一个职能都是货币作为一般等价物的本质的反映。

其中,货币的价值尺度和流通手段职能是两个最基本的职能,其他职能是在这两个职能的基础上产生的。

所有商品首先要借助于货币的价值尺度来表现其价格,然后才通过流通手段实现其价值。

正因为货币具有流通手段职能,随时可购买商品,货币能作为交换价值独立存在,可用于各种支付,所以人们才贮藏货币,货币才能执行贮藏手段的职能。

支付手段职能是以贮藏手段职能的存在为前提的。

世界货币职能则是其他各个职能在国际市场上的延伸和发展。

从历史和逻辑上讲,货币的各个职能都是按顺序随着商品流通及其内在矛盾的发展而逐渐形成的,从而反映了商品生产和商品流通的历史发展进程。

(2)货币的职能最少不能少于三个,即赋予交易对象以价格形态、购买和支付手段、积累和保存价值的手段。

①现代的经济生活中,作为交易的对象都具有以一定的货币金额表示的价格。

马克思把货币赋予交易对象以价格形态的职能定名为价值尺度。

交易对象如果不具备用一定金额表示的价格,则无从设想交易如何进行;或者说,没有价格的对象就不称其为交易对象。

②在商品流通中,起媒介作用的货币,被称为流通手段或购买手段。

在赊买赊卖过程中,要以货币的支付结束一个完整的交易过程;这时,货币已经不是流通过程的媒介,而是补充交换的一个独立的环节,即作为价值的独立存在而使早先发生的流通过程结束。

结束流通过程的货币就是起着支付手段职能的货币。

③当具备给出价格和交易媒介职能的货币一经产生,便立即具备了用来积累价值、保存价值、积累财富、保存财富的职能。

5.如何定义货币,才能最为简明易懂地概括出这一经济范畴的本质?答:如何界定货币,由于时代背景、观察角度、观察深度、侧重于理论剖析与侧重于解决处理实际问题的需要的不同而不同。

对于像货币这样的经济范畴,如不从不同视角、不同深度来认识其性质,不可能有稍许全面的理解。

(1)马克思从职能角度给货币所做的界定较简明完整。

那就是价值尺度与流通手段的统一是货币。

马克思论证货币起源的思路及有关行文,可以归结出这样的界说:货币是商品世界中排他性地起一般等价物作用的特定商品;进行简化,则成为“起一般等价物作用的商品”。

现在的问题是,各国的货币运动都与最后一个在世界范围内起一般等价物作用的货币商品——黄金——割断了联系。

在这种情况下,如果不是把一般等价物拘泥地解释为某种商品,而是解释为某种“等价形态”,那么一般等价物的界说依然可以沿用下来。

至于其不断深化的内涵,无疑需要加以探讨。

上面讲解了两条:其一,货币是普遍被接受的作为购买、支付的手段(隐含着赋予交易对象以价格形态的前提);其二,货币是市场经济中的一般等价形态。

以此来回答货币的界说或定义的问题。

综合以上两点,或许可以说达到起码的要求。

(2)自凯恩斯经济理论流行以来,“流动性”几乎成为货币的同义语。

在凯恩斯那里,流动性的概念则仅仅赋予货币。

如果就“流动”的性能来把握,与任何商品比,与任何有价证券相比,货币的流动性都是最高的。

在现在的经济文献中,“流动性”有时指的就是货币,有时指的范围比较大,如包括国家债券等,需注意区分。

(3)将货币看成社会计算工具或“选票”。

这是从货币在“看不见的手”或通常所说的“价值规律”之中发挥作用的角度所给出的界说。

从劳动价值观的视角来看,生产劳动是否是社会分工的有机构成部分,从而是否为社会所需要,必须通过商品与货币的交换来检验:假使商品生产者的产品不能卖掉它,即不能用它获得货币,证明这样的生产劳动不为社会所需要;反之,产品能够卖掉,即能够换成货币,则证明这样的生产劳动的确是社会所需要。

正是这些货币信息,使得不依人们意志为转移的客观规律指挥着生产要素的重新配置。

列宁特别重视这一点,并把货币表述为“社会计算”的表现形式。

撇开是否遵循劳动价值论的区别,在西方经济学中,从货币信息指挥生产要素配置的视角,把货币界定为“选票”。

一个社会生产什么东西,要取决于货币选票:形形色色的消费者对每一件商品是购买还是不购买,这是投不投选票;是愿意出较高的价格还是只愿意出较低的价格,这是投多少选票。

(4)从控制货币的要求出发定义货币。

通常是从能否充当流通手段和支付手段职能的角度出发来具体确定界限。

但是在这个大框子里,有的可以立即作为购买手段和支付手段,如现钞、支票存款,有的却不那么方便。

由于存在着区别,所以对能起购买手段和支付手段作用的货币也要划分为若干组。

国际通用的是M1,M2,M3,……系列。

国际货币基金组织把各国大多采用的M1直接称之为货币,它主要包含通货、不兑现的银行券和辅币和可签发支票的活期存款;把M1之外可构成M2的称之为准货币,如定期存款等。

(5)从人与人的关系这个角度来考察货币。

货币是根植于商品经济关系,体现并服务于商品经济关系,但却不具有任何可能更改商品经济关系潜力的经济范畴。

6.建立货币制度的主要目的是什么?当今世界上的货币制度是由哪些要素构成的?答:(1)建立货币制度的目的是保证货币和货币流通的稳定,使之能够正常的发挥各种职能,为发展商品经济提供有利的客观条件。

在现代社会,建立有效的货币制度日益成为建立宏观调控系统的重要内容,以便有效地利用货币来实现经济发展的目标。
