11停、送电作业指导书
1.目的规范配电设备停送电作业,确保人员与设备的安全。
2.适用范围本作业指导书适用于分公司、各项目管辖范围内配电设备停送电作业。
3.职责3.1工程部经理负责小区的各类停送电管理工作。
3.2工程部协同客户服务部做好停电工作的准备和解释工作。
4.方法与过程4.1供电局计划停电,客户服务部应提前通知住户,并做好解释工作,同时工程部应做好小区停电前的准备工作。
4.2 因设备设施进行维修保养需要的计划停电,由设备责任人提前三天填写《工作票》、《操作票》,详细说明停电设备名称、内容、范围、停电起止时间及注意事项,经工程部经理审核后,上报项目经理审批。
批准后客户服务部做好如下安排:4.2.1 应提前一天由客户服务部通知住户。
4.2.2 提前二天通知安全责任部门,做好应急工作。
4.2.3项目计划停电检修时间应考虑尽可能地减少停电给住户带来的不便。
4.2.4 计划停电必须保证小区消防设施处于警戒状态。
4.2.4 工程部强电主管应安排设备维修人员提前一天作好停电检修所需工具及材料。
4.3 因设备(设施)等故障引起的突发停电,设备责任人必须迅速赶到现场,查明停电原因,同时立即通知项目经理,启动《工程突发事件处理预案》,执行《工程突发事件处理管理规定》的相关要求。
待事件处理完毕后,需将处理过程记录在《设备抢修(大修)记录》中。
4.4 当发生威胁设备或人身安全的紧急停电时,应立即断开有关负载开关,查明原因,待修复后方可按送电程序恢复供电。
4.5 停电时间、原因、恢复送电时间必须向物管中心总经理报告。
4.6 停电必须及时通知住户,做好解释工作。
凡停电在一小时以上必须在小区通知栏内张贴书面通知。
4.7 停电检修设备时安全注意事项:4.7.1停送电工作前:4.7.1.1必须清楚知道停送电的电压等级,所用到的工具,并检查工具是否完好,有无损坏等。
4.7.1.2 熟悉现场环境,找到所要执行电力开关的位置,准备向调度室申请停送电。
4.7.2停送电工作中:4.7.2.1必须按顺序停送电,切不可误操作,停电后进行验电、放电、挂接地线,然后再挂“禁止合闸,有人工作”标示牌。

4.4.2. 箱变高压开关柜分合闸时,要特别注意操作顺序,合闸时应先合高 压侧负荷开关,后合低压侧主开关,再依次合分回路开关;分闸时,则按上述 逆过程进行。远动箱变就地操作时,应根据调度命令首先将“远方、就地”转 换开关置“就地”位,再按调度命令进行倒闸作业,操作完毕后再按调度命令 将“远方、就地”转换 开关置“远方”位。 4.4.3. 只有在确认高压柜电缆侧不带电时,才能合接地开关;变压器接地 开关也应在环网负荷开关都断开后,才能合闸。
