一天，大雄要妈妈给他买卡通故事书，可是妈妈不买给他，于是他就找哆啦A梦这个什么都有的小机器人。他想：要是能变成坏人，什么话都不听，那就可以为所欲为了。于是他就从哆啦A梦的口袋里拿了一张护照，哆啦A梦告诉他：“这是魔鬼护照，不能玩的，快还给我！”“为什么不能玩？”大雄问。哆啦A梦说：“这个护照只要一拿出来给别人看，人们就会乖乖服从你的命令。”大雄说：“我正要这玩意儿呢！”
于是大雄就拿出护照给哆啦A梦看，然后问他：“我要把这个护照拿出去喽！”哆啦A梦也被魔鬼护照唬住了，说：“拿去吧！”
大雄跑到客厅，妈妈正拿着杯子去倒水，被大雄撞到了，杯子砸到地上碎了。妈妈刚要骂大雄，大雄拿出魔鬼护照，妈妈看了看温
和地说：“没关系，玩去吧！”然后大雄高高兴兴地跑了出去。
他来到胖虎面前，上前踢了胖虎两脚，胖虎转过身刚气冲冲地要打他，于是他拿起了魔鬼护照给胖虎一看，胖虎看了以后温和地对他说：“对不起，对不起。”而大雄呢，装出一副得意洋洋的样子。
一路上他也做了很多像这类的事。后来他来到一家书店，拿了很多书，要付钱的时候，他给老板看了一下魔鬼护照，老板微笑地说：“拿去吧！”
一路上他还很高兴，然后回到家里就看那些漫画书。哆啦A梦看见了说：“你难道做坏事就那么好玩吗？请把护照还给我，我不准你再做坏事了。”一开始大雄还有点舍不得，听了哆啦A梦的再次劝告后，最后把护照还给了哆啦A梦。
哆啦A梦走后，他想了想哆啦A梦说过的话，心想：“哆啦A 梦说的也对，明明是我先打了胖虎，可是还让他给我道歉，我还让书店老板丢了那么多的书。”然后他就去跟胖虎道歉，胖虎很疑惑：为什么大雄无缘无故要跟我道歉呢？然后他又到书店给老板付了书钱。老板也很疑惑：这个人怎么无缘无故要给我这么多钱呢？
最后大雄一边回去一边高高兴兴地唱着歌，因为他知道，自己
