金融风险防范工作预案

为及时处置金融系统突发性支付风险,维护金融稳定,保证金融各项改革顺利进行,特制定本预案。

一、突发性支付风险的防范措施㈠我支行要密切关注可能发生支付风险的诱因:

1、已发生的或可能发生的严重自然灾害及类似“非碘”等公共卫生事件;

2、可能引发突发性支付风险的各类谣言;

3、媒体对金融改革或其他方面的负面报道;

4、金融系统发生抢劫盗窃等重大刑事案件或高级管理人员畏罪潜逃;

5、其他金融机构发生挤兑、限兑或停兑的;

6、可能引发支付风险的其他信息。㈡非现场监测及预警

1、要根据非现场监管数据及风险监测台帐,按日、旬、月、季定期测算农村信用社资金状况,重点分析储蓄存款变化情况及原因、备付金变化情况、资产流动性等,从中发现可能发生支付的苗头,及时提醒告诫农村信用社要加以警惕和防范。

2、根据《农村信用社风险评价和预警指标体系》相关要求,定期对县辖农村信用社进行排查,确定可能发生支付风险的农村信用社,列为重点关注对象,严密监控,及时预警,并要求农村信用社尽快落实各项防范和化解风险的对策措施。

3、对列为重点关注对象的信用社,要根据其支付风险状况,立即派人进行现场检查,并拿出针对性的整改意见。㈢报告

1、接到联社或信用社风险报告后2小时内报告上级,风险报告表在当日起逐日报送。

2、可根据风险处置情况,要求农村信用社和各联社增减报告内容和次数。

3、突发性风险报告中要包括以下内容:

金融机构基本情况、风险基本情况,滤布厂原因、时间、涉及信用社或分支机构数、各项存款和储蓄存款的下降情况,已采取的和拟采取的措施、发展趋势分析等。

二、处置程序㈠接到联社或信用社的风险报告后,要立即责成县联社实施风险处置和同业救助方案,同时根据实际情况,进一步提出具体化解措施和对策,并监督信用社实施。㈡要立即组成由行长带队、相关人员参加的专门监管工作小组,进驻金融机构,直接履行监管职责。㈢要牵头,压滤机滤布协调县政府、银监办、联社等有关部门组成风险救助小组,商讨给予财政资金支持等事宜。㈣督促金融机构及时提出动用存款准备金和紧急再贷款的申请,并协调尽快给予答复。㈤在处置风险过程中,要统一宣传口径。遇到新闻媒体采访时,要由处置风险的主要负责人亲自或指定人员答复。对于举报投诉和反映情况的存款人要热情接待,依法解释,但不得作出“保证还款”等承诺。㈥对引发支付风险或处置风险过程中的违法违规行为,依法严肃查处。.免费提供《金融风险防范工作预案》
