摘要

工程量清单是把承包合同中规定的准备实施的全部工程项目和内容，按工程部位位、性质以及它们的数量、单价、合价等列表表示出来，用于投标报价和中标后计算工程价款的依据，工程量清单是承包合同的重要组成部分。工程量清单是按照招标要求和施工设计图纸要求，将拟建招标工程的全部项目和内容依据统一的工程量计算规则和子目分项要求，计算分部分项工程实物量，列在清单上作为招标文件的组成部分，供投标单位逐项填写单价用于投标报价。工程量清单，严格的说不单是工程量。

分部分项工程量清单应采用综合单价计价；措施项目清单计价应根据拟建工程的施工组织设计，可以计算工程量的措施项目，应按分部分项工程量清单的方式采用综合单价计价；其余的措施项目可以“项”为单位的方式计价，应包括除规费、税金外的全部费用；其他项目清单中：暂列金额由招标人在其他项目清单中列出，材料暂估价由招标人在其他项目清单中列出，专业工程暂估价由招标人在其他项目清单中列出，计日工由招标人在其他项目清单中列出的项目和数量，投标人自主确定综合单价并计算计日工费用，总承包服务费根据招标文件中列出的内容和提出的要求自主确定；规费和税金应按国家或省级、行业建设主管部门的规定计算。

招标工程量清单、招标控制价、投标报价、工程计量工程造价文件的编制与核对，应由具有专业资格的工程造价人员承担。

Abstract

BOQ is to prepare the implementation of all projects and content specified in the contract , according to the project site lists position , nature and their quantity, unit price , price , etc. that come out together to calculate the bid for the tender offer and after the construction price basis , BOQ is an important part of the contract.
