A Tale of Two Figures
Two figures caught my attention while I did some reading the other day: Within a year, eighty billion yuan (RMB) of public funds have been "eaten up" and during the past three years barely a little more than a hundred million yuan have been collected as donations to the "Hope Project" which aims at bringing back to school millions of children deprived of education in China because of poverty.
To enjoy food and drink on public funds is something both banned by the central government and criticized by the masses for a long time. However, there are still places that dare to bypass the ban and make merry of feasting and wine. This kind of eating drama goes on even in some of China's poorest regions. I don't know whether, between courses, it ever occurred to those eating lavishly that what they had eaten up is not just some fine food, but, far more painfully, China's hope. "Hope Project" is an
unprecedented project in China, to which our beloved Comrade Deng Xiaoping gave his personal inscription and made a donation in the name of "a communist veteran". Numerous men and women of vision have also offered their assistance with money to those children who, though thin and weak, are eager to go to school. Unfortunately, the total sum of the donated money during the past three years amounts to only one hundred million yuan, a far cry from the burning need.
Eighty billion versus one hundred million-what a contrast ! It implies, among other things, that what should be banned has not been banned in reality, while what should be enhanced is largely ignored. The reason behind this ironical situation is nothing but the corruption tendency now rampant in some areas and government departments, which is eroding the healthy body of the nation as well as the nation's education endeavor. It is only too obvious that the "Hope Project" will be hardly hopeful unless the "eat-on-the-public-funds" tendency and, for that matter, the corruption tendency is effectively
checked.
It must be noted, however, that
eat-on-the-public-funds never enjoys popular support. What a rewarding philanthropic act it would have been had the eighty billion yuan been saved for the “Hope Project" so as to enable the millions of education-deprived children to go back to the classrooms to read and write!
第七课
1.The prime minister has often stressed that China will not use "one knife cuts all" measures to engineer a slowdown.
2.From a standing start only a few years ago, aggressive magazines like Caijing have been able to ride the rapid growth of China's advertising industry, which in turn has been driven by rising consumerism among the country's urban classes.
3.China's Ministry of Construction is preparing to investigate and severely punish local officials who have flagrantly disregarded state guidelines to waste money on“image projects" such as roads l00m wide,
town squares that can accommodate 60,000 people and industrial parks aimed at phantom investors.
4.The size of the issue comes to about 35 percent of the company. The IPO was the first planned mainland offering to be affected by the recent stock market turmoil in Asia when it decided last week to delay its global roadshow by at least a week and reduce the size of its listing from the expected $2 billion.

6.Like rural diners dismayed to learn the exotic dish they found so tasty wasn't chicken after all, many buyers are finding Chinese delicacies hard to stomach.
7.True, the bumpier outlook for China's economy is partly to blame for investors' sudden queasiness. In recent weeks China's leaders, spooked by a burst of feverish growth in the first quarter, have hit the brakes, issuing a flurry of administrative edicts to slow bank lending and curb excess investment in roads, bridges, factories and real estate.
8.The banking regulator said it would soon begin spot checks across the country and senior bank managers would be held responsible for any non-compliance.

12.General Motors, the world's largest vehicle maker, has almost doubled its bet on China 's vehicle
market maintaining strong growth until the end of the decade with its commitment to spend an extra $3 billion with its local partners by 2007.
test data released by the National Bureau of Statistics showed China's consumer price index easing in May compared with the previous month, which may soothe fear over an imminent rate increase to curb over-inflation.

4.此股的发行规模大约是公司资金的35%。

2. The inflow of foreign direct investment into China reached $5
3.8 billion in the first ten months of this year, passing last year’s full-year record, as European, US and Asian manufacturing capacity accelerated its migration to the most dynamic economy in Asia. Nevertheless, the governments of provinces and cities all over China remain keen to court foreign investors, because foreign companies are regarded as relatively good corporate citizens, paying taxes,
abiding by local laws and generating exports.
3. The Bank of China, one of the country’s big four state-owned lenders, has launched a far-reaching overhaul of its near quarter million-strong workforce in a move that will force nearly all its management and staff to reapply for their positions. The bank’s staff shake-up, ahead of a planned overseas initial public offering, puts it at the forefront of a wave of banking sector reforms aimed at clearing the way for overseas listings and the sale of stakes to foreign investors.
4. Chinese technology companies are pulling out of the industry’s biggest US trade fair because delegates cannot obtain visas. The move has fuelled fears that America risks losing business to rival international trade shows as a direct result of its immigration crackdown. It comes amid growing concern that the tough visa climate is making it hard for business generally to build relations with China and could cost the US a slice of the potentially valuable Chinese tourist market.
5. Alzheimer’s is a degenerative brain disease that usually begins gradually, causing a person to forget
recent events or familiar tasks. How rapidly it advances varies from person to person, but the disease eventually leads to confusion, personality and behavior changes and impaired judgment. 5.阿尔茨海默氏症(即老年痴呆症)是一种渐进的脑退化疾病,使人遗忘近期的事情或熟悉的工作。

1. The dollar fell to new lows on Friday on rumours that China might shift some of its currency reserves away from the greenback, highlighting the dollar-related jitters in financial markets.
2. The fragility in currency and bond markets has centred on fears that Asian central banks might dump US assets to avoid large losses as the dollar’s value falls.
